Job description:

The A2J Programme Manager will ensure ensure high quality development of the A2J programme and accurate, proper, and timely implementation of projects of the Tdh delegation in Jordan. S/he has a major responsibility for the programme’s strategic orientations, steering and outcomes.

The A2J Programme Manager is in charge of managing the relationships with key stakeholders, including state institutions and representatives of international and national partner organizations, in the context of collaborative engagement for programme and project implementation.

The A2J Programme Manager will be directly responsible for the oversight of the A2J programme portfolio and team to ensure the successful implementation of actions designed to support children in contact with the law and their families. The incumbent is responsible for the overall outcomes of the A2J programme of Tdh in Jordan aiming at enhancing the restorative justice system and approach in Jordan, in line with programme goals and objectives and Tdh’s organizational mission and vision. S/he prepares and maintains documentation related to the job function in compliance with the financial, administrative and logistics procedures. Complying with Tdh project management rules, s/he keeps track of operational plans and reports on progress achieved to line management and donors.

The main tasks of this function are:

· Team Management: Closely follow, support and supervise the A2J project staff for the successful implementation of the A2J projects; addresses capacity building needs;

· Programme and project cycle management: Ensure all programme and project activities are implemented and reported on in a timely and high quality manner, in line with international minimum standards and Tdh programme objectives and in full compliance with relevant donor requirements;

· A2J Programme Strategy development: Lead on development and implementation of the A2J strategy for the Jordan delegation in link with the A2J strategy for the MENA region; Actively contribute in identifying funding opportunities and in writing project proposals;

· External Coordination and Representation: Ensure, with a spirit of partnership, strong coordination and collaboration with key governmental, UN, (I)NGO and other stakeholders.

Team Management

· Directly supervises A2J programme team of Tdh Jordan delegation;

· Provides day-to-day technical and operational support and guidance to the team, in order to ensure an excellent level of quality and efficiency of the projects implemented, compliant with the international standards, but also to those of Tdh and donors;

· Ensures proper coordination and planning among the team; Encourages effective team work, especially on issues related to cross-sectoral collaboration;

· Ensures assessment of training and capacity building needs of A2J programme staff and volunteers but also partners, as well as development and implementation of a corresponding capacity development plan to address those needs and strengthen the A2J programmatic technical skills of Tdh staff and partners;

· Ensures the coaching of any collaborator under her/his responsibility, from the recruiting to the final collaboration reports. Uses the good practices so that her/his management respects the policies of Tdh;

· Conduct regular performance appraisals (minimum annually or more often if required) of team members that s/he supervises and set performance objectives according to the annual work plan of the programme;

· Promotes and encourages a culture of compliance and ethics throughout Tdh Jordan; Maintains a clear understanding of Tdh and donor compliance and ethics standards and adheres to those standards. Communicates these values to staff and to partners and requires them to adhere to these values.

Programme and Project Cycle Management

· For each new A2J project or new phase of project ensures the organization, coordination and conducting of the kick off meetings;

· Oversees the planning and implementation of the projects through the management and supervision of the A2J field team; ensures proper and timely delivery of the projects, according to agreed outcomes, within budget and on time, by the project and technical team;

· Oversees the proper monitoring of the A2J programme impact, assessment of the value of each activity in terms of its contribution to expected outcomes. Discuss and validate with the field team their proposed changes/adjustments in activities if needed;

· Ensure the harmonization of A2J programmatic approaches and processes and engage on that activity with other delegations to ensure harmonization of practices;

· In coordination with the Q&A Coordinator, ensures the set-up of an M&E system (M&E plan, M&E tools, analysis) in accordance with each project; participates actively in monthly quality follow-up of data;

· In coordination with the Finance Coordinator, ensures the correct financial management of all A2J projects and the funds available for them; ensures joint monthly tracking of budgets;

· Under the lead of the Programme Coordinator and in collaboration with other Coordinators, participates as an active member in regular internal coordination meetings, in which s/he presents a detailed review of current achievements, challenges faced and options considered for each A2J project;

· With the collaboration of the Q&A Coordinator, ensures the reporting on the project success, as measured by expected outcomes and indicators;

· In collaboration with the A2J field team and in coordination with all others Departments, oversees to prepare narrative, statistical and financial reports for donors as required, in a timely manner, as well as concept note and proposal for developing the portfolio;

· For each final end of A2J project or end of a specific phase of project ensures the organization, coordination and conducting of the closure workshops.

· Ensure the correct flow of A2J operational information to the others departments in the delegation;

· In cooperation with the A2J technical advisors at the HQ, drive and contribute to research in the field and explore the partnership avenues/methods for its implementation (relations with institutions: university, research centre, local NGO, etc);

· In coordination with the Regional Communication Coordinator, contributes to draft articles or required internal reports on the A2J programme’s activities for HQ.

A2J Programme Strategy Development:

· In close collaboration with the Programme Coordinator, Country Representative and the A2J MENA Regional Coordinator, leads on the development of the A2J strategy for Jordan delegation, whereby ensuring proper linkages with the A2J strategy for the MENA region;

· Leads on the implementation of the A2J strategy across the programme and projects, and the development and managerial coordination of the A2J project teams; has major responsibility for the project strategic orientations, steering and outcomes;

· Actively contributes to the Tdh MENA regional A2J strategy.

· Actively engages his/herself in identifying new funding opportunities for the development of the A2J programme of Tdh Jordan and contributes substantially in the project proposal development.

External Coordination and Representation

· In agreement with the Program Coordinator, ensures – her/himself or in determining the most appropriate person – a regular attendance of Tdh in relevant Coordination meetings at National and Local level and that a proper dataflow/information restitution within the A2J team – but further within others Departements where appropriate – is done;

· Under the supervision of the Program Coordinator, s/he represents the organization locally to partners, donors, NGOs, International Organizations and local authorities, and reports interview findings to the Program Coordinator;

· Within her/his field of activity, strengthens and develops synergies with government institutions, the rest of NGOs and local organizations;

· In coordination with the Regional Communication Coordinator, contributes to the correct communication and visibility of the A2J projects under their responsibility and the Tdh Foundation. Produce, jointly, awareness/advocacy documents.

CHILD SAFEGUARDING POLICY – SAFETY & SECURITY:

· Knows and implements institutional policies on security, child protection, PSEA and Code of Conduct and fraud prevention; ensures the Project Managers know and implement the procedures in their day-to-day work;

· Commits to ensure the best implementation possible of the Tdh Child Safeguarding Policy (CSP) in her/his area, including participation in annual audit, and reviews and updates of action plan;

· Commits to inform the Country Representative and/or the National Safeguarding Focal Point and/or the Head of MENA Region and to deal with any case of any allegations or possibility of transgression, even potential, of the CSP;

· Respects and abides to Tdh safety & security procedures in Jordan.

Other:

· Knows and implements all institutional policies and internal regulations of Tdh with a particular focus on the Institutional Media and Communication policies;

· Supports the senior management team to organize and facilitate conferences, exchange of experience missions and field visits for external management staff and donor representatives;

· Any other duty as required by the line supervisor.

S/he will have direct access to information, such as the general strategy of Tdh in Jordan, including programming objectives in the field, financial details, and security guidelines. A professional sense of security, confidentiality, and proper representation is paramount. The incumbent will conduct her/his duties in respect of the Charter of Terre des hommes and Tdh Child Safeguarding Policy. Tdh expects that its contractor’s professional conduct reflect proper behavior in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Tdh and defends in all circumstances the interests of the movement.

Profile

Experience of NGO programme / project management in the field mandatory:

· Previous relevant experience and extensive knowledge of the Juvenile Justice programs

· Strong technical knowledge

Previous relevant experience and extensive knowledge of project design and experience in project development (strong knowledge and skills in M&E is especially important)

· Strong experience in developing strategies as well as local partnerships;

· Large experience of major institutional donors and significant projects;

· Experience undertaking field assessments; exploratory missions; baseline and endline survey;

· Strong knowledge and expertise in M&E;

· Experience with budgets and budgeting;

· Analytical and problem solving skills

Previous relevant experience and excellent competencies in human resources management and good managerial skills (local and expat teams).

· Excellent team leadership;

· Organisational and managerial skills;

· Strong capacity and motivation for team work;

· Ability to motivate and develop skills of others

· Full professional proficiency in English and Arabic
