To address the challenges associated with the epidemiological shift towards increasing prevalence of non-communicable diseases and meeting the immediate and short-term health needs of Syrian refugees, as well as fulfilling the countries commitment to reach universal health care coverage for all people living in Jordan the Ministry of Health (MoH) is aiming to modernize the primary health care (PHC) system through the adoption of a family medicine model under its National Health Strategy (2015-2019). The strategy calls attention to underutilization of PHC services throughout the country, as well as challenges in equitable access to care. The most common problems in accessing PHC are physical and financial barrier, quality of care, and a lack of specialized care. Reaching universal health care coverage requires the expansion of PHC and strengthening the health system in general to reach the most vulnerable and marginalized population. UNICEF, in collaboration with Bill and Melinda gates Foundation, is supporting the MoH expand the reach of PHC to village level and strengthen the PHC system through an innovative Family and Community Medicine team (FCMT) approach, based on the principle of equity.

The United Nations Children’s Fund Jordan Country Office in Amman seeks a dedicated, highly motivated and proactive M&E Consultant for the Health & Nutrition Section.

OBJECTIVE:

In collaboration with relevant directorates at MoH, this assignment has the following objectives:

  • Establishing a functional monitoring and evaluation framework and quality assurance mechanism to monitor implementation of integrated and quality PHC service delivery as part of the FCMT approach
  • Strengthening HMIS system through enhancing the accuracy and timeliness of health data monitoring, reporting, digitalization and standardization

DESCRIPTION OF ASSIGNMENT:

Currently, at MOH in Jordan, peripheral and comprehensive health centers collect service delivery data on paper-based standard health information management system (HMIS) forms. The collected data is summarized monthly and sent to the governorates, part of which is entered in to the national web based electronic health information system (HIS) at MoH. Availability of timely and accurate data is critical to assess program success, quickly identify challenges, undertake a course correction and inform planning. However, the current health data reporting system is fragmented and the monitoring as well as quality assurance mechanisms are not uniform or standardized across the heath sector. The Health and nutrition section at UNICEF Jordan country office is seeking Monitoring and Evaluation (M&E) consultant to design and implement a monitoring frame work for PHC services as part of the FCMT approach as well as orient national, governorate, PHC center and community stakeholders on the use of the framework and tools. The framework is expected to improve availability of data to and enable effective monitoring and planning. Further, the consultant is expected to review the quality assurance mechanisms and checklists for PHC facilities and service delivery and recommend the appropriate tools for popularization and use. The developed M&E frame work will be piloted in two governorates; Mafraq and Irbid then to be adopted at a national level.

Reporting to the health manager for supervision and in collaboration with the relevant directorates at MoH, the consultant will work on the following:

  • Analyse available paper-based HMIS for PHC, in consideration of program requirements and Government of Jordan’s annual reporting requirement, conduct consultations with relevant stakeholder, mapping and specifying current and existing reporting gaps
  • Create a unified paper-based data collection forms to track service delivery data for FCMT approach at health facilities (including referral) and community level
  • Analyse the monitoring and supervision systems at MoH and governorates as well as review and establish standardized quality assurance tools and checklists, performance based system and management indicators and recommend tools and monitoring mechanism that can be used for monitoring and supportive supervision of PHC performance under the FCMT approach
  • Work closely with UNICEF’s staff and MoH’s Information technology programmers and support the digitalization of the paper-based data collection tools and reporting system
  • Prepare orientation materials on the M&E framework and quality assurance tools developed
  • Provide orientation sessions to FCMT Approach stakeholders at all levels; central, district and community level.

  • 8 orientation sessions (1 day each) at community level (25 participant each)

NB; Cost of the orientation sessions will be paid by MOH.

Consultant is expected to submit a detailed work plan, methodology with timed deliverables in the proposal. UNICEF will have a full oversight on the implementation of the key tasks of the consultancy as appropriate. The consultant will coordinate with members of the steering and technical committees of the project to ensure timely endorsement of the deliverables.

REPORTING REQUIREMENTS (IF APPLICABLE):

The consultant will be responsible for preparing technical reports and inputs for regular donor updates (based on agreed results framework for the FCMT pilot) as well as situation reports, communications materials and other documentation, ensuring accuracy, timeliness and relevancy of information. As it is developed, the consultant will be responsible for collecting, analyzing, verifying and synthesizing data from the FCMT M&E system to facilitate program development, monitoring and reporting. In collaboration with the Health Manager s/he will also be expected to prepare required documentations/materials to facilitate the program review and approval process.

QUALIFICATION REQUIREMENTS:

The consultant is expected to have the following qualifications

Education: A master degree in monitoring & evaluation, biostatistics, public health, epidemiology, health informatics or related field.

Work experience:

  • 8 years of professional experience in designing and implementing monitoring framework for public health programs.
  • Minimum 5 years of experience in designing, planning and executing monitoring and evaluation of heath projects.
  • Technical knowledge:
  • Understanding of medical terminology and a good command of statistical methods, principles of collection, quality assurance and management of health data. Familiarity with similar projects involving PHC with community outreach activities.
  • A good knowledge of PHC reporting forms, schedules, requirements and quality assurance principles of health care delivery would be an asset.
  • A good understanding of descriptive statistical analysis methods.

Language: Fluency in spoken and written English and Arabic is required

PAYMENT SCHEDULE:

Monthly payments:

Lump sum payment will be made monthly, inclusive of all professional fees, daily allowances, living allowances, and other administrative costs. Overtime, weekend and official holidays will not be compensated, nor will any holiday/leave time be granted.

EVALUATION PROCESS:

Qualified candidates are requested to submit:
