The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Country Office Background

Norwegian Refugee Council (NRC) established its presence in Jordan in November 2012 in response to the conflict in Syria and the resulting refugee influx. NRC Jordan currently employs over 500 staff in Jordan and is one of the largest INGOs in the country. Since 2012, NRC has worked to build the resilience of Syrian refugees in Jordan, and invest in the Jordanian communities that host them. NRC supports Syrian refugees in Zaatari and Azraq refugee camps, as well as vulnerable refugees and Jordanians in north and central Jordan (Irbid, Jerash, Ajloun, Mafraq and Amman governorates). In Jordan, NRC provides services in five of NRC’s global core competencies: Shelter, Education, Youth, Livelihoods and Information Counselling and Legal Assistance (ICLA). NRC strives to combine its programmatic activities with evidenced-based advocacy work focused on policy change and strong external communications and media engagement. The Country Office also works to ensure safe and integrated programming through ensuring protection is effectively mainstreamed across all core competencies.

Our Ideal Candidate:

We are seeking a motivated humanitarian professional to join our Jordan Country Office’s operations.

They are a university graduate in livelihoods, entrepreneurship, or a relevant discipline, with a minimum of 3 years previous experience working as a senior Project/Program Manager. Experience working in complex and volatile contexts, in particular in the Middle East are desirable.

Documented results related to the position’s responsibilities and fluency in English, both written and verbal are essential to this role.

Position Description:

NRC’s Transition to Employment (T2E) programme is focused on integrating vulnerable Syrian and Jordanian into the labour market through NRC intermediation activities. T2E is based on global best practices showing that nearly all highly performing employment programmes start with the early and substantial engagement of employers. NRC is focused on engagement with the private sector and utilises a structured process to identify, screen, and formalise partnerships with employers which complements a profiling and screening system for job seekers. T2E is a demand driven and relationship dependent intermediation programme, focused on structured selection and personal engagement with both employers and job seekers.

A T2E Project Manager is required to oversee the continued development of the T2E project and its overall implementation. The T2E Project Manager is responsible for provision of technical direction to the team, budget and staff management, building partnerships and liaising with stakeholders. The project is implemented in northern Jordan. The Project Manager position will be based in Irbid.

General responsibilities related to this position include:

  • Line management for project staff
  • Adherence to NRC policies, guidance and procedures
  • Contribute to the development of Country, Area and Core Competency strategies, initiate and participate in the development of relevant livelihoods projects
  • Coordinate and manage T2E project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Implement technical direction and ensure high technical quality of projects
  • Provide regular progress reports to the Area Manager and the Livelihoods Specialist
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Develop and manage project budget, and coordinate across CCs
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
