POSITION GENERAL INFORMATION

Ø Position: Liaison Advisor

Ø Based in: Amman with field travels within Jordan, especially Community Spaces and Centers, national and local authorities in Amman, Zarqa, Balqa, Madaba, Jerash, Ajloun

Supervision

Ø Under the direct supervision of: Head of Mission PUI Jordan

ABOUT PREMIERE URGENCE INTERNATIONALE (PUI)

Première Urgence Internationale (PUI) is a non-governmental international aid organization operating in more than 20 countries and relying on more than 30 years of experience in responding to the fundamental needs of crisis affected populations. Present in the Middle East since 1996, PUI conducts multi-sectoral humanitarian and resilience programming in Jordan, Syria, Lebanon, Iraq, Palestine and Yemen. PUI provides relief assistance (health and nutrition, water and sanitation, rehabilitation, food security and non-food item distribution, protection) and supports early recovery. PUI’s actions are guided by principles of humanity, impartiality, independence, accountability, adaptability, transparency, cooperation and partnership, involvement, dialogue, initiative, and trust.

In Jordan, PUI has been responding since 2013 to the needs of most vulnerable populations affected by the Syria crisis in host communities. Through a community-based approach, the objectives of PUI in Jordan are the following:

Provide emergency/life-saving cash assistance to most vulnerable population to meet their basic needs;

Improve access to services for most vulnerable populations in host communities;

Support initiatives at community level to ensure social cohesion and economic empowerment opportunities for most vulnerable populations.

OVERALL MISSION

General objective

Under the direct supervision of the Head of Mission, with technical support of the Deputy Head of Mission, the Head of Programmes and Logistics, Finance, and Administration Coordinator, she / he will be responsible for the facilitation of external representation of the mission, including:

  • Developing and maintaining contacts with key administrative and programmatic stakeholders for PUI nationally as well as in PUI’s areas of intervention (Governorates, Municipalities, communities), as well as reaching out to actors in new areas (community leaders, local and national authorities, civil society organizations);
  • Facilitating communication between PUI and all relevant local authorities as well as coordinating efforts;
  • Preparing and submitting written official reports, letters and other documents to communicate with governmental and non-governmental entities in Jordan;
  • Contributing to implement PUI’s communication strategy;

· Contribute to manage the safety and security framework of PUI in Jordan.

Responsibilities and tasks

  1. To contribute to initiate, develop and maintain relations with authorities and civil society

S/He is in charge to facilitate, in line with instructions from the Head of Mission, PUI’s coordination, communication and relations with national and local authorities and civil society (including the media) in Jordan.

  • Carry out stakeholders’ analysis to understand the dynamics and interest of actors at national, governorate and local levels and propose relevant pathways in order to influence and negotiate to facilitate PUI’s programming.
  • Advise Coordination on PUI’s relationship with national and local authorities, civil society, communities and media to facilitate a positive cooperative relationship.
  • Regularly report to the Coordination team and Head of mission any relevant or updated information gathered.
  • Regular liaison with MoPIC, MoSD, line Ministries and any other national or local authorities as required to ensure a fruitful coordination for the implementation of PUI’s projects in country.
  • Attend meetings with the Ministries, partners or other INGOs either with other PUI staff or on behalf of PUI Head of mission.
  • Prepare written good quality presentation in Arabic for meetings with external stakeholders.
  • Prepare minutes of meetings attended.
  • Writing correspondence to the authorities and other stakeholders in English and Arabic, upon request by the Head of mission.
  • Scanning and archiving of correspondence with the authorities.
  • Ensure quality translation of letters from Arabic to English or vice-versa.
  • To support programme teams to interact successfully with national stakeholders

S/He is in charge to facilitate the coordination, communication and relations with national and local authorities and civil society.

  • Check regularly with internal and external legal advisors the relevant legislation and regulation pertaining to INGOs working in Jordan.
  • Advise Programme Teams on specific regulations implemented by the Authorities that impact the ability to implement activities and/or impact the speed of implementation.
  • Support Programme Teams in their communications with government counterparts and/or in the collection of Government data for programme planning purposes.
  • Undertake regular field visits, including at the specific request of Programme Teams, to ensure relevant authorities are briefed on PUI activities and that all activities are properly coordinated at every administrative level.
  • Engage actors of the civil society in order to coordinate and cooperate in line with the organisation’s programming.
  • Advise Coordination on opportunities for collaboration with local NGOs, private sector organisations, and government departments; specifically support Coordination in developing practical relations with other actors.

3. To write proposals and reports for national authorities

S/He is in charge to prepare, write or translate proposals and reports to Ministries or other authorities with the coordination team, submit these documents and contribute to negotiate about their content with relevant stakeholders.

  • Ensure the submission of projects under the JORISS platform as instructed by the Head of Mission.
  • Follow-up on the progress of PUI project approvals with all relevant Ministries and departments.
  • Refer to the Coordination Team and Head of mission any request from the authorities.
  • Prepare and submit timely and quality reports to the authorities as requested.

4. Communicate regularly with media and general public in Jordan especially through social media

S/He is in charge to liaise with the media at local and national level under supervision and guidance from Head of Mission, contribute to produce communication pieces and feed the PUI Facebook page.

  • S/he contributes to produce PUI Jordan communication strategy and planning.
  • S/he contributes to write articles and other communication products in close collaboration with and under supervision of the Head of Mission.
  • S/he liaises with national and local media, suppliers contributing to communication on behalf of the coordination team.
  • S/he ensures PUI communication stays in line with national law and requirements in communication.
  • S/he ensures PUI staff members can contribute to implement the communication strategy and receive guidance and training to do it properly (needs identification, internal and external trainings).
  • S/he manages official PUI Jordan Facebook page, under supervision of the Head of Mission and with the support of the Headquarter.

5. Contribute to manage the safety and security framework of PUI in Jordan

S/he plays an essential role to provide reliable information about safety and security risks PUI’s country programme is exposed to in Jordan, provide advices on risk mitigation measures and contribute to implement measures involving influential national stakeholders.

  • S/he initiates, develops and maintains relations with a diversity of stakeholders to get access to reliable information about possible risks in relation with PUI’s activities in the country and to get support when necessary to mitigate some of these risks.
  • S/he contributes to feed PUI coordination with relevant quality reliable information about risks PUI programs can be exposed to.
  • S/he contributes to feed PUI coordination with information and recommendations to mitigate risks.
  • S/he contributes to implement the safety and security measures incorporated in PUI security plans and in case of incidents or contingencies, under supervision of the Head of Mission.

The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.

PROFILE

Required Background, knowledge

University degree in Humanitarian Action, Law, Political Science, Sociology or related disciplines.

Mandatory a minimum 2 years previous experience in the Humanitarian Sector. An experience in a similar position would be considered a strong asset.

Experience in Public relation, Public administration, Legal office or Senior Coordination would be considered a strong asset.

Fluent Arabic, oral and written; excellent oral and written English.

Excellent command of Microsoft Office.

Required interpersonal Skills

Outstanding communication and presentation skills with the ability to articulate an idea clearly and concisely, with good understanding of at stakes.

Capacity and motivation to engage a wide diversity of stakeholders in different areas of the society and maintain relations over several months or years for cooperation.

Strong organizational skills and good ability to make proactive suggestions.

Able to manage priorities, take initiatives and work without constant supervision.

Excellent diplomacy skills with the ability to influence and negotiate.

Ability to work under pressure and handle stressful situation.
