Investigation Officer – GOAL Syria in Amman

General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labor. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.

Job purpose:

Working within the Investigation Department of GOAL Syria, the main function of the Investigation Officer (IO) is to support the Investigation Coordinator (IC) to provide technical support to ensure that GOAL Syria’s investigation systems are implemented effectively. Ensure all allegation received from accountability team or from any other source is being logged in the investigation database, with the relevant information to be shared for investigation. A part of the role will be coordination with the investigation team inside Syria to ensure a systematic reporting on investigation data, as well as for GOAL’s Partner organisations.

On the other hand, the IO’s workload will be to ensure that GOAL’s investigation activities are properly managed and follow the work plan as recommended and assessed by the IC. Support the IC to elaborates investigation strategies, plans and approaches. Leads or participates in Serious Complaints Committee meetings or Complaints Response Groupe meetings, or engage with investigation team in the conduct of investigations and reviews. Provides advices and recommendations on serious cases and ensure a proper documentation and reporting for each case.

The role may require some travel to overseas offices from time to time.

Duties, objectives and competencies

Serious complaints handling and Investigation

  • Lock Support the activities of GOAL’s investigation team in Syria, which includes investigations into serious complaints.
  • Work closely with investigation assistant to define and organize information per entity.
  • Ensure all allegation received from the community feedback mechanism (CFM) officer are logged, segregated and referred to key focal person at each entity (SG, SC, HR and SS)
  • Follow up on serious complaints and feedback referrals with appropriate entities/sectors and respond to raised pending issues as needed.
  • Ensure that results generated by field findings/investigation activities are summarized, well recorded and communicated with Investigation Coordinator to inform programming and address issues on time.
  • Review and provide input on standard operating procedures, memorandum, contracts and/or guidelines as needed with support from the IC.
  • Attend the disciplinary committee to provide investigation findings when requested by the line manager

Capacity Building and Training

  • Line manage and build capacity for the investigation assistant on investigation
  • guide and supervise the information management on each serious complaint, ensure it is logged properly by the investigation assistant an
  • Support the investigation coordinator to provide technical support to GOAL’s local Partners running their investigation as requested.
  • Support the investigation coordinator to work with Partners to conduct investigations in line with GOAL Syria’s standard operating procedures on same whenever requested by the line manager.
  • Work with Investigation Coordinator to develop and maintain standard operating procedures on the investigation processes.
  • Support the investigation Coordinator to provide capacity building, technical support and training to the investigation team based in Syria
  • Work closely with investigation coordinator to raise awareness and build capacity and raise awareness to Programmes team and GOAL’s local Partners on all areas of investigation handling, response and investigations.
  • Provide technical support to GOAL’s Partners on investigation reporting when requested by the line manager.

Reporting and report writing

  • Work closely with the Investigation Coordinator to manage the Investigation Complaints Tracker of GOAL Syria, including entry and updates.
  • Ensure proper records and filing of investigation data such as allegation, type of allegation, findings, recommendation and management of data and documents.
  • Compile and submit timely reports on a weekly, monthly or quarterly basis to Investigation coordinator when requested
  • Tailor complaints and feedback reports templates according to the donor requirement, based on specifications provided by Investigation Coordinator
  • Draft monthly and quarterly reports for donors on areas of serious complaint investigations.

Requirements:

  • Degree level qualification in a relevant field – Social, Humanities, Human Rights, law or other relevant fields. A higher degree level (such as Master or a specialised technical Degree) in a relevant field will be an advantage.
  • Minimum of two year’s work experience, with previous experience working with NGOs / Humanitarian agencies a distinct advantage. Note that a Master or specialised technical degree will be seen as worth of two years of experience.
  • Demonstrated ability to engage in Strategic Thinking and good knowledge of the complaints; proceeding and methods of evidence handling.
  • Experience being a lawyer or legal consultant or experience with community or social affair is a plus.
  • Excellent communication and interpersonal skills, with previous experience in coordination activities a distinct advantage.
  • Fluency in Arabic required.
  • Fluency in English is desirable, strong English written and oral competency required.
  • Good understanding of Child Protection and Gender issues – specifically but not exclusively in the Syrian context would be an advantage.
  • Commitment to beneficiary accountability, humanitarian ethics, child protection and gender.
  • Strong writing skills and excellent attention to detail.
  • Analytical, structured mind and experience in data analysis.
  • Familiarity with data analysis and presentation tools and programmes (Microsoft Office Powerpoint, Excel, PowerBI).
  • Very good understanding of accountability standards, principles and mechanisms desirable.
  • Previous experience working in the INGO or humanitarian sector and understanding of the context of NW Syria,
  • Leadership and the ability to lead by example.
