Purpose for the job:
Under the supervision of the Chief of Social Protection, the post is expected to provide substantive technical guidance on information management systems that supports data-driven advocacy and decision making for UNICEF Jordan Country Programme. As a major part of this, the post is responsible for overseeing and managing Bayanati, the real-time monitoring system that underpins Social Protection programme including Makani integrated approach, while at the same time, providing technical advice and support to the overall Jordan Country Programme and design and implementation of an information management strategy.
The incumbent is also responsible for developing and implementing systems and capacity building plans in data and information management for UNICEF staff and partners, in line with the Country Programme priorities. The incumbent also supports innovations in information systems and use of information for improved decision making, planning and tracking of interventions for children, and contributes to the preparation and dissemination of office reports.
How can you make a difference?
*Enhance Bayanati system structure and functionalities as per the evolving needs and context of Jordan in addressing vulnerabilities and inequities while maintaining the effectiveness and efficiency of the system. This will include but not limited to:
1. Ensuring data security and protection, while at the same time ensuring the protection of rights of those who accesses UNICEF-supported services and whose information is collected and analyzed.
2. Explore opportunities for data and data system integration, and advise UNICEF Jordan (as well as other UNICEF offices and partners as required) on data and effective information management systems that inform data-driven advocacy and decision making.
3. Developing the capacity of UNICEF staff and partners around the use of Bayanati and ethical conducts around evidence generation through the system.
*Ensure and maintain the quality and reliability of collected and analyzed data, and oversee data validation. This can include but not limited to:
1. Developing, implementing and updating as necessary, the Bayanati user guide, manual, standard operating procedures and other materials that are useful.
2. Designing and leading appropriate training on a routine basis for UNICEF and partner staff.
3. Monitoring the performance and progress of implementing partners with regards to sufficient and reliable deployment of Bayanati system, and develop necessary assessment approaches and tool to support this effort.
Ensure improved access to secondary data sources and provide analysis that supports the decision making around the integrated Social Protection programme, including cash transfer, and Makani integrated programme.
To qualify as an advocate for every child you will have:
Education: Advanced University Degree in information technology, computer science, information management, GIS, statistics, science or other related field.
Experience:
* At least five years of relevant substantive experience in information management or related field.
* Proven statistical skills and experience. Ability to translate planning specifications to technical briefs for data capture and analysis, and vice versa.
* Proven experience in data protection and security an asset.
* Advanced knowledge of MS Excel and Access; other database applications (SQL, MySQL, Oracle) highly desirable.
* Mapping: GIS essential.
*Experience in guiding and capacity building of technical staff, both in UN organization and government
Language requirement: Excellent verbal and written communication skills in English and Arabic are required.
