ABOUT PREMIERE URGENCE INTERNATIONALE (PUI)
Première Urgence Internationale (PUI) is a non-governmental international aid organization operating in more than 20 countries and relying on more than 30 years of experience in responding to the fundamental needs of crisis affected populations. Present in the Middle East since 1996, PUI conducts multi-sectoral humanitarian and resilience programming in Jordan, Syria, Lebanon, Iraq, Palestine and Yemen. PUI provides relief assistance (health and nutrition, water and sanitation, rehabilitation, food security and non-food item distribution, protection) and supports early recovery. PUI’s actions are guided by principles of humanity, impartiality, independence, accountability, adaptability, transparency, cooperation and partnership, involvement, dialogue, initiative, and trust.
In Jordan, PUI has been responding since 2013 to the needs of most vulnerable populations affected by the Syria crisis in host communities. Through a community-based approach, the objectives of PUI in Jordan are the following:
Provide emergency/life-saving cash assistance to most vulnerable population to meet their basic needs
Improve access to services for most vulnerable populations in host communities
Support initiatives at community level to ensure social cohesion and economic empowerment opportunities for most vulnerable populations
OVERALL MISSION
General objective
The Information Management Officer (IMO) will be based in the Amman office and will be required to travel occasionally to our main areas of intervention which currently include the governorates of Amman, Zarqa, Madaba and Balqa (areas might change with new projects). The IMO reports directly to the MEAL Manager, who is under the supervision of the Deputy Head of Mission. The IMO also works closely with the Programme teams.
The IMO will actively design and oversee data and information management systems at the PUI Jordan mission. Where IM and system gaps exist, the IMO will follow up with staff and set up primary data collection and case management systems as well as protocols for data storage, protection and management. The IMO will take steps to ensure consistency and quality in the information collected and to promote efficiency in IM, data usage and reporting for the Programme and MEAL teams, based on their needs.
Responsibilities and tasks
MAIN TASKS
Under the supervision of the MEAL Manager, the IM Officer will be required to:

  1. Design and oversee an IM System and Strategy
  2. Oversee key IM aspects of mobile data collection
  3. Carry out data quality assurances
  4. Oversee all trouble shooting and contribute to capacity-building of staff

SPECIFIC TASKS

  1. IM SYSTEM AND STRATEGY
     Designing and implementing a country-specific Information Management system to store, analyze and disseminate information based on PUI needs (identified through initial Diagnosis), such as for Vulnerability Assessments and Case Management;
     As relevant to the results of the IM Diagnosis, create computerized tools allowing faster M&E tracking and reporting and support the MEAL department in applying these new tools (also can apply for Programmes to track project indicators);
     Consider and implement new methods to improve database management at PUI Jordan, such as using online and offline databases to improve data management;
     Draft and manage the PUI Information Management strategy, detailing the internal management of information, flows of information, Data Protection guidelines, and other operational requirements for the IM systems;
     Work closely with the Deputy Head of Mission and Head of Programmes to ensure consistency and inter-operability between different data sets and sources;
     Contribute to the IM plan for new projects, considering Best Practices in data management and ease-in-use for the MEAL and Programme teams;
     Ensure data collected is well-organized and easily usable, e.g. clear and easily disaggregated into sex/gender, age, date and type of assistance received – considering how the MEAL and Programme teams will need to analyze and report the data;
     Ensure all data collected is consolidated into one central database to be used by programme and MEAL staff effectively, e.g. for Case Management;
     Adapt the IM system(s) and strategy based on emerging needs and new programming requirements and indicators; and
     Provide innovative ideas to ensure data collection and case management continues to be as efficient and smooth as possible.
  2. MOBILE DATA COLLECTION
     Code and thoroughly test assessment tools for MEAL and Programme teams into Kobo or another platform, following the mobile data collection process at PUI;
     Provide technical input for tool design in Kobo or another platform, such as form logic, relevancies, restraints, scoring formulas, etc.;
     Upload all forms for data collection to the Kobo or platform server;
     Review translations (usually English to Arabic) of data collection forms entirely, allowing the opportunity to review coherence in the questions, answers, skip logics, etc. and making final changes to the forms;
     Download data from the Kobo or platform server, do data cleaning, and share (and archive) the final – clean and compiled – data set with MEAL and Programme staff;
     Train programme staff and volunteers on mobile data collection technologies, e.g. tablets, and the form logics; and
     Help monitor data for trends and patterns with the support of programme management and MEAL Manager and share relevant key findings.
  3. DATA QUALITY ASSURANCES
     Monitor the quality of data in databases, identify missing or inconsistent data, and follow up with the programme teams to correct errors and improve data quality for the mission; This includes checking the Kobo or platform server on a weekly basis to review the quality of data collection;
     Manage the data collection software account and ensure proper, authorized usage by PUI staff;
     Configure tablets and ensure that all tablets OS and software is updated; and
     Perform regular checks of the equipment and systems in each field office/CBO to ensure high quality data collection and management.
  4. TROUBLE SHOOTING AND CAPACITY BUILDING
     Provide trainings on the IM system(s) to PUI staff, and follow-up with technical support to improve data quality and data management for MEAL and Programme teams in the field/CBOs and in Amman Country office;
     Train staff on the IM Strategy and how to use the IM system(s); and
     Provide technical troubleshooting support to staff as necessary, in a timely manner, about the IM system(s) and mobile data collection technologies, acting as the focal point for all technical troubleshooting and support.

PROFILE
Required Background, Knowledge & Skills:
Bachelor’s degree in Management Information System, statistics, computer science and/or any other related fields. (Master’s degree an asset.)
Minimum 2 years relevant experience in data or information management
Ability to formulate IM systems, technical requirements and Operating Procedures
Demonstrated analytical skills and knowledge of research, information management and analysis processes
Experience managing electronic data collection tools such as KOBO, ODK and CommCare, and coding forms
Excellent skills in data management and analysis using Microsoft Excel or other software
Professional English language abilities
Advanced skills in data/information management for project monitoring, evaluation and reporting
Experience in creating and maintaining databases / knowledge management systems
Understanding of Data Security and Protection policies
Ability to effectively utilize Microsoft Word, PowerPoint, and Outlook
Driving license

Desirable knowledge & Skills:
Knowledge of NGO operations and humanitarian approaches (national or international)
Technical training in project cycle management and Monitoring & Evaluation
Strong capacity in terms of data analysis (including relevant software) and visualization
Experience with advanced statistical software such as SPSS, inVivo, STATA, etc.
Experience in dealing with various type of stakeholders (Beneficiaries, CBOs, Local NGOs)

Strong organizational skills and attention to detail with the ability to manage priorities, take initiative, meet multiple competing deadlines, and work without constant supervision

Demonstrate a real commitment to humanitarian work and an understanding of community-based issues in Jordan
Good communication and presentation skills with the ability to articulate an idea and to structure communications clearly and concisely both orally and in writing

Ability to work under pressure and handle conflicting priorities
Self-motivated, flexible, innovative and adaptable to the needs of the team and organization
Strong commitment to support and develop the capacity of colleagues
Comfortable seeking guidance and clarification in a timely manner, as needed, to succeed in the role
