THE ORGANIZATION

Handicap International Federation runs programmes under its operating name, Humanity & Inclusion is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.

THE JOB

With support from the Regional Inclusion Technical coordinator, under the supervision of Country Manager, the Inclusion Project Manager is fully responsible for the technical, financial and administrative management of the project. She/ he will manage a team of five inclusion staff members.

Responsibilities

Responsibility 1: Manage the M&E framework for inclusion activities including planning and budget management

Aim: Ensure the project is run according to HI and donor requirements and progress on a timely manner against the defined objectives, with a close and constant coordination with support services

Activities

a) Set up baseline for measuring the project impact

b) Develop data collection tools for documenting indicators and measure the progress made.

c) Follow up the number and characteristics of the project beneficiaries

d) Participate to the production of the donor report,

e) Prepare and participate to quarterly project and budget review, update Project Budget Management (PBM) tools for inclusion activities

f) Ensure each activity (e.g. awareness session, training, coaching) conducted by your unit include systematically an impact measurement system

g) Together with team members, conduct field supervision visit to evaluate the impact of the HI’s services received by actors/staff;

h) Collect and produce testimonies, study cases as evidence and material of training;

i) Ensure the compilation and recording of all activities and impact measurement and analysis of activities conducted by inclusion team

j) Participate in the organization and implementation of project reviews ( internal and external)

Responsibility 2: Provide guidance to the team and supervise the development and utilization of methodologies and tools for the project implementation

Aim: Ensure that the technical framework for implementing project activities is in place, regularly adjusted based on lessons learnt and that the project team works in compliance with validated framework

Activities:

a) Identify, the tools needed for implementing the project activities , support development and monitor their implementation

b) Define terms of reference for supporting the development of tools & methodologies, surveys etc.

c) Supervise the development of tools and methodologies and ensure active contribution from the project team, to their development and define training plan & manual for project team for using tools and methodologies developed

d) Identify needs for support from the regional technical unit ( RTU) and/or external expertise and communicate to line manager and RTU

e) With support from RTU, recruit and monitor external expertise

f) Organize regular lessons learnt analysis for adjusting the tools & methodologies with the project team and with support from RTU

g) Identify the good practices under the project

h) Participate to the production and review of lessons learning and/or good practice documents and organize their dissemination among the project stakeholders and among national stakeholders (government, NGOs, donors etc.)

i) In close relation with the RTU, develop terms of reference for HQ technical mission and contribute to their organization

Responsibility 3: Oversee the implementation of inclusion support with external organizations as well as disability awareness at community level

Aim: Inclusion project activities are implemented in a timely manner and against the set standards of quality

Activities

the Inclusion PM is in charge to oversee the implementation of the Inclusion Project activities which are articulated around 5 pillars:

Analysis of barriers: contribute to the production and dissemination of the Equal Access Monitor, by providing relevant information on the barriers faced by HI’s beneficiaries to access services (shelter, WASH, Health, etc.);

Awareness: provide awareness session to community members and humanitarian staff on factors leading to exclusion and attitudinal barriers

Training: Provide technical training specifically designed per sector (Shelter, WASH, Protection,etc) and directed to skilled humanitarian staff on inclusive practices

Advocacy: Attend on regular basis the Task Force Age & Disability at field level and ensure the provision of technical inputs on the following topics: accessibility, inclusion, rehabilitation and psycho-social support of the Task Force

Coaching: you provide tailored technical support to service provider, to improve inclusive practices in their project.

a) Develop the partnership agreements with service providers / organization involved in inclusion and ensure the obligations of both parties are followed

b) Centralize and organize each single training/support request coming from other organizations;

c) participate in potential assessments for new projects to be developed

d) Represent HI in external meetings and highlighting issues relate to disability inclusion

e) Ensure smooth relationships with the different stakeholders including local and I/NGOs, and identify areas of collaboration and synergies

f) Coordinate the assessment and inclusion plan development across the inclusion team

Responsibility 4 : Provide leadership and management to inclusion team members

Aim: Ensure that the team environment is conducive and that its members have necessary skills for performing their tasks with required quality and the set guidelines are respected

Activities:

a) Ensure project staff responsibilities are clearly defined and understood

b) Ensure strict application and respect of the internal regulation by the related staff;

c) Define, with each team member action plan (IAP) and support and advise on the implementation

d) Carry out midterm and end of year appraisals of the staff

e) Organize regular coordination team meetings (or other if needed);

f) Assess the teams need for training and make informed propositions

g) Ensure that HI operational, financial, administrative & logistics procedures are respected by project staff

h) Follow up upon staff leave in collaboration with the human resources department.

THE SUCCESSFUL CANDIDATE

Will have

. Degree in Project Management, Disability studies, International development or Social Work.

· Minimum 5 years’ experience in emergency or/ and development context with a focus on disability inclusion or work related to vulnerable groups.

· At least 3 years’ experience in management position.

· Experience in budget management, developing contracts and partnership agreements.

· Skills in developing training and providing coaching for capacity building.

· Ability to develop M&E framework and tools including data collection and data management.

· Analytical skills.

· Ability to work with partners, civil society organizations or public authorities.

· Ability to work with local services and local authorities.

· Skills in developing information mechanisms and community mobilization.

· Ability to respect deadline and work under pressure.

· Very positive personality, with strong orientation towards solutions.

· Adaptability, flexibility.

· Autonomy in work.

· Diplomatic skills essential.

· Excellent communication skills essential to ensure cohesion with the other project staff, national and international actors Proactive, solution maker, strongly positive, constructive and dynamic personality.

· Sense of negotiation.
