Terre des hommes (Tdh) Jordan delegation is seeking to contract an international expert that display the human, ethical and technical capacities to provide HR consultancy services.

I. Organization and Context background information

Created in 1960, the Foundation of Terre des hommes Lausanne (Tdh) mission is to defend and promote the rights of children, in humanitarian as well as development contexts. Today, Terre des hommes Foundation is the largest non-governmental organization (NGO) for children’s aid in Switzerland. Tdh implements projects and programs in more than 40 countries, including Lebanon, Jordan, Egypt and Syria. Over the last fifty years, Terre des hommes has developed several programmes, in two core areas: healthcare and child protection.

Tdh Jordan was established in 2007 in response to the Iraqi refugee crisis. Since then the Migration program has evolved into responding to various emergencies that have afflicted the country at different periods in time, including the Syrian refugee crisis. In 2011 the organization established an Access to Justice program, focused on protecting the rights of children in conflict with the law aiming to orient the justice stakeholders towards a more child friendly and protective juvenile justice system.

Tdh Jordan has 60 employees with 7 expatriates and 53 national staff based in Amman and in Irbid, with a Migration and Access to Justice programme covering geographical areas of Amman, Zarqa, Irbid, Mafraq and Jerash. Tdh partners with governmental and civil society actors to protect the rights of children in detention centers and to advance the implementation of law on the protection of children in conflict with the law in Jordan.

II. Objective and deliverables of this assignment

The purpose of the assignment is to support the leadership of Jordan delegation to set up an effective organizational structure and people oriented HR system, regulations, tools and practices that will enable the organization to build and maintain an effective, motivated and competent team that is able to deliver the strategy and its objectives for 2018-2020 and its long term vision in Jordan.

More specifically the expert is expected to do the following:

· Analyse the effectiveness and revise the organizational structure of Tdh Jordan in the light of the new strategic plan 2018-2020 in agreement with the Country Representative (CR);

· Clearly describe main job functions, responsibilities, key reporting lines and flows of communication under a Matrix structure and develop the RACI matrix (Responsible, Accountable, Coordinate and Inform matrix) as an explanatory tool;

· Review salary and benefits scheme and develop them through a process that includes a market survey in Jordan;

· Draft a transition plan to the new organizational structure and application of the salary scale;

· Evaluate the existing HR system in Tdh Jordan, including the existing HR procedures with regards to recruitment, staff on-boarding, staff management and motivation, staff development and coaching, performance appraisal and staff transitions, disciplinary measures processes, the whistle blowing policy system; to identify strengths and gaps and provide recommendations for improvement;

· Develop the conflict of interest policy of Tdh Jordan and a regulation of transportation and duty stations for Amman and field based staff; and a policy on talent management and succession planning;

· Review the comprehensive staff induction package for Tdh Jordan

· Support the Finance, Admin and HR Coordinator in hiring and on-boarding the the HR Manager of Tdh Jordan;

· Revise the policy for expat staff in Jordan, outlining the different procedures applicable to them, segregated by delegation, regional and HQ staff based out of Jordan.

III. Key deliverables

The following deliverables are expected from this assignment:

  1. Process outline with clear steps, communication messages and milestones for the assignment;
  2. Interviews with key Tdh Jordan management team members and representatives from the MENA zone to assess the challenges and gaps of the current structure;
  3. A concise evaluation report on the current situation HR system, functions and organizational structure issues and current HR practices, outlining the strengths and gaps and providing recommendations for the areas that need change and attention from the leadership;
  4. A proposed revised organizational structure, including a description of the main job functions, responsibilities, key reporting lines and flows of communication under a Matrix structure for the delegation to be implemented in 2019-2020;
  5. RACI matrix (Responsible, Accountable, Coordinate and Inform) for the new proposed structure;
  6. Revision of all the job functions and JDs that are affected by the organizational change and the development of new JDs as necessary;
  7. Conduct a market survey and revise the salary scale of Tdh Jordan in the light of the revised organizational structure and functions;
  8. Transition plan to guide the management in implementing the new organizational structure and the salary scale;
  9. Draft the following: Conflict of Interest Policy; regulation of transportation and duty stations for Amman and field based staff; talent management and succession planning policy; disciplinary measures process.
  10. Revised Policy and Regulation for Expatriate staff in Jordan;
  11. Review the staff induction package of the delegation;
  12. Support the leadership in the recruitment and on-boarding process of the HR Manager;
  13. Provide training to all staff on performance management.

Note : All items described in the deliverables above should be in English language. The above deliverables will be reviewed and comments will be provided to the Consultant within a week of receipt of draft reports. The consultant is expected to finalize the reports based on the comments.

IV. Modalities and Timeline

This assignment is expected to be carried out between 1st of February – 30th June 2019.

A precise timeframe is to be proposed by the consultant or the team of consultants, together with a detailed methodology and financial proposal.

Tdh Jordan will cover the in-country costs including local transportation, logistical support for the data collection and setting up of meetings in the framework of this assignment.

V. Requirements for the expert

The expert should meet the following conditions, qualifications and experience:

  • Master Degree in human resources or a related field;
  • Minimum 5 years of experience in a senior HR position with an iNGO or as free-lance consultant with iNGOs;
  • Previous work experience in HR management positions is preferred;
  • Inquisitive of new technology and willing to find effective solutions to improve productivity;
  • Excellent command of English; knowledge of Arabic is an asset;
  • Ability to analyze and present complex data in a clear and understandable format;
  • Excellent communication skills;
  • Ability to manage the available time and resources and to work with tight deadlines;
  • Ability to generate creative & effective solutions to new problems;
  • Available for the whole period of the assignment.

VI. Ethical considerations

The consultant/consulting agency must sign the Terre des hommes Child Safeguarding Policy and Code of Conduct and be willing to adhere to its principles and expected practices. If a breach of the policy or code of conduct takes place the consultancy will be terminated immediately without any financial burden on Tdh.

VII. Disclaimer on copyright, data protection

All documents, project designs, drawings, data and information shall be treated as confidential and shall not without the written approval of Tdh be made available to any third party. In addition, the consultant(s) formally undertakes not to disclose any parts of the confidential information and shall not, without the written approval of Tdh be made available to any third party. The utilization of the report is solely at the decision and discretion of Tdh. All the documents containing both raw data/materials provided by Tdh and final report, both soft and hard copies are to be returned to Tdh upon completion of the assignment. All documentation and reports written as, and as a result of the research or otherwise related to it, shall remain the property of Tdh. No part of the report shall be reproduced except with the prior, expressed and specific written permission of Tdh.

The expert will work under the leadership of the Country Representative and of the Finance, Admin and HR (FAHR) Coordinator of Tdh Jordan delegation. S/he will consult with the SMT and coordinate with the representatives of the Middle East and North Africa (MENA) zone accordingly to ensure alignment with HR policies of MENA zone and of the HQ.
