More than two years of relentless conflict in Yemen have devastated the lives of millions of people. An alarming 20.7 million people in Yemen need some kind of humanitarian or protection support, with some 9.8 million in acute need of assistance. This man-made disaster has been brutal on civilians. An estimated 17 million people – 60 per cent of the total population – are food insecure while a staggering seven million people do not know where their next meal is coming from and are at risk of famine. At least three million people have fled their homes, public services have broken down, less than half of the health centres are functional, medicine and equipment are limited, and there are no doctors left in 49 out of 276 districts. Access to safe water has become a major challenge and the lack of proper sanitation has increased the risk of communicable diseases.

Yemen was already a protracted crisis characterized by widespread poverty, conflict, poor governance and weak rule of law, including widely reported human rights violations. Today, the economy is near collapse, public and private services have all but disappeared, and Yemenis have lost most of their livelihoods and depleted most of their saving. Deliberate military tactics to shred the economy have moved an already weak and impoverished country towards social, economic, and institutional collapse.

Handicap International (HI) have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities (PwDs) as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).

JOB DESCRIPTION:

Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing physical and functional rehabilitation care to war affected people (including through the donation of assistive devices). In 2017, these activities have extended to new facilities in and around Sana’a.

In parallel, HI is implementing an inclusion and protection mainstreaming project, to increase the knowledge and capacities of the staff International NGOs in the inclusion of the most vulnerable persons in their humanitarian response (including PwD), so as to increase their access to essential services.

In 2018, HI will extend its intervention into new sectors (Livelihood, Risk Education, and in new areas of intervention.

OBJECTIVES OF THE POST
Some key objectives will have to be delivered, such as increasing HI presence in Sana’a for International Staff, balancing mission’s appetite to increase HI’s response with the strengthening of mission’s operational capacity, dealing with humanitarian access issues, launching new programmes.

General mission:

Based in Sanaa / Amman, under the direct responsibility of the Desk Officer based in Headquarter, you will be responsible for:

  • Ensuring the global coordination of the program implemented within the country (may it regards strategic, operational, human, material or financial aspects) ;
  • Representing Handicap International towards institutional donors, national authorities and partners ;
  • Ensuring the strict application of Handicap International logistics, accountability and financial procedures; and the respect of the national legislation, based on the management and the support of administrative, logistics and Field Coordinators
  • Ensuring the management of the team placed under your responsibility ;
  • Ensuring strategic programs development in accordance with humanitarian needs identified as well as financial opportunities to be raised in the frame of Handicap International’s mandate and expertise ;
  • Ensuring the security of the staff members, operations and means related to the program under your responsibility, in coordination with the security advisor ;
  • Ensuring smooth and regular reporting activities by all member of the mission toward Head Quarter.

Funding body(ies): ECHO + German MOFA + 2 consortiums led by IOM and Acted + MAE Lux
Size of budget managed: Between 3 and 4 Million
Duration of funding (project): End of 2018 at the moment
Size of team: 60 persons
Number of persons directly managed: 8 to 10 persons

SPECIFICITIES:

The HoM position will be both based in Amman and Sana’a. Despite recent improvement in HI capacity to access visa, which led to an increase in international presence in Sana’a, there is still a need to be present in Sana’a when possible, and in Amman when it is not possible. Percentage of presence in one of the other could change during the position.

PROFILE SOUGHT:

Educational background and experiences:

  • Higher education (through a degree and/or equivalent professional experience) in economics, social sciences, management or other discipline related to the profile
  • At least 4 years of professional experience in humanitarian context in an International Organisation
  • 2 years of experience as Head of Mission
  • Experience of security management
  • Experience in a similar context or in the region is an asset
  • Proven managerial experience
  • Proven representation experience

Skills:

  • Strong communication and reporting skills
  • Strong organisational skills
  • Ability to work under pressure

Required languages & IT skills:

  • English mandatory (oral and written)
  • Arab would be an asset

Personal Qualities:

  • Strong interpersonal and intercultural skills

CONDITIONS OF EMPLOYMENT:

  • Starting date: ASAP
  • Length of the contract: 12 months
  • Contract: salaried contract (from 3220€/month gross)
  • Monthly Per-diem: 596€(Jordan) or 550€(Yemen)
  • Hardship allowance: 500 euros in Yemen (for every 28 consecutive days spent in the country)
  • Insurances: medical health coverage, retirement planning, repatriation
  • Paid holiday: 25 days per year + R&R policy
  • Status: position open to couple or families (based in Amman)
  • Accommodation: individual
