The Opportunity
The overall responsibility of the FSL Adviser is to provide technical expertise which enhances the quality of the Syria Response Office’s work in the cash and social protection sector and early recovery, with specific responsibility for strategic planning and programme development as well as quality assurance and knowledge management across the relevant portfolio.

The FSL Adviser will ensure that sector relevant staff have the capacity to address humanitarian and early recovery needs on an ongoing basis. The adviser will be responsible for providing technical guidance to staff and ensuring that high-quality activities are implemented in a timely manner. The FSL Adviser will ensure the coordination of all sector relevant activities through active participation in coordination meetings and working groups which includes food security coordination and cash working group meetings. The adviser will also be responsible for maintaining working relationships internally and externally with donors, regional and centre child poverty teams and the members.

This position will report to the Senior Protection Adviser and will work closely with all relevant sector technical specialists (Nutrition, Education, CP, MH-PSS, etc.) and Area and Field Managers to support the development of multi sector market based assistance programmes. The post holder will work closely with colleagues in finance and logistics as well to ensure that decision making in CTPs maximises household and community recovery for children and their families in affected areas.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

In order to be successful you will bring/have:
* Education to MSc/MA level in Development studies, Economics, Food security, International Relations, or similar.
* Education to MSc/MA level in Development studies, Economics, Food security, International Relations, or similar.
* Significant international experience (at least 5+ years) in cash and/or food security and livelihoods programming in at least one middle income country and one in the MENA region;
* Prior experience in FSL programs; capacities to conduct FSL assessments, market analysis and ability to design economic recovery programs;
* Expertise in social protection systems for vulnerable populations;
* Experience in designing and implementing market assessments and analysis of data collected;
* Experience of running and monitoring cash transfer programmes, including monitoring cash as means of achieving sectoral outcomes.
