The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 5.6 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Seven years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of health and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

HI is managing a large humanitarian programme portfolio from four different hubs, along four main pillars:

  1. Provision of physical and functional rehabilitation (including P&O provision) and psychosocial support through support to health partners (hospitals, care houses, psychosocial support centres, local NGOs) through training, technical supervisions and donations of assistive devices and/or equipment and direct management of HI teams.
  2. Emergency response to the basic needs of vulnerable people affected by sudden crisis, through one-shot distributions of food baskets, household essential items and hygiene kits, and through the management of an adapted humanitarian coordination mechanism for emergency responses.
  3. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas;
  4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation of programs.

DESCRIPTION OF THE JOB POSITION:

GENERAL INFORMATION ABOUT THE MISSION

Size of budget managed: About 3 M in 2017
Duration of funding (project): 2 years
Size of team: About 100 (5 expats + 100 national staffs)
Number of persons directly managed:3 (2 Project Managers, 1 Program Support Officer, other technical positions upon need)

MAIN OBJECTIVES OF THE POSITION

The North Hub is currently implementing programs under health, mine risk education and inclusion pillars: programs have been growing quickly in the last year and the strategy previews further growth together with structural re-adjustments to respond to the changing environment. The team is composed of a mix of staff working with the Hub since the beginning of the intervention together with newly recruited national and expatriates (especially due to the relocation of the Hub in Amman).

The North Operation Coordinator will be responsible for the whole programs of the Hub: she/he will provide:

  • Guidance and management and capacity building of the Program team
  • Compliance with HI guidelines and tools, budget regulations, donors’ requirements and quality insurance
  • Strong coordination with the Coordination office team and Support Services

OBJECTIVES OF THE POSITION

Under the responsibility of the Area Coordinator, in close collaboration with the Hub team (Support Services, Base Managers, and Security), and in link with Coordination office team, she/he will be in charge:

  • Lead the overall program strategy of the Hub
  • Ensure programs’ implementation in compliance with HI and donors’ standards
  • Provide management and leadership to the Hub program team, including their capacity building
  • Ensure external representation of the Hub
  • Replace the Area Coordinator and the Project Managers when needed

SPECIFICITIES:

This is a mobile position. Employee should expect to spend at least 20% of their working time outside of Jordan.

PROFILE SOUGHT:

Qualification(s)

  • Bachelor’s or Master’s degree in project management or any relevant field

Experience

  • Minimum 5 years of professional experience in the field related to the position (Program, Project Management, MEAL)
  • Experience managing complex teams
  • Experience with budget management
  • Experience in donor reporting
  • Experience with partnership management
  • Experience in staff capacity building
  • Experience in HI sectors of intervention (health, risk education, inclusion) would be preferable

CONDITIONS OF EMPLOYMENT:

• Starting date : September 2018
• Length of the contract: 12 months
• Salary from 2760 € gross/month regarding the experience of the candidate
• Perdiem : 588 € net/month
• Insurances : medical hearth coverage, retirement planning, repatriation
• Paid holiday : 25 days per year
• R&R : Level 1 = 1 day per month
• Status : position open to couples/families
• Housing : Collective or individual depending on the status
