TITLE: Director – Law and Policy Reform

LOCATION: Amman, Jordan

REPORTS TO: Deputy Chief of Party

ABA ROLI is a non-profit program that implements legal reform programs in roughly 40 countries around the world. In addition ABA ROLI has nearly 400 professional staff working abroad and in its Washington, D.C. office. ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organizations, including human rights groups.

JOB SUMMARY

ABA ROLI seeks qualified candidates for the role, Director – Law and Policy Reform for the anticipated USAID-funded proposal aimed at enhancing the availability and quality of essential protection and social services to women who are at risk of, or survivors of, domestic violence. The Director – Law and Policy Reform will lead the team working to improve the legislative and policy framework, and protocols for protection from and responses to violence. Employment is contingent upon the award , as well as USAID approval of the finalist.

RESPONSIBILITIES

• The Director – Law and Policy Reform will provide day-to-day management, coordination and oversight to the team working to improve the legislative and policy framework, and protocols for protection from, and responses to, domestic violence.
• Oversee the development of knowledge products on trends, data, cases, and impact of violence.
• Lead efforts to convene national private, public, and civil society actors in order to advocate for intersectoral standard operating procedures and referral pathways, and to institute national and sub-national level coordination.
• Work closely with the DCOP, COP, and other component directors to monitor, identify, and overcome any challenges in implementation.
• Monitor developments on international best practice related to law and policy on domestic violence and report them to the DCOP and other project personnel as appropriate.
• Manage the collection of quantitative and qualitative data for monitoring, evaluation and learning purposes for this component and contribute to quarterly and annual reporting.
• Manage a team of law and policy professionals, including conducting performance appraisals.

MINIMUM QUALIFICATIONS

• At least ten (10) years of progressively senior experience working with or supporting governments in the development of national policy, legal frameworks, national mechanisms or strategies.
• Demonstrated experience in :
• gender-related law and policy reform activities.
• understanding of international best practice and trends in gender-based violence prevention and service provision, including the incorporation of trauma-informed and survivor-centered approaches.
• coordinating among and between a variety of governmental ministries and civil society in Jordan.
• working on justice sector reform.
• supporting monitoring, evaluation, research and learning processes.
• managing large scale projects and activities, including strategic planning.
• managing and motivating a team of law and policy professionals.
• working on donor-funded development projects.
• Bachelor of Arts from an accredited university in law, international development, public policy, or a related field is required, and master’s degree preferred.
• Fluency (written and oral) in English.
• Excellent written and verbal communication skills.
• Enthusiastic and proactive approach to building partnerships with internal and external project stakeholders, including senior government representatives.
