  1. About HI and the Project

Handicap International is changing his name and becomes ‘Humanity & Inclusion’ (HI). HI is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3,500 employees worldwide. HI is engaged in an employment policy in favour of disabled workers. HI has been operating in Jordan since 2006, implementing projects ranging from the provision of comprehensive rehabilitation services, directly, through service providers or through a community-based approach; inclusive local development, disability movement strengthening through capacity building of Disabled People’s Organizations and multi-stakeholder dialogue, among others

The ‘Inclusive Employment in Jordan’ project is funded by DROSOS Foundation in four-year period, from mid-2018 to mid-2022. The goal of the project is to achieve significant improvement in employability, access to decent work and socio-economic participation for and by populations vulnerable to exclusion from the employment market.

  1. About the needs for consultancy

In response to the needs of people with disabilities who have difficulties in accessing in-person-trainings for employability skill development and who need to recap content provided through in-person trainings, HI is seeking proposals from suppliers to provide platform for e-learning in employability skill development for people with disabilities who are beneficiaries of livelihood projects at HI.

The platform will host a digital training that includes eight modules in both English and Arabic. The process of digitalizing the training pack spread into two phases:

  • Pilot phase: managing the customization of digital platform and transformation of 3 modules (in English and Arabic) into digital format, from September 2020 to September 2021 (12 months)
  • Scaled up phase: transformation of the remaining 5 modules (in English and Arabic) into digital format, from October 2021 to May 2022 (8 months)

HI is recruiting two consultants:

  • Consultant A: to transform the training modules into digital format and to manage the customization of digital platform (overall management of the process and coordination with consultant B)
  • Consultant B: to provide a digital platform and its customization to host the digital training

This ToR is for Consultant B and only covers the two phases.

  1. Expected deliverables

The objective of the consultancy is to provide platform for e-learning in employability skill development for people with disabilities.

At the beginning of the consultancy, a clear work plan will be produced in consultation with HI and content designer covering contract period with specific timeline for each activity, responsibility of each party, and sub-deliverables.

The expected delivers for consultant B are the following:

  • Providing the e-learning platform to host the digital training in English and Arabic
  • Platform customization: initial and after digital training testing (2 phases of testing in line with the two phase approach of the initiative: 1st testing and after testing customization for 3 modules and 2nd testing and after testing customization for 5 modules)
  • Reviewing storyboard
  • Producing product presentations
  • Guidance for content designer
  • Allowing trial period and hands-on testing
  • Providing training for client
  • Platform maintenance and customer service (expected free until May 2021; payable from June 2021 to June 2022)

The consultant will provide an e-learning platform that provide the following features:

Mandatory features

  • Allowing the digital course to be functional on smartphones using different operating systems (Android, iOS, Windows)
  • Progress record to allow learners to save learning progress and return at convenient time
  • Progress metric to make it easy to gauge how far a learner has gone, e.g. automatic record and report of how long they have studied, whether they have quit, or how much time they spent on a lesson through screen activities and other means.
  • Timed testing options. These tests should also have an automated grading system that can be instantly transmitted to trainees, as well as a feedback option that immediately notifies trainees of personal areas for improvement.
  • Online registration system which can tell which learners are in attendance by tracking logins or screen activities.
  • Accessibility format for different types of impairments
  • English and Arabic user friendly, both course content and interface
  • Administration page to give possibilities like communication tools (messaging, forums), file-share and groups. Administrator can create and/or edit courses, create groups and decide the rights of subscribers
  • Handling updates. Frequency of system updates, how clients receive updates, and if there is associated cost
  • A knowledge base – product documentation, how-to articles, and video tutorials, in short a good learning content to support the learning system

  • Instant communications tool to offer learners need a real-time and effective way to get in touch with instructor
  • User data protection policy
  • Service provider evaluation method and criteria

The logistics team at HI will request each bidder to provide information for each of the following criteria. Together with project team, Logistics team will select the service provider who best addresses HI’s interest

Copyright and Ownership

  • Agree that HI is the exclusive owner of all products created and other intellectual property. Any information given to the service provider shall remain the property of HI
  • Agree and support HI to move all digital content into another digital learning platform by the end of the contract and in case of no extension.
  • Budget

The maximum available budget for service provider B is 20,000 euro for:

  • Platform provision
  • Initial platform customization
  • Platform customization after testing of 3 modules
  • Platform maintenance and customer service from June 2021 – June 2022 (expected free until May 2021; payable from June 2021 to June 2022)
  • Platform customization after testing of 5 modules
