Reports to: Syria Country Director

Duration: 1 year with a potential start date of October 1st 2018.

About the context and RI’s role:

Reporting to the Syria Deputy Country Director (DCD), the hub team lead (HTL) oversees the implementation, coordination and administration of all aspects related to ongoing program activities in Syria from the relevant hub including planning, organizing, staffing, leading, and ensuring quality implementation of program activities. The HTL will be overall in-charge and leader at the hub level and is responsible for day to day management functions and overall management of all Syria related staff and cross border programs. At every hub level, a separate/distinct country mission will/may also exist which will be managed by an individual SMT lead by respective country director for that mission. The HTL is expected to understand and be able to manage in remote management setup in addition of being able to comply and coordinate with the Country Directors of the respective country missions. These requires a clear understanding for the sensitivity of carrying out cross border programming from a host country and being under the legal umbrella of the affiliated hub.

Position Summary:

Reporting to the Syria Country Director, the Deputy Country Director (DCD) oversees the coordination and administration of all aspects related to ongoing program activities in Syria including planning, organizing, staffing, leading, and controlling program activities. Additionally, the DCD will ensure accountability of RI program towards the humanitarian needs in Syria and the donors supporting the response. The DCD is expected to contribute to quality assurance of program implementation across all grants. The post-holder will work closely with the Syria SMT and the hub team leads (currently three hubs) for the strategic development and management of Relief International’s programs. As head of the program team and technical departments (Health, Grants, Protection and potentially WASH), he/she will be in charge of implementing RI’s projects and to improve the capacity and volume of the programs. This position will require exceptional flexibility.

Essential Position Responsibilities and Duties:

Strategic

  • In depth analysis of humanitarian context, trends, gaps, challenges and opportunities
  • Participate in Syria mission strategic planning and contribute to the sustainable management of program growth, with a focus on new program development that addresses the needs of the beneficiaries to support the strategic direction of the country strategy.
  • Facilitate rapid response and assessments, with written reports, analysis and recommendations to initiate emergency response.
  • Lead the development and revision of standardized program guidelines, policies and procedures in all relevant hubs.
  • Provide overall leadership and direction focusing the hub team leads and program teams on defining the mission strategy and achieving agreed targets and long-term strategic objectives.
  • Identify and evaluate the risks and possible threats associated with program activities and take appropriate action to control the risks, communicating and collaborating regularly with the Syria CD and Operations Manager and security manager.

Program Management and Development

  • Provide oversight, guidance and leadership to all aspects of cross border program implementation in Syria.
  • Effectively manage hub team leads and coordinate with WoS technical leads and operations leads to ensure appropriate level of support is provided to the hub team leads.
  • Ensure that program activities comply with all donor and relevant hub’s legislation and professional standards.
  • Oversee program-related staffing, security and financial needs per the program budgets, advising and course-correcting where needed through communication to the Country Director and other departments.
  • Contribute to and lead program development efforts by identifying opportunities and working with Syria CD, as well as RI’s regional and headquarters-based Program Development department, to draft proposals responding to those opportunities; Participate in the development of funding proposals and needs assessments for the program to ensure the continuous delivery of services.
  • Develop ToR’s and follow up with team leads and Syria HR manager on program staff recruitment processes and orientation.
  • Ensure program team staffing is balanced, effective and sufficient in all three hubs. In coordination with the hub team leads and relevant country mission HR department, ensure adherence to and enforcement of host country ministry of labour and office HR policies including punctuality, productivity and principles of a professional work environment within the program team.

Capacity building

  • Provide capacity building to hub team leads and hub based staff in a variety of areas (management, leadership, work plan development, project cycle management etc).
  • Develop overall staff competency through leadership, mentoring and coaching to program and technical departments.
  • Conduct regular performance appraisals of WoS TA’s and hub team leads and annual performance reviews.

Budget and Financial Management

  • In coordination with hub team leads and WoS finance manager, ensure program implementation and budget use is in compliance with grant requirements per relevant donors.
  • Provide support to the hub team leads in monitoring the spend-down plans, reviewing BVAs, developing program donor modifications and no cost/ cost extensions.

Monitoring, Evaluation and Reporting

  • Ensure that hub team leads and cross border staff are preparation and submitting technical and program reports as per the grant agreement;
  • In coordination with Hub team leads and regional program management unit, report progress of program implementation to the donor periodically through required weekly, monthly or quarterly reports.
  • In collaboration with the Syria Monitoring and Evaluation Manager, lead the hub based M&E structures to develop a program evaluation framework to assess the strengths of the program and to identify and implement action plans regarding areas for improvement.
  • In collaboration with the hub team leads, ensure that activities are on track and all M&E tools are in place and provide feedback to program team.

Coordination and Partnership

  • As required, represent RI program to funders and potential donors.
  • Maintain effective communication with donors and other stakeholders.
  • Participate in NGO sector coordination groups (or delegate to appropriate technical leads) and identify areas for coordination and collaboration; Networking and bilateral meeting are key to success in this context.
  • Maintain effective communication with CD, hub team leads, and with RSO regarding program implementation as required.
  • Frequent travel to hubs for oversight and support.
  • Conduct stakeholder mapping to identify local NGO/partners for potential coordination.

Deputize the Country Director when required

  • Take over the CD role when necessary, including external representation, risk management, overall mission management, regional/HQ relations and any other tasks normally undertaken by the CD
  • Perform other duties assigned by the CD

Qualifications and Requirements:

  • This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. Creativity, flexibility, strong work ethic and a sense of humor are highly valued. Exceptional individuals are encouraged to apply;
  • Master’s degree in a relevant Humanitarian/Development field or Bachelor’s degree with commensurate work experience; technical experience in health, WASH, and/or education strongly preferred;
  • Minimum of 5-7 years professional program implementation experience in conflict settings; including Program development and proposal writing experience;
  • Solid background and knowledge of USAID, ECHO and UN Rules and Regulations;
  • Excellent interpersonal, communication, public speaking, and strategic planning skills required;
  • Fluency in English (spoken and written) required; Arabic language skills are highly advantageous;
  • Ability and willingness to travel to all hub sites and inside Syria (where security allows).
  • Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently;
  • Excellent time management skills and resourcefulness with strong attention to detail.
