Purpose for the job:

The Child Protection Officer reports to Child Protection Specialist under the Child Protection Section for supervision. The Officer provides professional technical, operational and administrative assistance throughout the programming process for child protection programs/End of Violence Against Children communication plan within the Country Program from development planning to delivery of results, preparing, executing, managing and implementing behavioral and social change/mobilization program tasks to facilitate program development, implementation, program progress monitoring, evaluating and reporting of community based initiatives and activities.

  • Support to program development and planning
  • Collect and synthesize qualitative and quantitative information and data on report on social, communication, cultural, economic and political issue to support the establishment of comprehensive and evidence-based information for developing and planning, management, monitoring, evaluation and delivery of results of social norms and behavioral change component of child protection (end of violence against children) related programs/projects.
  • Assess, select and/or recommend appropriate information and materials for social norms and behavioral change initiatives related to violence against children verifying accuracy and quality for dissemination.
  • Monitor and assess the impact of social norms and behavioral programme and activities to end violence against children on the CO and UNICEF goals to achieve measurable behavioral and social change resulting in the improvement of children’s rights and wellbeing. Submit qualitative report/synthesis of results for development planning and improvement.
  • Prepare required program documentations/materials/data to facilitate the program review and approval process
  • Program management, monitoring and delivery of results.
  • Collaborate and/or consult with internal and external partners to provide operational and technical support to research, develop, and produce evidence-based strategies and test, produce and use quality social norms and behavioral change materials and/or organize events and activities to ensure community engagement and participation, and maximum outreach and impact on behavioral and social change to end violence against children
  • Provide technical, administrative and logistical support and background materials to carry out social norms and behavioral change activities and recommend operational approaches, plans, methods and procedures to ensure community engagement and participation, and optimum outreach and impact .
  • Assess and recommend potential contacts, networks, resources and multiple/social/digital media and tools to support maximum impact and outreach of social norms and behavioral change Programme to end violence against children
  • Follow up and monitor the production of social norms and behavioral change end violence against children related materials to ensure technical quality, consistency and relevancy of communications materials that are developed, produced and disseminated to target audience (e.g. individuals, communities, government officials, partners, media etc).
  • Collect, assess and organize information for budget planning and management of program funds and prepare documentations and related materials for financial plan for social norms and behavioral change proramme to end violence against children. Monitor/track the use of resources as planned and verify compliance with organizational guidelines, rules and regulations and standards of ethics and transparency.
  • Advocacy, networking and partnership building
  • Build and maintain partnerships through networking and proactive collaboration with government counterparts, national stakeholders, national and international civil society organisations, community groups, leaders and other critical partners in the community and civil society to reinforce cooperation through engagement, empowerment and self determination and to pursue opportunities for greater advocacy to promote UNICEF mission and goals for child rights, child protection, social equity and inclusiveness.
  • Collaborate with internal global/regional communication partners to harmonize, link and/or coordinate messaging to enhance communication for development outreach and contribution to programmatic outcomes
  • Draft communication and information materials for CO program advocacy to promote awareness, establish partnership/alliances and support fund raising for child protection programs.
  • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.
  • Innovation, knowledge management and capacity building
  • Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable program results.
  • Institutionalize/share best practices and knowledge learned/products with global/local partners and stakeholders to build capacity of practitioners/users, and disseminate products to key audiences including partners and donors.
  • Support the organization, administration and implement capacity building initiatives, including partnerships with training and academic institutions, to enhance the competencies of clients/stakeholders/partners across programme sectors in social norms and behavioral change programme planning, implementation and evaluation in support of programs/projects. Develop training materials for training activities, and revise and update them as necessary.

To qualify as an advocate for every child you will have…

  • Education: A University Degree in international development, human rights, psychology, sociology, development, communication, or other social science field is required.
  • Experience: A minimum of 2 years of professional experience in social development planning, management, communications and public advocacy in child protection and/other related areas at the international and/or in a developing country is required.
  • Relevant experience in child protection/gender-based violence or communication for development and related areas, program/project development and management in a UN system agency or organization is an asset. Experience in both development and humanitarian contexts is an added advantage.
  • Fluency in English and Arabic are required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
