Position Title: Child Protection Coordinator

PURPOSE OF POSITION:

The purpose of this position is to manage and coordinate the overall implementation of the Peace Center in Azraq Camp. The Child Protection Coordinator will also ensure that all activities in the center are highly valued by the community and acknowledged as addressing the needs of children in emergencies in Azraq camp.

The Job contributes to reaching the Child Protection and Peace Building Project in Azraq Camp through an Increased access to quality child protection, psychosocial support and peace-building activities in Azraq Camp, Parents/Caregivers competencies and well-being is strengthened to support learning about child protection and peace-building as well as Community-based networks functioning to support holistic child protection and peace-building needs of families with children.

This position is based in Azraq with reporting to Amman Head Office as required.

Under the direct supervision Child Protection in Emergencies Manager/Advisor, and in collaboration with other programs and operations staff engaged in the CP Sector, the Child Protection Coordinator will be responsible for coordinating the planning, implementation, monitoring and evaluation of the Child

Protection and Peace Building Project at the field level ensuring that project activities are implemented as planned,

meeting the desired objectives and goals within the designated schedule and the budget. The Child

Protection Coordinator will have overall responsibility for the management of day to day

activities of the Peace Center which involves PSS activities for children aged 6-12, Peace Building Activities for Adolescents aged 13 – 18, Parenting Skills Program and establishing and functioning of Community Based Child Protection Structures with parents and active formal and non-formal actors in Azraq Camp.

MAJOR RESPONSIBILITIES:**

Project Planning and Implementation:

  • Oversee the implementation of the Peace Center of the Child Protection and Peace Building Project by ensuring that all inputs are coordinated and project activities are of technical quality;
  • Effectively liaise and collaborate with the Child Protection in Emergencies Manager, sector managers, specialists and coordinators at WVJ and seek guidance and support required for harmonized, effective and efficient coordination of all the Peace Center activities in the project.
  • Support the implementation of the daily or weekly activities and monitor and supervise operations in the Peace Center and the progress of the work on daily bases.
  • Encourage and ensure the participation of all groups of children, especially children who are the most vulnerable in all Child Participation activities.
  • Ensure all activities and outputs are achieved in a timely manner, as outlined in the project timeline; keep track of timelines, outstanding tasks, upcoming activities; identify early warning signs and develop appropriate responses.
  • Ensure efficient and effective implementation of supply and procurement requirements in line WV’s internal procurement, logistic, financial and other policy and administrative processes as well as donor guidelines.
  • Provide professional leadership to the Peace Center staff and lead them in understanding their role as well as ensuring high staff performance through daily effective feedback.
  • Support the coordination of job training for Peace Center team and ensure staff development through training as appropriate.

Capacity building and training

  • Participate and support in technical and other assessments of Peace Center Activities.
  • Participate and support in the identification of existing CP needs.
  • Identify local formal and non-formal actors’ technical needs and develop training materials and documentation required to deliver the program
  • Assist in the provision of appropriate training and Support the coordination of job training for Peace Center team and ensure staff development through training as appropriate.
  • Work closely with and provide ongoing support, mentoring and coaching for Peace Center team the project and community structures in implementing project activities

Coordination, networking and representation

  • Work effectively with the local and central authorities (as required); facilitate regular communication on the project implementation status/progress and challenges, if any.
  • Effectively liaise and collaborate with the Child Protection in Emergencies Manager, sector managers, specialists and coordinators at WVJ and seek guidance and support required for harmonized, effective and efficient coordination.
  • Participate in WVJ meetings, prepare and present project progress reports and reporting of achievements and variances.
  • Provide initiative in maintaining positive, constructive and supportive communication within the project team and with project shareholders
  • Liaison with other non-governmental organizations (NGOs), local government officials, and community leaders in the Azraq Camp area to ensure good collaboration and encourage partnerships, and ensure proper representation of CP&PB Project among camp coordination and sector working groups structures.

Monitoring, Evaluation and Reporting

  • In coordination with the Child Protection in Emergencies Manager and the Design, Monitoring, Evaluation and Learning (MEAL) team, assist in the development of clear monitoring and evaluation tools to measure the quality and impact of project activities
  • Responsible for the oversight of the Peace Center by ensuring that activities are monitored and delivered to a high quality in each site.
  • Conduct regular data collection on the progress of the activities and indicators under the component to inform decision making and programming.
  • Participate in internal and external project review, evaluations (if any) of the project, using these as opportunities to elicit and document achievements, most significant changes, challenges, learning and opportunities.

Child Protection

  • Serve as the focal point for child Protection and safeguarding under the project, in accordance with the national strategies developed
  • Ensure all programming follows WVs’ Code of Conduct and Child Protection Policy by increasing team capacity to disseminate and apply.
  • Promote the protection rights of the vulnerable children by identifying key protection threats affecting the children participating in all the WV CP & PB project activities.
  • Comply fully and ensure the Peace Center staff compliance with WV’s Child Protection Policy and code of conduct.
  • Any other duties that may be assigned by the supervisor

Education:
.BA/S or equivalent in social science, management, international development, or other relevant field;

MA/S in law, international relations, human rights or other relevant field is preferred but not necessary. Post graduate education training is an added advantage

Experience:

At least 3-5 years of progressive experience and proven high level of competence in working in child protection related programs, ideally in relief and/or post-conflict settings in reputable institution, national or international NGO.

Knowledge and Skills:

  • Strong Project coordination skills
  • Knowledge of budget planning and management
  • Solid experience with Government liaison and coordination with Ministries
  • Strong background in child protection issues (international law, human rights, child protection programming standards within development and the humanitarian context, national protocols, interagency working groups manuals and guidelines and approaches related to protection for children in emergencies context).
  • Good working experience in child protection systems strengthening, child protection advocacy and familiarity with core principles of children rights, child protection, participation, Do No Harm, as well as INEE minimum standards, Red Cross and NGO Code of Conduct is an advantage.
  • Working knowledge of the logical framework approach to project design, monitoring and evaluation/ project cycle management.
  • Excellent analytical/problem-solving skills and attention to detail in the development of written documents.
  • Experience in training government staff and partners an asset.
  • Must be computer literate, with knowledge and hands on skills with email and in MS Office Word and Excel.
  • Experience with Power Point and Project Management software is an asset. Experience with MS Project tool will be an asset.
