Shelter/ WASH Technical Officer (National Position) – Syria

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Our Ideal Candidate:

We are seeking a motivated professional individual to join our Syria Response Office’s operations. The ideal candidate must previous experience in complex and volatile contexts. The candidate must have experience in Shelter/ WASH projects in a humanitarian or recovery context.

We are particularly looking for an individual with strong skills in basic Project Management, numerical and narrative reporting,  and experience in assessments and distributions.

Generic responsibilities

  • Ensure compliance with NRC policies, guidelines and standards
  • Ensure compliance with Shelter/ WASH strategy, tools, handbooks, guidelines and standards
  • CC specific technical responsibility for implementation of technical activities of Shelter WASH project
  • Shelter / WASH specific technical responsibility for tracking of financial expenditures for technical activities of Shelter / WASH project
  • Shelter / WASH specific technical responsibility for the quality control and monitoring of project activities
  • Shelter / WASH specific technical responsibility for project documentation of technical activities of Shelter / WASH project
  • Provide specific technical support and capacity building towards project staff
  • Provide specific technical analysis and feedback to NRC representatives in coordination forums
  • Assess, promote and document ideas for technical improvement and further program development options
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist

Specific responsibilities

  1. Liaison. Communication focal point for partners implementing Shelter, WASH, Emergency Response or related projects, or monitoring said activities;
  2. Technical Support. As delegated by management, provide technical support to partners and communities implementing Shelter, WASH, Emergency Response or related projects, with a particular focus on engineering or construction related activities. This includes ensuring compliance with relevant minimum standards;
  3. Quality Control. Support management in ensuring quality control and quality monitoring of partner-led Shelter, WASH, Emergency Response or related projects, with a particular focus on engineering or construction related activities;
  4. Partner Performance. Support management to assess potential new field-level partners. Lead the appraisal of the performance of existing partners implementing Shelter, WASH, Emergency Response or related projects using NRC’s partnership frameworks, with a particular focus on engineering or construction related activities;
  5. Procurement. As delegated by management, provide technical support to the procurement of materials and services that relate to Shelter, WASH, Emergency Response or related projects and ensure compliance with relevant policies and procedures;
  6. Assessments. Lead or support assessments undertaken by NRC or partners, as required by management. Assessments may be emergency-focused, Sector-Specific, Multi-Sector Assessments, Market Assessments, etc.;
  7. M&E. Lead or support project Monitoring and Evaluation activities, as required by management. Monitoring and Evaluations may be emergency-focused, Sector-Specific, Multi-Sector Assessments, Market Assessments, etc.;
  8. Accountability. Ensure adequate accountability to affected populations, as per NRC policies and the requirements of management;
  9. Emergency Response. Support the implementation of multi-sector emergency responses, as required by context and management;
  10. Collaboration. Work in close collaboration with the other Shelter & WASH team members and those from other Core Competencies;

Additional Information:

  • Candidates are encouraged to apply early, as applications may be screened prior to the vacancy deadline
  • Contract period: till the end of Dec. 2017 with possibility of annual extension 3 months with possibility of extension
  • Duty Station: This position will be based in SRO office
