Context:

The IOM is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants and impacted communities. IOM participates in inter-agency coordinated humanitarian and resilience responses to the diverse impacts of the Syria crisis. Now in its eighth year, the crisis inside Syria is showing all the signs of a complex protracted crisis. Not only have humanitarian and recovery needs increased despite the considerable efforts of the international community, but the drivers of instability and conflict are growing, with 13.1 million people currently in need of assistance.

While opportunities for people to seek refuge in neighbouring countries is shrinking, internally displaced persons (IDPs), who are frequently subjected to multiple displacements, are mostly concentrated in a (urban) areas, impacting the socioeconomic stability of these host communities, and increasing pressure on already limited resources (such as shelter, water or land) and services.

Recent reports, including the Humanitarian Needs Overview 2018, the populations residing in South Syria are living in shelters with multiple inadequacy issues including a lack of necessary bathing or cooking facilities, inadequate space, lack of privacy, lack of heating and a lack of insulation. Moreover, 20% of newly displaced IDPs in 2017 have sought shelter in informal tented settlements/informal camps as option of last resort, indicating the reduced resources amongst IDPs and host communities. The 2018 Humanitarian Response Plan for Syria, as well as the Humanitarian Needs Overview for 2018, emphasize a multi-sector resilience-building

approach to help reduce dependency on aid, avoid exploitative economic practices, reduce vulnerabilities and inequalities, and alleviate the impact of displacement. The plan highlights that resilience should be built at the community, household and individual level and should be integrated across sectors.

In response to these recommendations, IOM will continue addressing humanitarian needs, for host communities, returnees and IDPs (including households facing secondary and tertiary displacements) residing in various settlement solutions i.e. houses, abandoned buildings/apartments and informal tented settlements/camps. Following a holistic approach, the programme considers fresh displacement, winterization needs, repair works and skills trainings to improve housing stock until longer term rehabilitation programmes are made available.
