Program Description:

The Jordan Technical Assistance Program (TAP), funded by the U.S. Agency for International Development (USAID), is a five-year education and youth project that seeks to transform the organizational culture and improve the abilities within the Ministry of Education and the Ministry of Youth to ensure officials can implement desired reforms. Creative and its partners will provide technical assistance in the development, roll-out, and tracking of policies and procedures to incorporate international best practices for public education and youth programming. Among the many activities in the Jordan Technical Assistance Program, it will support curriculum development, promote inclusive learning techniques, improve the skills of teachers and school managers, and other tangible activities that ultimately support changing the organizational culture within the two ministries and relevant agencies. The program will further support Jordan’s outreach and behavioral change communications initiatives that are aimed at creating a culture of reading, the inclusion of vulnerable children, and increased youth engagement.

Position Summary:

The Research Officer will work closely with the MEL Director and the Chief of Party and will contribute to the development of research concept notes, the supervision of research activities, and the development and implementation of JTAP’s monitoring, evaluation and learning approaches. S/he will also ensure data quality at all levels of research and MEL i.e. design, data collection, analysis and reporting.

Reporting & Supervision:

The Research Officer will report to the MEL Director.

Responsibilities

• Assist Director M&E and Contribute to the development and revision of a JTAP research framework, including literature review, identifying themes, etc.
• Develop research concept notes and requests for application (if needed) based on research themes identified in the framework;
• Contribute to the development, implementation, and evaluation of research courses for MoE and MOY capacity development (if requested by GOJ);
• Contribute to the development, implementation, and regular updating of JTAP’s research management guidelines;
• Support the quality assurance of research tools, models, and inquiries for collecting and analyzing data for each of the research topics;
• Organize dissemination events to share research findings related to JTAP’s approach to and the Government of Jordan’s response to behavior change implementation in cooperation and collaboration with stakeholders;
• Assist project staff to develop monitoring plans and assist the M&E Director to compile and finalize overall project Monitoring Plan;
• Assist the implementation of routine monitoring and evaluation data collection and reporting activities;
• Assist the M&E Director to:
  • establish coordinated data collection processes, standards for the entire project as required to meet monitoring, evaluation, and reporting needs
  • establish data collection processes that guarantee high-quality data in accordance with the agreed time plan and data collection strategy
  • analyze and summarize data, and help ensure high-quality reporting for regular weekly, quarterly, annual, and final report
  • develop M&E monthly plans and track the progress against planned activities
  • ensure that data is managed properly using M&E-Information System (M&E-IS) and made available for planning and reporting in timely manner
  • coordinate with JTAP teams to undertake periodic data quality assessments and ensure that evidence-based reporting is implemented within JTAP across all partners
  • coordinate and collaborate with the partners’ relevant staff as and when required
• Support drafting weekly, monthly, quarterly, and annual reports, as well as meeting client’s data needs and reporting of program successes and impact;
• Take part in training opportunities to increase knowledge of M&E protocols and practice;
• Adhere to child protection and gender-sensitivity policies and practices;
• Abide by all Creative and USAID regulations related to research and M&E.**Qualifications**
• Bachelor’s degree in related field required (Monitoring & Evaluation; Educational Management/Systems; Educational Research; Social Behavior Change);
• Minimum of four (4) years of experience in research and monitoring & evaluation;
• Proven knowledge of educational research concepts;
• Demonstrated knowledge of the education system in Jordan;
• Proven experience in report writing;
• Strong interpersonal skills, ability to work both as an independent self-starter and as a member of a dynamic and fast-moving team;
• Experience working on USAID or similar internationally-funded programs is a plus;
• Strong communication skills; and,
• Proficient in English and Arabic for both oral and written communication.
