NRC in the Middle East is responding to the Syria and Iraq crisis, assisting refugees in Jordan, Lebanon and Iraq as well as the displaced. NRC also works in Palestine and with Palestinian refugees in Lebanon. NRC works in shelter, emergency distributions, education, water and sanitation and legal assistance. Our response on the ground has grown rapidly with the dramatic rise in displacement and we now have over 3,000 staff members working on the NRC regional response.

Position Description:

NRC’s global M&E system was rolled out to Middle East countries of operation starting in 2014 and throughout 2015. Regional M&E Manager for the Middle East, based in Amman, has been responsible for providing technical support to the country offices to ensure that systems are implemented according to NRC guidelines and that M&E across the Middle East offices reaches a minimum standard. The regional M&E manager will be responsible for continued progress of M&E systems across the region and build capacity in the country mission by supporting the implementation of effective, cost efficient, and meaningful systems.

The purpose of the Regional M&E Manager position is to assume the overall responsibility for the implementation of the M&E Framework in the region. Specific responsibilities related to the position include:

1) Provide technical guidance, assistance and direct support to system development; this is to be accomplished through combination of:

development/further refinement of existing ‘briefing’ and guidance documents, policies and best practices to service major areas of works/interventions across the region;
provision of direct in-country technical assistance.
As of 2018, this also means managing the ‘talent pool’ of local staff by matching them with appropriate opportunities in other countries
2) Foster learning and evidence based decision making as a norm, to be accomplished through:

Strengthening existing in-country area or CC level reviews
Strengthening and supporting development of improved products from discrete M&E activities to be used for evidence based decision making
Support improved presentation of key M&E information at specific points in time where analysis and information can be used for instant decision making & programme improvement
Production and dissemination of ‘learning products’ (e.g. synopses, briefs, factsheets, summaries) from global, regional and CO activities, events
Support use of information at regional level by visualizing (creating new dashboards), embedding Power BI as the tool to use as reference for output and outcome information
3) Ensure compliance to NRC requirements, to be accomplished by:

Supporting maintenance of NRC M&E minimum standards across the region. An annual ‘M&E health check’ needs to be completed with/within each CO
Guidance and support with staffing structure, recruitment, annual budgeting
4) Build M&E capacity

Strengthening technical capacity of CO M&E teams, MERO prog team
Contribute to a regional and global M&E strategic initiatives

Our Ideal Candidate:

For this position we are looking for a university graduate with an advanced degree in a related field and at least 5 years of experience in an international NGO preferably in an emergency or post-conflict setting. More specifically, they have at least 3 years of experience creating and leading the implementation of M&E systems for an international NGO.

We are particularly looking for an individual with a thorough understanding of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods and an understanding of data and information needs for program management and decision making. They also have demonstrated experience facilitating the capacity building efforts of diverse colleagues, including local partner agencies. Fluency in written and verbal English is essential as is experience with platforms for data analysis including STATA, NVivo.
