1. ROLE SUMMARY:

Position title: Project Officer

Responsible to: Deputy Project Manager, Jordan

Applications deadline: 22 April 2018

Location: Emirati Jordan Camp, Zarqa, Amman, Jordan

2. DESCRIPTION OF THE ROLE:**

War Child UK is experiencing a period of rapid growth in its program in Jordan. One project that has been added to WC UK’s portfolio in 2016 and which runs till mid 2019 is ‘Time to be a Child’. This project supports young children in early childhood care and development as well as it provides psycho-social support to older children and parents. The project is implemented through 2 community-based organizations in Zarqa, 1 community-based organization in Mafraq as well in the WC UK centre in Za’atari. Late 2017, the ‘Childhood Rescue’ project was added in the Emirati Jordan camp and runs similar activities.

The Project Officer is primarily a field-based position and will support the Deputy Project Manager with the daily tasks related to project management in the Emirati Jordan Camp, as well as of the teams in the project’s community-based organizations.

3. Reporting and Supervision:

The Project Officer will be responsible to the Deputy Project Manager.

The Project Officer manages the various field teams in the assigned WC UK centres and oversees the project staff in the community-based organizations.

4. DUTIES AND RESPONSIBILITES OF THE POSITION:

In accordance with WC UK’s policies, the incumbent:

4.1 Programme Coordination

· Monitors program’s implementation and progress from inception to completion, reviews programs progress and prepares draft reports;

· Prepares budget estimate, monitors and controls financial expenditure in coordination with the Deputy Project Manager;

· Helps creating and maintains program data base and program master plan, follows up and updates relevant data to produce accurate information and maintains reports up-to-date as required;

· Works closely with local project partners in the development and implementation of partner agreements, activity plans, budgets and reporting;

· Follow up on procurement and identify the needed items and monitors projects supplies, prepares relevant purchase orders;

· Works with closely with the MEAL department to ensure M&E data collected is managed and analysed appropriately;

4.2 External representation and liaison

· Participates in meetings with donor representatives and accompanies/hosts them during field visits;

· Contributes program information to the donor briefs prepared by the Deputy Project Manager.

· Develops and maintains contacts with counterparts in (I)NGOs, local partner organizations, host communities and coordinates activities with them;

4.3 Capacity building:

· Identifies needs and builds the capacity of partner community-based organizations, develops capacity building plans.

· Assists the Deputy Project Manager in conducting capacity building workshops for field staff, host communities and partners and assesses the different phases of project implementation and shares lessons learned and best practices with the wider program team;

4.4 Monitoring and Evaluation

· Identifies weaknesses of project activities and proposes solutions to respond to them;

· Reports regularly on weekly field team meetings to the Deputy Project Manager;

· Assists the Deputy Project Manager to develop a plan for monitoring and evaluation in line with the reporting requirements of donors;

· Assist the Deputy Project Manager in facilitating internal and external evaluations of the project;

4.5 Compliance:

· Ensures compliance with the rules and regulations of WC UK in all areas including financial management, record keeping and procurement;

· Complies with financial, safety and child protection policies and procedures of War Child UK;

· Ensures that receipts and supporting documents are provided to the Finance Officer/Deputy Project Manager in Amman, in accordance with the requirements of War Child.

5. WORK RELATIONSHIP

The role involves working closely with the following stakeholders:

· Community based organizations

· International and national non-governmental organizations

· UN agencies

· Entire WC UK Jordan team

· Beneficiaries

· Government agencies at field level

6. QUALIFICATIONS REQUIREMENTS

Academic and Professional
University Degree in development studies, project management, business administration, public relation or another related field.

Experience
· At least 3 years in project management in an emergency setting

· Experience in working with INGO is an asset

· Experience in child development and child protection

Language
Excellent command of spoken and written English and Arabic.

Competencies
· Sound knowledge of participatory approaches

· Experience in Monitoring and Evaluation

· Excellent planning, organisational, analytical and report writing skills

· Excellent computer skills: MS word, Excel and Power Point

· Excellent drafting skills in Arabic and English

· Team player and good communicator

· Accurate and systematic

· Commitment to War Child’s aims, values and mission

Desirable
· Experience in building partnerships and networking with relevant stakeholders and other non-governmental organisations

· Knowledge and experience of Child Rights and Child protection

7. CONTRACTUAL TERMS:

o Position: 11 months short term contract (with possibility of extension depending on funding)

o Working Hours: Full time, 40 hours per week

o Travel: This position is primarily based in the field (Emirati Jordan Camp and Zerqa, with occasional visits to Amman, Mafraq and Za’atari on a per needs basis)

o Probation: 3 months’ probation period

o Leave: 20 days per year

o Benefits: Social security & medical insurance.

o Nationality: Open for national staff only
