The Water Innovations Technologies (WIT) project is a five-year initiative funded by the U.S Agency for International Development (USAID) and implemented by Mercy Corps. The activity’s purpose is to increase water conservation in Jordan by focusing on water efficiency in the agricultural sector, community, and household levels.

General Position Summary

The Project Management Officer will support the WIT program in building and administering the program’s grant. The Project Management Officer ensures high-quality and timely donor reporting. S/he will know and advise the team on donor rules and compliance. S/he will work collaboratively with the Team Leaders, Performance and Quality (PaQ) Team, Finance and Compliance Teams, and Headquarters staff. Project Management Officer will work closely with program staff to building capacity on and ensure compliance with PM@MC minimum standards. It is critical that the Project Management Officer is an excellent communicator, who is supportive and solution focused. The Project Management Officer needs to be highly motivated, self-driven and able to support a complex program with limited daily support and direction; s/he will be able to work remotely with internal and external stakeholders to achieve common objectives.

Essential Job Responsibilities

PROGRAM QUALITY

Work with the programme team and the PaQ team to create program files.
Maintain an online grant management system, ensuring compliance with PM@MC minimum standards. Develop and organize activities to secure internal resources for the program and convince stakeholders to provide support.
Work with the WIT team to keep an updated compliance tracker, risk register and Issues log.
Play a leading role in ensuring that all grant information, including deadlines, donor priorities and requirements, are communicated and understood by the team, and grant complies with donor regulations.
Work with WIT partners to ensure that all reporting requirements are provided.
Establish systems for regular grant monitoring and facilitate regular meetings with Program, MEL, Finance and Operations teams, the Chief of Party and Director of Programs to ensure that performance on the grant is tracked effectively, risks and issues are flagged and action taken as appropriate.
Program compliance

Working closely with finance, ensure compliance with donor and Mercy Corps regulations (including PM@MC minimum standards).
Ensure that the program is executed in alignment with the donor agreement and the applicable donor regulations, staying abreast of changes in regulatory environment related to donor/grant compliance; updating partnership process, tools, policies and procedures as necessary.
Program Reporting and Communications

Oversee reporting workflows and processes between Team Leaders, senior leadership, and HQ to ensure the timely and quality development, review and submission of reports and other communication products.
Maintain a reporting tracker and share regularly with Program, MEL and HQ Teams.
Collaborate with the Chief of Party, Deputy Chief of Party, PaQ Team, and Program Teams on the development of program strategy other related initiatives leveraging evidence from program activities.
Finance & Compliance Management

Ensure compliance with donor and Mercy Corps regulations related to emergency programming.
Draft and/or review scope of work to hire and manage any technical consultants, including review for technical efficacy and contract budget.
Team management

Assist team members with information, tools and resources to improve performance and reach objectives.
Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
Hire, orient, and lead team members as necessary.
Security

Ensure compliance with security procedures and policies as determined by country <span
Proactively ensure that team members operate in a secure environment and are aware of policies.
Organizational Learning

Mercy Corps team members are expected to support all efforts toward accountability, specifically
to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Works Directly with: Team Leaders, Chief of Party, Deputy Chief of Party, Director of Programs, Finance and Compliance teams, PaQ Team, HQ Desk Officers

Knowledge and Experience

Bachelor’s degree required. Masters or equivalent in a field related to Humanitarian or International Development or relevant fields is preferred.
5+ years of experience providing coordination or management support to program implementation in a relevant field of expertise that includes:
Preparing writing and analysis on programmatic activities.
Budget management experience.
Managing work plans.
Representing the program with donors and external stakeholders.
Experience working in the Middle East region on water programming preferred.
Proven ability to work cooperatively with internal and external stakeholders, and to play a leadership role in convening groups. Astute skills in relationship building and coordination.
Experience working with USAID and familiarity with USAID rules and regulations.
Understanding and experience of adaptive management.
Extensive experience with monitoring and evaluation and other learning efforts.
Excellent writing and communications skills required.
Willingness and ability to travel frequently to Mercy Corps project sites and field locations, including traveling to insecure environments, is required.
Native fluency in English is required. Proficiency in Arabic is a plus.
Success Factors

The Project Management Officer will have highly developed interpersonal skills and experience in all phases of project management. S/he will have demonstrated ability to lead and communicate effectively with team members of varied experiences and work styles, follow procedures, and meet deadlines. S/he is a strong multi-tasker with the proven ability to organize and prioritize competing priorities. In order to be successful in this role, s/he will have proven ability to learn quickly, take initiative, and be accountable for results.

The Project Management Officer will have a deep commitment to humanitarian principles and values, and demonstrate a strong understanding for cultural, political religious environments. S/he will be able to live and work successfully in those environments and maintain a sense of humour in stressful situations.

Living Conditions / Environmental Conditions

The Project Management Officer is based in Amman, Jordan. Housing is individual accommodation with unlimited freedom of movement beyond the house/office. There are several good International schools in Jordan. Staff have easy access to services – medical, electricity, water, etc. The position requires about 25% travel.

Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.
