The SRTF is a multi-donor trust fund that was established in September 2013 to finance recovery and rehabilitation activities aimed at alleviating the suffering of the Syrian people affected by the conflict. The Stabilisation Unit of the SRTF was established in September 2017 to finance community stabilisation activities in newly liberated areas from ISIS.

The governance structure of the Fund consists of a Steering Board that defines overall Fund strategic direction and policies, a management committee that decide on funding proposals and a robust Management Unit (MU), responsible for running of the Fund from initiation, vetting and submission of project proposals, procurement on behalf of some Syrian Implementing Entities some, to subsequent monitoring of progress and reporting of results and outcomes. The MU is currently registered in Turkey as SRTF Management A.S. (Syria Inc.). The Stabilisation Platform of the SRTF will be managed from a satellite office in Erbil, Iraq. A Director General (DG) and a Chief Operating Officer (COO) lead the MU.

The Head of Programming is a senior management position within the SRTF with responsibilities for directing and overseeing the implementation of all programmatic activities within the SRTF. The Head of Programming will require strong organisational and management skills and be comfortable with working in an entrepreneurial environment as the Stability Platform grows and develops.

Key responsibilities of the Programme Section Head

Under the management of the DG/COO and under the direct supervision of the Director of Stabilisation Programming, the Section Head for Programming must be adept at managing a fast-paced operation with significant numbers of staff under him/her. The head of Programming must be effective in managing managers while strategically directing a multi-national team located in multiple countries. The incumbent will be able to ground solid programming principles within a highly insecure environment through a strategic management approach that is aligned with the SRTF results framework. Additionally, the position requires translating development principles into pragmatic engagements and maintaining a solutions-oriented mindset to overcome the challenges of providing aid within Syria.

Management competencies

Ability to communicate, motivate, manage and coordinate project related work in a multi- ethnic origin team to deliver quality work and meet tight schedules under stressful environment, and a varied cultural context;
Strategically manage the program team to review proposed concept notes, analyse conflict dynamics, review technical appropriateness of proposed activities, and manage the overall implementation of the activity to ensure continuous progress towards stated deliverables;
Set performance standards, monitors progress and reviews performance to ensure results are in accordance with agreed-upon quality and timeframes, and report accordingly;
Design engagement strategies with objectives, milestones, and benchmarks in order to manage a diverse team in a fast-paced environment to achieve stated objectives;
Experience managing at a high level with delegating responsibilities and tasks to line managers for their undertaking;
Provide ongoing assessment of activity implementation and make determinations if/when activities need to be paused, cancelled, or find alternative means of implementation; and
Create a programming strategy that aligns and integrates the multiple functions and positions of the program team.
Reporting

The incumbent is responsible for

Participating and submitting progress report during the weekly Stabilisation Unit meeting;
Preparing and submitting project status and progress for active projects in all Sectors to be included in the overall PS reporting for newsletters and the MUs quarterly report;
Contribute to the monthly reports based on the IE reports for various FA and submit it to the PSH for review;
Review conflict analyses to determine if programming is possible in different parts of Syria and justify engagements to the Director of Stability Programming; and
Adhere to Management Unit’s regulations on security and confidentiality.
Supervision and guidance received

This position reports to the Director for Stability Programming and is considered a senior management position within the Stabilisation Unit;
The position will provide direct line management to: one (1) conflict analyst, three (3) program managers, one program support officer, eight (8) subject matter experts, and two (2) field managers. The number of people envisioned to be on the program team at full-staff is close to 40. Not all will report directly to the Programme Section Head, however the position will be required to provide the overall strategic and operational management for the SRTF programs team; and
Attend to any special tasks or assignments as may be directed by the DG and/or the COO.
Qualification

Advanced university degree in technical or management related disciplines. Professional accreditation from renown management institution or university required;
Minimum 10 years professional experience in international development with a preferred 7 years working in conflict settings;
8 years of demonstrated management experience with at least 5 years including managing line managers and leading multi-disciplinary and cross-sectoral teams;
3 years of experience managing projects that include but not be limited to infrastructure, construction, utility service rehabilitation, and/or capacity building of entities in both rural and urban settings;
Documented familiarity with designing and guiding teams through the entirety of the program cycle (needs assessment, program design, implementation, M&E);
Computer literacy in basic software applications, (Microsoft office, MS Project, Primavera, etc.);
Project Management Certification (e.g. PMP, CPA, etc.); and
Business Proficiency English is required. Proficiency in Arabic is preferred.
