Context:

The IOM is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants and impacted communities. IOM participates in inter-agency coordinated humanitarian and resilience responses to the diverse impacts of the Syria crisis. Now in its eighth year, the crisis inside Syria is showing all the signs of a complex protracted crisis. Not only have humanitarian and recovery needs increased in spite of the considerable efforts of the international community, but the drivers of instability and conflict are growing, with 13.1 million people currently in need of assistance.

While opportunities for people to seek refuge in neighbouring countries is shrinking, internally displaced persons (IDPs), who are frequently subjected to multiple displacements, are mostly concentrated in a (urban) areas, impacting the socioeconomic stability of these host communities, and increasing pressure on already limited resources (such as water or land) and services. This impact has the potential to contribute to localized tensions, and/or leading IDPs and host communities to resort to negative coping strategies.

Recent reports, including the Humanitarian Needs Overview 2018, reflect the emergence of a variety of negative coping mechanisms across all socio-economic groups and impacted populations, which can result in future humanitarian needs if left unaddressed. The 2018

Humanitarian Response Plan for Syria, as well as the Humanitarian Needs Overview for 2018, emphasize a multi-sector resilience-building approach to help reduce dependency on aid, avoid exploitative economic practices, reduce vulnerabilities and inequalities, and alleviate the impact

of displacement. The plan highlights that resilience should be built at the community, household and individual level and should be integrated across sectors.

In response to these recommendations, IOM will continue addressing humanitarian needs, whilst simultaneously focusing on addressing the drivers of instability and forced displacement through development-principled programming aiming to restore livelihoods, support the restoration of public and social services (such as health and education), and foster social cohesion and protection. With livelihoods a key component of community stability and the achievement of durable solutions to displacement, IOM, together with its partners, provides a wide range of support tailored to individuals, households and communities, to mitigate the detrimental impacts of prolonged displacement and re-build skills, productive assets and networks towards achieving self-reliance.

Under the overall supervision of the Chief of Mission, the direct supervision of the Emergency Coordinator, and technical guidance of the IOM Syria Crisis Coordination team. The successful candidate will be responsible for project design and implementation of the Livelihoods component of Cross Border Programme-Jordan.

Core Functions / Responsibilities:

1. Manage and coordinate the project activities in accordance with the project scope, schedule and budget and in line with the organization’s policies, standards and operating modalities, as well as donor requirements
2. Develop, maintain and monitor detailed work plans, expenditure plans and other necessary guiding tools for the activities of the livelihoods component in coordination with the respective Support Units; monitor implementation, ensure smooth workflow and propose more efficient methods when needed.
3. Plan and oversee community outreach and engagement processes; establish criteria and mechanisms for beneficiary selection; ensure adherence with principles of conflict sensitivity and accountability to affected populations across all programme activities, taking into account the needs of both displaced people and impacted communities.
4. In coordination with the Emergency Coordinator, exercise financial management responsibility for the programme area, ensure timeliness and efficiency by regularly monitoring progress and budget utilization throughout the implementation of project activities; and advise the relevant program support units on corrective measures if necessary.
5. Manage staff assigned to related programmatic area
6. Provide technical guidance to field staff and other implementing partners operating in southern Syria ensuring contextually-appropriate programmatic application of international best practice in sustainable livelihoods in fragile and crisis situations, and ensuring the quality and timeliness of project implementation.
7. Provide support and training on related monitoring and evaluation tools and mechanisms in close coordination with the Cross-Border Jordan Monitoring and Evaluation Officer.
8. Ensure finalization of documents or regular reports including but not limited to quarterly progress reports, situation reports, briefing and background information required by IOM Whole of Syria (WoS) programme, donors, Government and other entities in coordination with the WoS team.
9. Identify, evaluate and, establish operational and strategic partnerships with UN and international agencies, national and international civil society and other relevant entities in support of project objectives. In coordination with the Emergency Coordinator, represent IOM at relevant multi-lateral and bi-lateral meetings, notably related to durable solutions, recovery, resilience and stabilization.
10. Based on the situation analysis, needs assessment and donor priorities, prepare concept notes and project proposals for IOM interventions in the areas of livelihoods, durable solutions and community stabilization.
11. In close coordination with IOM WoS team, support donor outreach and engagement, including working with IOM’s sector teams and partners on upcoming relevant funding opportunities.
12. Develop and maintain close liaison with the IOM WoS team, including Shelter and Livelihoods staff across all hubs. Participate in technical WoS meetings and calls. Contribute to WoS functions for the livelihoods, durable solutions, recovery and stabilization portfolio, including attendance to external meetings as needed, liaison with staff involved in similar programming in Syria, regular provision of updates on project / programme progress, key results and challenges and support development/update of related WoS action plans, strategies or proposals.
13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, International Relations, Economic Development, Humanitarian affairs, Project Management or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in the field of migration, including operational and field experience, IOM project development and management;

• Relevant international experience, notably in a crisis, transition or post-crisis settings with significant human displacements, with experience in the region and operating in a remote management context an advantage;

• Demonstrated experience in developing and implementing livelihoods assessments, including market assessments, and associated programming, including local economic development, Small and Medium-Sized Enterprise development, employment services, agricultural development, entrepreneurship support, natural resource management, vocational and technical education and/or poverty reduction programming;

• Experience building and maintaining strategic and operational partnerships with key stakeholders including State actors, other UN and intergovernmental agencies, civil society actors, private sector, financial service providers, development actors, etc.

• Experience in community engagement, including integrating conflict sensitivity and accountability to affected populations across programmatic interventions.

• Excellent communication, writing and organizational skills; ability to prepare clear and concise reports; knowledge of monitoring and evaluation.

• Strong analytical, planning and people management skills; and the ability to establish working relationships with governmental authorities, other national/international institutions and NGOs.

• Ability to supervise and train support staff; ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.

• Ability to work with accuracy under constraints and pressure; to deal patiently and tactfully with staff members and others and to have high sense of confidentiality, initiative and good judgment.

• Personal commitment, efficiency, flexibility, drive for results, creative thinking.

• Good level of computer literacy, including database applications.

Languages

Fluency in English is required. Working knowledge of Arabic and/or other local language is an advantage.
