The Department for International Development (DFID) in the British Embassy, Amman is seeking a highly motivated and enthusiastic individual for the position of Programme Manager – DFID, Grade – C4 (L).

 

Purpose of the job:

To work in partnership with the Humanitarian Team leader and Senior Responsible Owner (SRO) to support the implementation of DFID’s humanitarian programmes in Jordan. Support programme management in line with rules, principles and qualities governing DFID’s programme cycle. Ensuring compliance with each of these rules in the design, mobilisation, delivery and closure of all portfolios and programmes.

Main Responsibilities:

  • Managing and implementing DFID Jordan’s humanitarian programmes in compliance with key DFID requirements and standards across team portfolio, including but not confined to: UK legislation, transparency; risk management; audit and performance milestones; Annual Reviews and Project Completion Reviews (PCRs).
  • Taking a lead on managing a project’s delivery cycle from the design phase through to responsible closure. This will involve maintaining the Project Delivery Plan and using it to prompt project team actions in good time.
  • Contributing to the development of high quality project documentation including Business Cases, Due Diligence exercises, project Delivery Plans, risk matrices etc. Ensuring programme management and financial management systems contain accurate project data.
  • Supporting the team in ensuring strong financial management of the humanitarian portfolio.  Working closely with spending partners, Advisers and SROs to create realistic and up to date spending forecasts over the Financial Year and spending profiles for outer years, and proactively managing these. Ensuring payments meet DFID’s financial rules, and are linked to agreed project milestones and/or partner or supplier reporting obligations. Managing audit requirements.
  • Supporting risk management, proactively highlighting and escalating concerns, risks and issues to appropriate level.
  • Building and maintaining strong and effective working relationships with DFID colleagues across the global network, British Embassy Amman, partner organisations, suppliers, government counterparts and other stakeholders.  Being the recognised first point of contact on project management issues (financial, commercial, general project management).
  • Regularly reviewing partner reporting, critically appraising project progress, troubleshooting programme issues and escalating delivery risks as appropriate.  Reviewing partner/supplier financial reports checking for variances and value for money (VfM) issues.
  • Leading coordination of monitoring the humanitarian programmes. Contributing to Annual Reviews/Project Completion Review exercises, including drafting portions of terms of reference and final reports. Will organise spot checks on project assets as required. Monitoring project delivery through visits to project sites and feeding back findings.
  • Representing the humanitarian programme team effectively within DFID and at external meetings. Advising colleagues on DFID’s programme management compliance and standards. Actively engaging in wider DFID and Middle East & North Africa Division (MENAD) programme management networks, sharing learning and experience from the Jordan Team.
  • Supporting British Embassy Amman in achieving its corporate objectives.
  • Support humanitarian policy engagement and advocacy, providing high quality contributions to briefings, UK parliamentary and ministerial deliverables.  Facilitating VIP visits to Jordan.

Essential:

  • Fluent communication skills in English language (both written and spoken, this will be tested).
  • Minimum 3 years of experience working on programme/project management delivery
  • Candidate must hold a Bachelor’s Degree
  • Strong understanding and experience of programme and resources management
  • Experience of financial management and knowledge of best practice
  • Strong communication and team-working skills
  • Ability to scrutinise text and budgets in detail
  • Ability to work in fast-paced, high profile environments, and deliver to deadlines
  • Good understanding of humanitarian situation and infrastructure in Jordan.
  • Experience of working with or for donors
  • Good judgement and ability to understand complex issues quickly

Desirable:

  • Written and spoken Arabic is desirable but not essential.
  • Experience working in the humanitarian field
  • Experience working in fragile or conflict-affected states or on related issues

Working Hours and Remuneration:

The position is full-time, at 37 hours a week with considerations of flexibility depending on circumstances.

Pay is on the Embassy C4 (L) scale, with a salary of JOD 2375 per month depending on the candidate’s skills and experience. The package includes a good level of health insurance and a friendly, English-speaking work environment. We offer opportunities to develop professional skills through our Learning & Development offer. Leave entitlement is 25 days (pro rated) plus 14 public holidays.

The Embassy has an active and supportive learning culture and offers tailored mentoring and coaching programmes. Specific DFID programme management training will be provided.

Eligibility:

  • Receive the appropriate level of standard security clearance;
  • Have (or be willing to obtain) the right to live and work in Jordan. Candidate’s residence permit and work permit, and the expense to obtain them, will be their own responsibility.
