MEAL MANAGER SOUTH SYRIA HUB
RESPONSIBILITIES AND DESCRIPTION OF TASKS
Under the supervision of the Area Coordinator and in close coordination with the MEAL coordinator, Programme Managers (PMs) and Information Management Officers (IMOs):
· To ensure and support the qualitative monitoring and evaluation of activities
· To ensure the implementation of appropriate and relevant tools and processes in support of monitoring, evaluation, accountability and learning
Responsibility 1: Monitoring
Activities:
· Ensure consistent implementation of monitoring and reporting tools and processes and provide feedback to coordination on the appropriateness and relevance of such tools and processes
· Develop ToRs including budgets and timelines for monitoring and rapid needs assessment missions
· Train and support third party monitoring consultants in performing monitoring missions ensuring that they are compliant with the ToRs
· Organize, coordinate and oversee all third party monitoring activities especially in relation to distribution of core relief items (pre distribution monitoring, on site monitoring and post distribution monitoring)
· In coordination with the PMs, organize, coordinate and oversee all rapid needs assessments (RNAs)
· Produce quality written monitoring and RNA reports in a timely manner
· Support as required the IM officers and programme teams with the monthly analysis of data and reporting;
Responsibility 2: Evaluations
Activities:
· Coordinate with the PMs in planning, implementing and reporting on evaluations e.g. KAP surveys, ensuring that the tool kits are well understood, modified if necessary and used correctly
· Train third party monitors in conducting programme evaluations
Responsibility 3: Quality management
Activities:
· Support the implementation of the Planning, Monitoring and Evaluation policy by:
o Providing training on the policy to any new project staff arriving in the hub
o Implementation and monitoring of the quality framework matrix
o In coordination with the MEAL coordinator, conduct project reviews in south hub as part of the implementation of the institutional policy on Planning, Monitoring and Evaluation
· Contribute to the identification and implementation of diverse and innovative approaches to MEAL

· Project management / epidemiology / statistics
· MEAL studies
Experience (type and amount of experience) :
· Minimum 3 years of professional experience in field related to the position (Program, PM, MEAL).
· Good understanding of M&E and of information management
· Project monitoring, experience in management of large datasets, experience in survey design
Skills (knowledge, abilities required for the position, refer to skills repository document) :
· Fluency in oral and written English is compulsory
· Good IT skills
