If you are passionate about making a lasting difference for Palestine refugees, in this role you will be responsible for planning and execution all international recruitment activities Agency-wide and area staff recruitment for Headquarters.

The main responsibilities include:

· Managing the recruitment team ensuring timely responses to all requests for recruitment and providing coaching, mentoring and training to section staff members; planning, developing and implementing recruitment strategies for the efficient and timely hiring and placement including preparation and circulation of vacancy announcements, developing of assessment tools, evaluation of applications, conducting world-wide as well as local recruitment campaigns; participating in the assessment process, including testing, as appropriate; and providing guidance on the preparation of interview reports and formulation of selection recommendations arrived at through interview boards; managing and improving the use of various rosters utilized in the Agency;

· Advising the Chief, Human Resources Operational Services Division on all matters relating to recruitment of international and area staff Agency-wide, on temporary staffing arrangements, and managed reassignments;

· Managing the on-line recruitment system (ORIS) including performance monitoring and coordination of activities for the system’s improvement; providing guidance to ORIS users – both applicants and hiring managers;

· Managing recruitment related public relations including development and updating of relevant internet and intranet pages; developing and implementing recruitment outreach strategies;

· Designing, coordinating and providing relevant statistical information and data on recruitment activities, effectiveness of media, gender analysis etc., collaborating with gender experts and providing information to interested groups regarding employment opportunities etc.;

· Supervising the publishing of targeted recruitment avenues that vacancy owners may use; exploring and targeting appropriate publications, reviewing electronic and print advertising utilized and initiates new contacts; advising vacancy owners on appropriate media options, ensuring deadlines are met and advertisement costs are kept within budgeted allocation;

· Participating in the development of recruitment policies, procedures and guidelines, and tools and training courses to build the capacity of Fields and Departments in recruitment;

· Maintaining confidential central records of the recruitment process.

Conditions of service

UNRWA offers an attractive compensation package including annual salary starting at $71,332 net tax free with post adjustment of 46.1% (subject to change without notice). All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Other benefits, subject to eligibility, include:

Additional information

The incumbent of this post will be required to work beyond regular hours and to travel in UNRWA’s area of operations.

To qualify for this position, you will need:

Education

Advanced university degree (Master’s or equivalent) from an accredited educational institution in human resource management, public or business administration, or a related social or behavioral science field; a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree;

Work

experience

A minimum of eight years of experience, three of which should have been in a large governmental, international or commercial organization, of progressively responsible experience in human resource management, preferably in a direct recruitment and selection role where the design and use of assessment tools was effectively utilized, including two years of relevant experience at international level outside your home country;

Language(s)

Excellent command of written and spoken English.

Desirable Qualifications:

· Membership, or eligibility for membership, of a registered HRD professional body;

· Specific training related to interview techniques, testing and other recruitment processes;

· Working knowledge of Arabic and/or any other UN language;

· Knowledge of UN Rules and Regulations;

· Knowledge of Middle Eastern cultures and employment practices.

You will also need to demonstrate the following competencies:

· Ability to develop clear goals that are consistent with agreed strategies and capability to monitor and adjust plans and actions as necessary;

· Proven ability in working independently in addition to leading and working as part of a team, managing their output; and providing advice, coaching and mentoring as required;

· Established skills in building productive internal and external work relationships at all levels;

· Ability to negotiate persuasively a range of problems, to take and defend collaborative decisions that include sensitive, complex and contentious issues; and to advise managers and staff on different options to meet client needs;

· High level of motivation, initiative and creative thinking;

· A high degree of tact, diplomacy and discretion;

· The ability to work to tight deadlines on multiple tasks, often under pressure.
