Regional Roving Finance Controller

NRC is looking to recruit an experienced senior roving team to support our Country Offices in the Middle East Region (MERO). The purpose of the team is to support building capacity within NRC’s programmes, providing training and working on defined projects as required. This team will work as part of the relevant MERO department in order to ensure a strategic and unified approach in our support to the MERO Country Offices.
For this key role our ideal candidate is:
A University Graduate in a relevant discipline with a minimum of 3 years of relevant experience within the humanitarian field. An adventurous individual with exceptional finance skills, who has the capacity and experience to support our staff through training and coaching. A finance professional with solid experience using finance systems and tools, has experience working in complex and volatile contexts and is committed to providing our country offices with consistent and comprehensive support. Role and Responsibilities
The Regional Controller is responsible for giving support to financial management of the regional and country offices through the following:
Financial Compliance Monitoring and Control.
Technical Development and Support to NRC Country Offices.
Capacity building and training of NRC staff in the ME region.
Responsibilities
Coordinate and consolidate Country Offices’ budgeting and reporting to produce required analysis and reports assigned by Head of Regional Finance Unit
Map country offices’ finance structure (strengths and weaknesses) and contribute to the development of change plans that ensures CO finance comply with financial rules and regulations
Report on deviations and recommend corrective actions based on financial reporting from Finance Managers in the region
Control that budgeting, accounting, year-end procedures, auditing and other financial processes are in adherence to Financial Handbook, Annual Budgeting and Planning Instructions, other NRC policies and donor and auditor requirements
Advice and train the Country Director and Country Office management on the implementation of NRC’s financial systems, routines and procedures at CO level
Ensure that financial management and finance trainings are conducted for finance and non-finance staff throughout the region and, specifically, implement Training of Trainers packages for NRC staff on:
NRC budget design and reporting requirements
Donor specific budgeting and reporting requirements
Anti-corruption training packages
Maintain accurate and up-to-date regional financial forecasting systems
Regular travel to CO’s and upon request from Head of Regional Support unit assist in the operation or cover for the Finance Manager for shorter periods.
Travel as requested to CO’s to provide in-country support and gap-fill as needed
Carry out other duties of temporary character appointed by the Head of the Regional Finance Unit
