Deputy Operations Manager – Innovation

BACKGROUND TO IRC

Founded in 1933, the International Rescue Committee responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. The IRC Jordan program was established in 2007 and is currently operating programs in Jordan and southern Syria. The IRC is providing humanitarian assistance in Jordan in the sectors of health, protection, and economic recovery and development.

The IRC is implementing a community-led innovation initiative called ‘Mahali’ to nurture and develop bottom-up solutions to problems facing communities in Jordan. This project engages diverse communities and stakeholders in Jordan – including host communities, refugees, local governments, public and private sector actors and enterprising individuals – to devise and develop solutions that address their own lived realities and problems. It centers around three intensive participatory “design challenges” based in a community innovation lab, with each challenge aiming to mobilize teams around developing solutions to thematic problem areas prioritized through community voting. This approach combines the best aspects of both bottom-up and formally-managed innovation processes to identify new solutions that are responsive to the changing needs of the wide range of communities in Jordan today. As a project that seeks to learn about the best approach to supporting community innovation, it focuses on learning and developing a progressive program design that reflects the experience of implementation.

SCOPE OF WORK

The IRC is seeking an Innovation Deputy Manager to manage the operations of this innovation initiative in Amman. Reporting to the Innovation Project Coordinator, you will ensure that the program has the systems and structures in place to achieve its goals, that implementation is in line with those systems, that spending and procurement is on track, and that the workplan across different streams is integrated and on schedule. This role will lead on the administrative management of the project, including developing procurement plans at the start of each phase, tracking spending, and drafting reports.

Major Responsibilities:

Program Operations and Quality Control

· Supports the development of integrated workplans, spending plans, and procurement plans in collaboration with the Innovation Coordinator and senior management team, ensuring that each phase is on track to achieve desired outcomes, obtain needed materials, and spend budgets

· Maintains a centralized system to institutionalize program tools and knowledge, ensuring regularly updated program guidance notes and SOPs as program develops

· Ensures that systems are created to facilitate the operations of the program, and that staff are trained on basic elements of supply chain and finance as needed for program implementation

· Provides direct support to all components related to cash or cash distributions

· Supports the development of systems to facilitate and improve the volunteer component of the program

  • Compiles inputs for the narrative report, as well as regular learning reports for different activities and phases
  • Manages spending on select budget lines, to implement specific elements of the program design
  • Tracks spending and procurement, flags and manages bottlenecks
  • Manages and maintains cash distribution documents according to SOPs
  • Reviews budget versus actuals, flags entry errors and follows up with finance
  • Supports on the procurement process, liaises with supply chain and finance, problem-solves as needed
  • Leads the roll-out of the community innovation center, including the center design, procurement, move-in, and spending in accordance with the operational budget

Human Resources Management

· Manages one Program Assistant, supporting their performance and achievement of professional goals, identifying and facilitating opportunities for them to learn and progress in their careers

  • Sets specific goals and expectations and provides regular feedback to staff
  • Ensures timely completion and submission of time sheets, time off requests, contract extensions, interim and annual performance reviews.

· Facilitates communication among the staff, ensuring that information is flowing effectively through the team in a timely manner, particularly related to changes that impact implementation

  • Maintains an open and professional relation with team members, promoting a strong team spirit, integrated work, and a culture of continuous improvement.
  • Supports recruitment for all relevant positions as needed, drafting JDs, recruitment requests, screening CVs and interviewing as needed

Coordination & Representation

  • Represents Mahali at donor meetings, program visits, media visits, and others as needed

REQUIREMENTS:

· BA/BS Degree in international development, economics, business administration, law, finance, and/or related certification required;

  • 2-3 years work experience in humanitarian programming, with 1 year professional management experience
  • Superior management, administration, planning and reporting skills, excellent organizational skills
  • Strong understanding of protection principles, experience working with vulnerable populations, particularly refugees and other marginalized groups
  • Strong written and oral communication skills, effective in representation and liaising roles
  • Capable of applying their skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and management skills to others.
  • Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well, has a strong sense of humor and flexibility to work in ambiguity and respond to sudden changes.
  • Fluency in English and Arabic

PREFERRED:

· Experience with innovation programming

WORK ENVIRONMENT:** The position is based in Amman with frequent travel to field sites in Mafraq, Irbid and east Amman.
