MISSION CONTEXT

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe.

HI is managing a large humanitarian program from four different hubs (South, Centre, North and North-East), along four main pillars:

1. Support to health partners (hospitals, care houses, psychosocial support centers, local NGOs) for the provision of comprehensive psychosocial support services ( psychosocial support, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of assistive devices and/or equipment;
2. Emergency response to the basic needs of vulnerable people affected by sudden crisis, through one-shot distributions of food baskets, household essential items and hygiene kits, and through the management of an adapted humanitarian coordination mechanism for emergency responses;
3. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas;
4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.

JOB DESCRIPTION

Under the line management of the Support Services Coordinator (SSC), the Compliance Advisor will be part of the coordination team based in Amman, and will directly support HI’s 4 operational hubs.

His/her main responsabilities are to:

• Provide oversight across all mission functions to monitor compliance with internal HI policies & procedures, donor regulations, and local laws.
• Lead on all donor audits including the preparation, follow-up support and the timely implementation of audit findings and management responses.
• Serve as a trusted strategic partner to the mission and hub staff by providing advice on best practices, lessons learned and specialist compliance management support
• Serve as the anti-corruption focal point for the mission; conduct trainings on the Anti-Fraud, Bribery and Corruption Policy
• Lead on investigating all allegations of fraud and corruption; obtain and analyse evidence, draft investigation reports
• Conduct spot-check reviews of partner documentation and internal HI documentation; document findings and suggest corrective actions to senior management
• Maintain and monitor the mission Compliance and Incident Registers; share monthly to senior management
• Contribute towards the implementation of new policies, procedures, internal control mechanisms and instilling a strong culture of compliance
• Advise on partnership management practices, and the development and updating of guidelines
• Support the grants manager in advising on donor rules with a focus on staying abreast of counter-terrorism regulations
• Review contracts, leases, MOUs and other contractual service agreements prior to authorization; liaise with local legal counsel when necessary.

PARTICULARITIES

Jordan is a relatively safe and secure country. The health conditions are really good in Jordan, with a complete access to high quality medical care in Amman.

However, Jordan also faces some regular difficulties and possible tensions could be expected due to the regional situation, especially in the close-by countries.

PROFILE SOUGHT

Qualifications:

• Bachelor degree in a relevant subject
• Master degree would be an asset

Experience:

• Minimum 5 to 8 years experience working in compliance / audit related function
• Previous experience in training and capacity building
• Experience in the NGO / humanitarian sector would be an asset
• Previous experience in remote management or with partners would be an asset
• Knowledge of the main institutional donors would be an asset

Skills:

• English mandatory (oral and written)
• Strong communication, interpersonal and intercultural skills
• Arabic is a strong asset

Personal qualities:

• Autonomous, proactive and organized
• Reactive and able to deal with priorities
• Extremely rigorous and precise, attention to details
• Diplomat, able to work collaboratively in a team
• Willing and able to travel within the Middle East

CONDITIONS

• Length of the contract: 12 months
• Salary from 2757 € (gross) / month regarding the experience of the candidate
• Per-diem: 588€/month net

• Paid holiday: 25 days per year
