In this role, and under the direct supervision of the Director, Department of Internal Oversight Services, will you will be responsible for the leading and managing UNRWA’s evaluation function and for the provision of independent, credible and useful evaluations.

The main responsibilities include:

· Leading, conducting and managing evaluations that are impartial, independent, credible and meet professional standards:

· Carrying out evaluations of complex programmes, strategies, policies and cross-cutting themes and leading evaluation teams;

· Effectively supervising evaluations conducted by staff members and consultants;

· Ensuring that evaluations meet high professional standards in line with UNRWA’s Evaluation Policy and UN Evaluation Norms and Standards;

· Keeping abreast of developments in the area of evaluation;

· Ensuring that up-to-date evaluation techniques and approaches are applied;

· Cooperating with other UN evaluation units and professional evaluation bodies.

· Promoting the evaluation function in UNRWA:

· Reviewing and further developing the architecture, policies, guidelines, systems, procedures and tools related to evaluation;

· Designing and implementing evaluation capacity development within the Agency.

· Supporting the decentralized evaluation activities and providing technical guidance to the Field Programme Support Officers (in UNRWA fields of operations).

· Ensuring that evaluations are useful and that evaluation findings and recommendations are followed up:

· Preparing reports to management and other stakeholders on findings, recommendations and lessons learned of strategic importance;

· Organizing meetings, workshops and other discussion fora to establish a dialogue on evaluation results (recommendations/lessons learned);

· Ensuring that management responds to recommendations and monitors the follow up on evaluations.

· Effectively deploying human and financial resources of the Evaluation Division:

· Developing the Evaluation work plan, including evaluation activities agreed with the field offices during the annual planning process;

· Planning the human and financial resources needed for the Evaluation Division in close collaboration with the Director, Internal Oversight Services;

· Supervising and coaching evaluation staff;

· Selecting and supervising evaluation consultants.

Conditions of service

UNRWA offers an attractive compensation package including annual salary starting at $85,543 net tax free with post adjustment of 46.1% (subject to change without notice). All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Other benefits, subject to eligibility, include:

Additional information

The incumbent will be required to travel in the Agency’s area of operations.

To qualify for this position, you will need:

Education

Advanced university degree (Master’s or equivalent) from an accredited educational institution in social sciences or a related field; a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.

Work

experience

A minimum of ten years of professional experience in evaluation, including two years at international level outside your home country;

Familiarity with current issues in international development.

Language(s)

Fluency in oral and written English is required.

Desirable qualifications:

· Experience in the establishment of an evaluation function;

· Experience related to UNRWA’s mandate and activities;

· Work experience in the Middle East;

· Knowledge of Arabic.
