Plan International has been working in Jordan since 2016, collaborating with national and international partners to support the recovery and resilience of the Syrian refugees and Jordanian host population by providing Early Childhood Care and Development (ECCD), child protection, GBV, SRHR, Youth Economic Empowerment, and women’s empowerment services in both host communities and refugee camps.

Role PURPOSE

The Field Officers (FOs) are entitled to facilitate and monitor the implementation of Plan’s programs in tandem with the approved annual plan of the program unit. Through working together with the PU’s leadership team, the FO retains final accountability for timely and quality delivery of Plan’s programs ensuring that they are significantly contributing to lasting and positive changes in the lives of disadvantaged children and communities. The field officer will ensure that the projects’ objectives are met in accordance with the donor requirements – adhere to strict timelines, ensure the production of quality & timely reports, ensure that the project outcomes are sustained and continually drive innovation and improvement within the project, working with all key stakeholders.

Dimensions of the Role

§ This role acts as the front-line in working directly with communities through different community partners

§ This role has no direct reporters;

§ This role requires close relationship with sponsored children and families

Accountabilities

Program Implementation:

§ Facilitate the implementation of the relevant projects/programs within the host community ensuring that they contribute to improving the lives of marginalized children and communities.

§ Facilitate, guide and monitor the implementing partners and provide continuous feedback to the line manager.

§ Act as a focal point with MOPIC, arrange to Insert all the new project proposals into JORIS, amend and monitor approvals as necessary; manage the reporting based on the planned timeline and maintain good relationship with the ministry team by following up on regular basis.

§ Develop the required host community friendly tools enabling the marginalized children and families to actively engage in all phases of the project cycle.

§ Develop a detailed plan of action at the community level and in tandem with the program strategy set out at the geographical area.

§ Facilitate the active engagement of children and local communities in participatory advocacy initiatives to demand positive and lasting changes in their lives.

§ Conduct a daily visual assessment of the children and ensure a variety of structured games and activities within the Child and Family Centre, catering to the needs of children of different ages, genders, and abilities

§ Ensure that children feel comfortable, safe, and respected

§ Ensure that children’s participation and input form the basis of the Protection and ECCD centres.

§ Establish a rotation system to promote the sharing of equipment and games between children

§ Be a positive role model and demonstrate conflict-solving behaviours

§ Assist Field Coordinator in establishment of Child Clubs and support him/her in the capacity building of CCs

§ Ensure that all activities and equipment are accounted for and stored securely at the end of the day

§ Liaise with parents and the community regularly to keep them informed of any developments or problems within centers.

§ Conduct parents’ meetings / sessions on weekly basis and help in understanding children’s behaviour and practicing better parenthood at home.

§ Screen for and monitor protection needs and gaps in and around the Child and Family Centre and report to Field Coordinator or Community mobilizers

§ Provide your line manager with accurate quantitative date regarding daily children participation including a breakdown by gender and age.

§ Ensures adherence to the Child Safeguarding Policy and reporting procedures

Networking and Advocacy:

§ Provide support to the local communities including children and youth groups to organize themselves and engage in collective actions to demand sustainable and positive changes in their lives.

§ Create opportunities for community based informal groups to form networks/ coalitions with the overall purpose of advocating for their rights.

§ Create opportunities for the local Youth Advisory Boards to get engage in participatory advocacy initiatives including their active engagement in decision making processes.

· Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge

Essential

§ A bachelor degree in Social Sciences, Development Studies or related discipline;

§ Minimum of 2 years’ experience working within the humanitarian field in a relevant role;

Desirable

§ prior experience of working on education and protection projects will be an asset;

§ Good knowledge of field based monitoring and relationship building.

§ Excellent English language writing and speaking skills

§ Reports writing skills

§ Good communication, planning and organizational skills

§ Demonstrated capacity and commitment to solve day to day program issues.

§ Effective community facilitation skills.

§ High level of capacity to manage stress and solve problems.

§ Typically, host community environment with at least 20% in the Country Office to attend scheduled meetings etc

§ High level: Frequent interaction with children

Type of Role: 6 months contract

Location: Work closely within the host community in Al-Balqa’a governorates, and at least 20% presence in Plan’s country office in Amman.
