The Opportunity :

Plan International in Jordan is seeking to recruit an experienced Psychosocial Support (PSS) Field Officer for a Child Protection ECHO funded project in Azraq Camp aiming at responding to the Syrian refugee crisis and in particular to the needs of the most at-risk population – children and youth (especially girls and boys).

To reach this objective, Plan International will respond in the programmatic area of Child Protection in Emergency and specifically to 1) improve the protective environment for children within the targeted areas in Azraq Camp, 2) to increase awareness on Child protection, GBV related issues and positive parenting skills of mothers, fathers, and caregivers 3) to increase knowledge and skills of children and adolescent boys and girls on protection and gender-responsive approaches and practices.

The PSS Field Officer will be based in Azraq Camp and will be responsible to follow up and lead on building the capacities of the community volunteers on PSS related activities, co-facilitate the life skills sessions and the PSS activities for adolescents and children and overall for strengthening the quality of Plan International’s child protection in emergency programme with a focus on programming for adolescents, psychosocial interventions and community based child protection. S/he will be responsible for the building the capacity of child protection team/volunteers in implementing timely, quality and appropriate gender and age sensitive CP/PSS and community based interventions and for implementing Plan’s integrated strategy, ensuring adequate coordination and communication on PSS and CP activities both internally and externally to Plan International.

Dimensions of Role:

  • Communicate effectively within Plan International in Jordan Head and Field Office and with peer partners, agencies and related stakeholders. The post holder will manage and oversee Plan International´s protection including unstructured, structured, and age-and gender-appropriate PSS activities, with Life Skills and Parenting Skills curricula integrating CP and GBV messaging and mainstreaming activities with other sectors aiming to strengthen the provision of CP related services, through their staff and focal points from other GBV/CP service providers;
  • Interfacing with other programme team members from Plan International also by contributing towards the capacity building of Plan Internationals staff and community volunteers including stakeholders and GBV/CP service providers within Azraq Camp;
  • Contribute to coordinate, support and manage the coherent and effective implementation of the Child Protection components of Plan International’s humanitarian response activities, using a results-based approach incorporating creativity, innovation, and responsiveness to the needs, and thorough monitoring and reporting in order to ensure proper programme development as well as Quality Management.

Responsibilities include:

In collaboration with the Field Team, Project Manager, CPiE Specialist and Coordinator, GBV Field Officer and Disability Advisor, the PSS Field Officer will be responsible:

  • To support and coordinate with the GBV staff in the identification of protection cases through CP/PSS activities to ensure CP/GBV cases including children at risk of GBV are identified in a safe and confidential way in accordance with the referral pathway and through the enhanced capacity of CP service providers by ensuring standard CP tools, procedures and SOPs are in place and adhered to by field team members;
  • To coordinate with other GBV/CP staff members and Child Protection service providers and partners on case management services including supporting CP/ GBV staff and service providers to strengthen the referral pathway system already existing in the camp for safe identification and referrals from the protection point of view;
  • To significantly contribute to the overall coordination, design and monitoring of Plan International’s Child Protection programming in Jordan including building knowledge and programming practices in relation to Child Protection;
  • Support the representation of Plan at camp based coordination meetings and initiatives related to child protection to contribute to ongoing efforts to develop and implement context specific guidance notes and policy-making efforts and to the mainstreaming of child/protection.
  • To support and coordinate with the Disability Advisors from Plan International to integrate and adapt CP/PSS activities to ensure inclusion of CWDs and their specific protection needs; this includes technical support together with the CPiE Coordinator/Specialist to carry out specific assessments of the protection needs of CWDs in Village 5 and identification of key challenges and opportunities and good practices related to the inclusion of children with various impairments.
  • To support mainstreaming and inclusion of Child Protection related issues and aspects in coordination with the CPWG at camp level within the implementation and M&EAL Framework.
  • To ensure regular communication with CP, GBV and PSS technical teams and volunteers at field level to integrate appropriate technical input and priorities in program design and implementation;

Support in Programme Design, Development and Implementation:

  • To Contribute to all aspects of the child protection programme design and implementation of the project with particular/lead responsibility for developing the PSS and community based components and a cross cutting adolescent strategy including the development/revision of Curricula for the PSS, Life Skills, and Parenting Skills sessions integrating PSS, CP, and GBV, as well as certain messaging on SRHR.
  • Provide technical support for Child Protection, PSS and community based protection activities in Azraq camp and ensure alignment with in Plan’s overall child protection response. This would also include (but not limited) to regular assessment and analysis and strategic suggestions for programme design / modification. The PSS Field Officer will lead the implementation of CP/PSS activities and support the development/ implementation of CP strategy for strengthening community based protection, with a focus on the role of children and adolescents in their own protection.
  • To support in leading the community based child protection committees and other CP support structures available in the camp to facilitate a rapid and detailed child-led CP risk mapping and safety audit assessments in new target areas in Azraq Camp to identify at-risk children and adolescents (CWDs, out of school, etc.), barriers and risk faced by girls and boys and determine priorities, immediate activities and specialised support a well as required resources;
  • To provide timely feedback on the ongoing activities and propose amendments as needed and way forward/mitigation measures to challenges faced;
  • To follow up and lead on the building the capacities of the volunteers (co-facilitating the PSS/life skills sessions in each centre, support life skills and other clubs and mobilisers/outreach) on PSS related activities for adolescents and children.
  • To provide technical support to revise and develop contextualized training and IEC materials and coordinate/facilitate the use of these materials during training and community awareness sessions on Child Protection;
  • To contribute to proposal development (narrative and budget) by providing relevant inputs on CP/PSS related aspects in close coordination with the technical unit and project management team as well as engaging in resource mobilization efforts to support joint programming;
  • To contribute to the development of the CP program strategic direction for responding to the needs of women, girls, boys and men;
  • To provide technical support to the development of relevant advocacy and policy documents, as necessary, to address Child Protection and broader inclusion of protection issues through various key actors.
  • To support the designing, facilitation and follow-up of unstructured and structured PSS activities as well as Life Skills with children and adolescent girls and boys, tailored to be age, gender and disability appropriate through a context-specific comprehensive and multi-sectoral curriculum to at-risk children and adolescents in the Plan International compound in Village 5.
  • To perform any other duties as assigned by the supervisor to enable and develop Plan programs;

Monitoring, Implementation and Reporting:

  • To work closely with Plan International Jordan’s CPIE coordinator and Specialist based in Azraq and in Amman to ensure that implementation and monitoring of activities are implemented in a coordinated and phased manner, in accordance with Plan International’s guide lines, best practices and policy;
  • To ensure that ethical, confidential and sound data collection and information management systems are in place for appropriate CP and PSS analysis, planning, evaluation, and advocacy in accordance to Plan International´s Data Security Policies;
  • To identify and raise technical challenges partners face in the delivery of CP/PSS relevant activities and services and propose tools and mechanisms to overcome them in a timely manner;
  • To lead the development and facilitation of trainings/workshops for Plan community volunteers as well as relevant partner staff and service providers on Monitoring, Evaluation, Learning and reporting systems and approaches focusing on CP/PSS related topics;
  • Facilitate PSS trainings as required;
  • As required, to provide technical support through developing sessions to support the implementation of the project’s activities, such as, adolescent girl programming, disability inclusion and approaches to outreach etc. (or any other relevant topic as identified together with Plan International technical team) including adaptation and upgrading of CP/PSS evidence-based tools and systems;
  • To lead and support the development of M&EAL Framework, monitoring & evaluation plan, tools and guidance for CP/PSS related activities, indicators and community based programming and to ensure adherence to the plans and systems.
  • To develop and roll out training plans and facilitate trainings for the community volunteers and CP service providers on monitoring and reporting of PSS and other Protection activities in collaboration with the Azraq camp staff as well as the technical unit;
  • To support referrals of CP/GBV cases as per the inter agency SOPs and referral pathways in coordination with GBV Field Officer and Specialist and CPiE Coordinator;
  • To plan and undertake regular monitoring visits and meetings with relevant actors in the targeted areas in assessing Child Protection trends, patterns and advise on the prevention and response strategies;
  • To support the analysis and reporting on programme and project progress and trends in terms of achieving results, using existing monitoring and evaluation tools and supporting the development of new mechanisms and systems;
  • To contribute to the development and implementation of regular, participatory assessments/feedback and complaint surveys and mechanism with and for affected communities in accordance to Plan international regulations, Child Protection in Emergency Minimum Standards, Core Humanitarian Standards as well ensuring the alignment with already established systems and policies available in the camp;
  • To contribute and support in providing inputs and consolidate weekly, monthly and quarterly progress reports on the Child Protection related activities, training and meetings and contribute thigh-quality Plan International and donor reports on activities, indicators and achievements, as well as best practices and lessons learned;
  • To contribute to maintaining an effective and efficient oversight, quality control and reporting systems and processes that ensure regular field monitoring and modifications as required.

Coordination and Communication:

  • To provide regular updates to the CPiE Coordinator and other key staff in the Field and reports on CP/PSS related activities including awareness and sensitization campaigns and initiatives carried out at community level;
  • To attend regular calls, meetings, etc. as required by Plan International;
  • To support the CPiE Coordinator to coordinate information sharing for dissemination of articles, case studies, success stories and presentations highlighting work in CPiE.
  • To share relevant information with the teams in accordance with confidentiality regulations and policies; establishing and supporting the development and revision of the proper and sound documentation and data filing system;
  • Actively develop and maintain effective working relationships with key stakeholders, including donors (if required), government actors, UN agencies, international and local NGOs, and other relevant actors.

Human Resources – Staff supervision and Development

  • To maintain open and professional relations with all the team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions and different task assigned to them;
  • To coordinate and/or implement training and briefing of Plan International partners in Azraq camp, and other key stakeholders on CP/PSS, child safeguarding and/or related issues;
  • In strong linkage with GBV Field Officer and the CPiE Coordinator, ensure good communication and effective coordination with CP team members through regular programme coordination meetings (or other if needed) in order to respond the holistic needs of children and adolescents
  • To support the orientation, on-going development/training and capacity building of CP/PSS Service Providers already existing in the camp as well as Plan International Staff and partner staff, when required on CP/PSS related activities;
  • To ensure refreshers and learning sessions are carried out as needed;
  • To ensure that all Plan policies are upheld including Inter-Agency Standing Committee (IASC) Guidelines for Gender-based Violence Interventions in Humanitarian Settings, Minimum Standards for Child Protection in Humanitarian Action, GBV Case Management Standard Operating Procedure and Core Humanitarian Standards Grant Planning & Implementation;
  • Ensure timely completion and submission of regular program and staff reporting and annual performance reviews, as appropriate;

Do you have what it takes?

In order to succeed in this challenging and varied role the successful candidate must have or be :

Technical Qualifications and Experience Required to Achieve Role’s Objectives:

  • Child protection in emergencies professional with relevant bachelor degree or equivalent in Social Work or Science, Psychology, Anthropology, Human Rights, Public/Community Health or another related field;
  • Minimum of 3 years (2 in the field) of progressively responsible experience in implementing child protection, preferable social work and/or case management including community-based Psychosocial support programming and implamanetation and life-skills in humanitarian, post-conflict recovery and/or development settings;
  • Sound knowledge of Child Protection and gender issues in humanitarian and/or development settings, including relevant international human rights, principles and established international standards (ex: CPMS, INEE, Sphere, SGBV, etc.);
  • At least 2 years of direct experience in working with and providing services to children and adolescents at risk of abuse, exploitation and violence, providing gender-sensitive and child-friendly counselling and psychosocial support and psychological first aid services, and/or developing/implementing referral pathways and case management systems;
  • Previous experience supervising a team in a cross-cultural setting;
  • Demonstrated experience in capacity building and mentoring of staff;
  • Previous experience in emergency preparedness and response as well as prior trainings in Child Protection issues and their application in humanitarian, conflict, recovery and development settings;
  • Experience working with case files and databases and providing regular documentation preferred;
  • Strong experience in CP in humanitarian or refugee settings, community-based child protection and child and youth participation required;
  • Strong understanding of gender and ability to engage on gender equality issues;
  • Good knowledge and experience in utilizing internationals Child Protection tools and guidelines such as Minimum Standards for Child Protection in Humanitarian Action, Inter-agency Guidelines on Mental Health and Psychosocial Support, etc.
  • Prior experience in counselling and psychosocial support will be an asset;
  • Experience of conducting CP assessments in refugee and emergency settings.
  • Experience of training on relevant technical areas with a variety of audiences
  • Experience of managing grants and donor’ reporting requirements of DG-ECHO is preferable

  • Excellent understanding of Protection/Child Protection and PSS in emergencies programming and relevant major players in Azraq camp;
  • Experience designing and rolling our trainings to diverse audiences;

  • Strong knowledge and experience in training with good facilitation skills and ability to organize and implement trainings on sensitive topics;
  • Strong knowledge in planning, monitoring, evaluating programs and ongoing developments in evaluation tools and processes for protection projects;
  • Knowledge and experience in M&E and participatory learning approaches.

Dealing with Problems:

  • Excellent risk-assessment and management is required to support decisions that may require overcoming attitudinal, systemic and physical barriers;

  • The job requires decisions to be taken based on assumption and experience, as little hard information will be available. Decisions need to be context specific and there will often be no precedents to draw upon;
