UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions. For its local team, UNRWA is seeking to employ a qualified:

Monthly Salary JD 927.300 Fils. Plus Special Occupation Allowance 25% of Basic Salary.  Other benefits include Provident Fund contribution (15% of basic salary paid by the Agency) and medical insurance. Dependency benefits are subject to eligibility.

Place in the Organisation
The incumbent of this post is responsible to the Human Resources Services Officer and supervises staff of the Entitlements Section.
Primary Duties and Responsibilities
In accordance with Agency policy and procedures, the incumbent:
·         Manages the Entitlements Section, provides supervision, coaching, guidance and technical training to the staff assigned to the section and allocates work as appropriate;
·         Supervises the various functions of the Entitlements Section including all types of leaves, appointment of temporary assistants, dependency and other allowances, and ensures compliance with the Agency’s rules, regulations, policies and directives;
·         Overseas operations of the Group Medical Insurance (GMI) Programme;
·         Checks and signs, as authorized, Personnel Action Forms, other forms, documents and correspondence related to the Entitlements Section;
·         Maintains statistical information and supervises the preparation of statistical and other reports related to the functions of the section;
·         Relieves the HR Officer (Movements and Records) during his/her absence;
·         Performs such other duties as may be required.
Minimum Qualifications
·         A university degree in business, public administration, personnelmanagement or a related discipline.
·         Five years of experience in personnel and general administration and supervision, including three years at a supervisory level;
·         Experience or training in the use of personal computers and in operating standard software applications such as MS-Word, Excel, Access.
Language
Excellent command of spoken and written English and Arabic.

·         Excellent  communications skills;
·         Proven ability in establishing effective internal work relationships at all levels and in managing/leading a team;
·         Good judgment and decision-making skills;
·         Direct involvement with or exposure to a unionized environment;
·         Creativity and ability to take initiative;
·         Ability to work under pressure.
DESIRABLE QUALIFICATIONS
·         Advanced courses in HR management;
·         Working experience or academic training in entitlements.
ADDITIONAL INFORMATION
The incumbent will be required to work beyond normal duty hours.
Equivalency
When the minimum requirements are not fully met, the concerned Director may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.
NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
