Context:

The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to 110,000 or more individuals each year. IOM provides a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. Some 1200 multi-disciplinary staff members work in support of the USRAP which has an annual budget in the range of USD 340 million. The Department of Operations and Emergencies (DOE), specifically the Resettlement and Movement Division (RMM), has the organizational responsibility to provide direction, oversight and guidance to IOM’s global support to all resettlement programs.

Under the United States Refugee Admissions Program (USRAP), the Resettlement Support Center (RSC) provides critical support and processing services for resettlement to the US. As part of an MOU between IOM and the US State Department Bureau for Population Refugees and Migration (PRM), IOM manages the RSC for MENA. RSC prepares applications for adjudication by and provides support to visiting US Citizenship and Immigration Services (USCIS) officers, facilitates security and medical screenings, provides information about arriving individuals to resettlement agencies in the US and offers Cultural Orientation (CO) training to individuals departing for the US.

Under the overall supervision of the Chief of Mission, Jordan, and the direct supervision of Project Manager, RSC & Resettlement MENA the successful candidate will be based in Amman, Jordan and will have the following duties and responsibilities:

Core Functions / Responsibilities:

  1. Implement and monitor specifically identified RSC compliance activities in the assigned area(s), such as monitoring and evaluation, training, project support, project reporting, protection and/or fraud and malfeasance prevention. Provide administrative and logistical support for hiring compliance staff and training. Assign duties and give feedback to staff members on their performance to ensure the accurate completion of activities.
  2. In relation to monitoring and evaluation, as required, support activities such as rapid performance assessments, surveys, interviews and focus groups by drafting sections of relevant documents, work plans, budget revisions and other required information. Prepare updates and provide information for the Project Manager and USRAP Monitoring Officer.
  3. In relation to training, as required, support training activities for RSC MENA, by including monitoring or serving as the USRAP Training Focal Point in coordination with the HR-Business Partner, helping analysing and identifying training needs and professional development opportunities for RSC, organizing and administering training sessions, delivering trainings, recommending changes to training curricula and techniques, and contributing to the development of new training packages.
  4. In relation to project support and reporting, as required, update and implement Standard Operating Procedures (SOPs), and draft sections of reports, presentations, and briefings on activities for the RSC.
  5. In relation to protection, as required, support activities related to children, the elderly, persons with disabilities, persons affected by sexual and gender-based violence (SGBV) lesbian, gay, bisexual, transgender and intersex (LGBTI) persons and other marginalized individuals, by identifying and reporting cases, processing COPE cases, counselling minors and analysing or completing documentation related to minors.
  6. In relation to fraud and malfeasance prevention, as required, monitor communication about potential fraud and malfeasance, primarily through the designated RSC fraud email box, support the handling of fraud allegations following internal guidance and instructions from the Ethics Office at IOM Headquarters and in coordination with RSC management, provide staff with related training, and report update management on statistics and trends.
  7. Provide technical assistance, guidance and information on changes to workflows and procedures to staff members in accordance with the Worldwide Refugee Processing System (WRAPS), USCIS, PRM Program Announcements and internal Standard Operating Procedures (SOPs).
  8. In close coordination with the RSC Project Manager, RSC & Resettlement MENA, liaise with external partners as required, including the Refugee Processing Centre (RPC) and the United Nations High Commissioner for Refugees (UNHCR) with respect to the provision of information and internal procedures for monitoring and reporting.
  9. Participate in RSC MENA meetings as needed. Draft reports, briefings, background information, narratives and statistical reporting as necessary and required.
  10. Maintain and ensure the confidentiality and integrity of all RSC-related information by implementing control procedures in line with USRAP standards of conduct and data protection rules. Alert the Project Coordinators, RSC MENA of any non-compliance to SOPs or codes of conduct by RSC MENA staff members.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Science, International Relations, Regional Studies or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in USRAP, particularly in RSC activities, such as employment verification, case creation, pre-screening, USCIS adjudications support, scheduling, field support and out-processing, and knowledge of USRAP program implementation, is preferred;

• Experience in monitoring and evaluation and training is desired.

Skills

• Strong written and verbal communication skills and ability to effectively communicate with and lead a team;

• Demonstrated proficiency with the Worldwide Refugee Admission Processing System (WRAPS);

• Excellent computer skills and a high level of proficiency in spreadsheet and database applications.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
