CARE International in Jordan has a vacancy for the post of Economic Empowerment Project Officer:

  • JOB SUMMARY:

The role of project officer is to develop and drive the project forward in everything; starting from planning to implementation of project activities. The project officer should provide vital assistance to the project manager and is responsible for monitoring project schedule, budget, preparing project progress reports and liaising with key stakeholders. Project officers will be responsible of strengthening the organizational and financial management of cooperatives and MSMEs within project sectors. Project officers will also work to strengthen the capacity of existing women and youth cooperatives through and guided support in consultation with District staff.

  • RESPONSIBILITIES AND TASKS:

Job Responsibility #1 Planning, monitoring and reporting:

  • Develops, the costed annual work plan for the project component for which he or she is responsible with support from the project manager;
  • Reviews and revises this plan each month with the project manager;
  • Monitors the implementation of the plan in line with donor and CARE requirements including proposing any necessary changes;
  • Reports to the project manager on progress including contributing to donor reports.
  • Ensures compliance with all donor requirements and regulations
  • Keeping necessary data records, beneficiary information and documentation;
  • Together with the Project Manager, properly documents the achievements and lessons of the project activities and disseminates to partners. This includes registering assistance on beneficiary databases if applicable.
  • Works as a team players providing relevant information assistance to colleagues and ensuring project components for which she or he is responsible are interlinked.
  • Maintains all relevant project documents in electronic and paper files (reports, contracts, agreements, correspondence, meeting notes, training materials and so on)

20% of Time

Responsibility #2: Monitoring and supervise partners’ staff:

  • Supervise and monitor field team including setting work schedules and smooth coordination with partners CBOs and cooperatives
  • Ensures (with input from CARE’s line manager) that work procedures and if relevant standard operating procedures (SOPs) are in place, understood and being carried out.
  • Monitors the work on the team through regular field reporting ensures the team produce reports, key project documentation (case notes and reports, meeting notes, project visit reports, activities reports, photos and so on).
  • Ensures project components are recorded by the team e.g. beneficiaries recorded on database if required.
  • Provide CBOs staff with the required technical and logistics support as required;
  • Manage/co-ordinate ongoing relationships with private sector organizations at local and national level.
  • Explore new opportunities for engagement with private sector organizations at local and national level in line with CARE priorities and principles.
  • Working with CARE staff, ensure that there is due diligence work undertaken to assess partners and potential partners.
  • Support and assist with monitoring and evaluation of the project outcome related to the MSMEs.
  • Develop and maintain excellent relationships with key local companies within the private sector.

20% of Time

Job Responsibility #3: Project Implementation

  • Participate in the program review, design and implementation plans to identify the beneficiaries and their needs.
  • To organize and lead development and sustainability of women and youth Off-farm cooperative campaigns in the selected sectors.
  • Facilitate the implementation of Cooperatives income generating projects
  • Building Cooperatives capacity and skills for their members, elected representatives, managers, and employees so they can contribute effectively to the development of their cooperatives.
  • Promote savings models within the district and develop savings and revolving fund module materials including training methodology for community facilitators
  • Promote the use of micro-financing schemes within cooperatives by facilitating trainings relevant to topic
  • Contribute and participate in the mid-term and term evaluation of the cooperatives( Effectively document all information related to project successes and best practices, videos, and most significant change stories on the project in the selected sectors, and document and report initial market assessment findings.
  • Facilitate the women and youth cooperatives in the process of registration at Sector.
  • Provide mentoring and coaching to producers and producer groups to build local capacity for understanding and connecting with markets; participate in regular.
  • Provide support for organizing visits, meeting, events, trainings and workshops

10% of Time

Job Responsibility #4: Liaison &Coordination

  • Liaises with other stakeholders and partners (UN agencies, government other NGOs, Private Sector and agencies) to ensure coordination, presents CARE’s work and ensure coherence of the project with other similar activities;
  • Helps facilitate and participate in project visits e.g. by donors;
  • Ensures communication and joint working with other CARE projects and teams (e.g. to refer beneficiaries or to ensure other colleagues are informed about project progress);
  • Analyze feedback from beneficiaries (questions and inquiries) and report back regularly.

10% of Time

Responsibility #5: Emergency Response / Staff Security

  • Take a lead role in facilitating timely, quality administrative support function delivery in the time of emergency response
  • Guides and supports management on staff security concerns
  • Ensure security operational guidelines well established for the CO and field offices following CARE USA Security Guidelines, and all staff are aware (in coordination with the CD)

Job Responsibility # 6 Ensuring community participation, promoting women’s empowerment, applying CARE standards:

  • Makes sure that project activities are performed in line with CARE standards including key humanitarian standards as set out in the SPHERE and IASC guidelines.
  • Ensures that gender considerations are taken into account at all stages of the project cycle from design through implementation to evaluation;
  • Ensures the participation of the community and partners in all stages of the project cycle

15% of Time

Job Responsibility # 7 Coordination, liaison and outreach with project partners and other interested organization:

  • Maintains contacts and effective communication with key partners involved in the project (project partners, other NGOs and agencies, Government departments) including drafting correspondence and documentation for signature by the project manager and transmission to partners or donors.
  • Ensures that summaries of meetings, seminars or workshops attended is written, well documented and shared with others;
  • Report on all meetings and develop ways to involve lessons learned or disseminate information to CBO partners.
  • Participates and if necessary organizes coordination between different donors, agencies and organizations to enhance the impact of CARE’s work through good coordination.

15% of Time

Job Responsibility #8: Other duties as assigned by the Area of project manager.

Bachelors

  • Education and training

Required: Bachelor’s degree in Economics, Community Development, Social Sciences, Business Administration or combination of relevant Education and Experience

Desired: Master’s degree in relevant fields

MA degree in Sociology, Psychology, or equivalent combination of education and work experience

  • Managerial Know How

Involves integrating and harmonizing requirements of diverse functions in operating, support, and administrative situations. It may be exercised through consultation as well as direct action; Management requires a combination of planning, organizing, controlling, and reviewing along with direct and indirect execution. Choose one of the following: Task; Minimal; related; diverse; broad.

This position requires (Minimal) managerial know-how.

  • Experience

Required:

  • Minimum 5 years of experience in cooperatives and MSMEs development. Minimum 3 years in project development and coordination related experience preferably from UN/INGOs sector
  • Experience in cooperatives and private sector context
  • Experience in income generating projects for host community members

Desired:

  • Effective follow up and planning skills.
  • Actual grassroots experience, working with communities and CSOs
  • Good knowledge in administration, HR and procurement policies and procedures.

Technical skills

Required:

  • Sound understanding of basic SMEs concepts and Private Sector Engagement.
  • Understanding of gender issues.
  • Project planning and budgeting and staff planning.
  • Excellent communication (with colleagues and external partners).
  • Strong report writing skills in English language.
  • Strong Analytical skills and the ability to understand business development needs in the context of economic empowerment projects.

  • Ability to multitask and undertake both administrative and the programmatic parts of the activities.
  • Familiarity/training in participatory extension approach.
  • Firm belief in teamwork, gender equality, conceptual understanding of participatory approach and sustainable development.
