Context:

Under the overall supervision of Chief of Mission and the direct supervision of the Senior Resource Management Officer (SRMO) in Jordan the successful candidate, in coordination with Global Procurement and Supply Unit (GPSU), will be responsible and accountable for Procurement and Logistics activities for the IOM Country Office in Jordan, measured by IOM Procurement and Supply Key Performance Indicators:

• Productivity and Efficiency

Core Functions / Responsibilities:

  1. Carry out and supervise procurement and logistics activities and provide first-line support, guidance and training in the country with respect to IOM’s procurement policies, rules, regulations and procedures.
  2. Monitor adherence to internal control systems in the Country Office and its sub-offices, and follow up on non-compliance issues.
  3. Supervise the following IOM teams involved in the procurement and logistics work within the designated area of responsibility: procurement staff (local and international procurement); logistics staff (including the logistics cluster’s common transport service and IOM warehousing and transport operations); and fleet staff (including drivers of IOM vehicles and trucks).
  4. Analyse procurement requests, identify service providers and evaluate information regarding vendors’ performance in the areas of quality, prices and delivery of goods in view of the Organization’s best interests; maintain and update databases of preferred suppliers.
  5. Coordinate the drafting of all contracts and agreements related to procurement and logistics, and ensure submission to the Office of Legal Affairs (LEG) for review and approval.
  6. Work with the programme managers in preparing and issuing call for proposals and bidding documents for the tendering processes of the projects. Monitor bidding, procurement and contracting processes and their transparent and full compliance with the set rules and regulations under the IOM Procurement Manual IN/168 Rev2. Make recommendations to SRMO and Chief of Mission for finalization of purchases. Follow up with Finance unit to ensure that payments are processed promptly and accurately; prepare and issue purchase orders, and ensure that requirements meet the lowest possible cost consistent with acceptable standards for quality, delivery and after-sale services.
  7. Ensure that procurement plans are coordinated and agreed with Programme Managers; follow up on Purchase Order (PO) statuses and keep the head(s) of unit(s) and respective Project Managers abreast of the estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions; ensure all expected merchandise is received in accordance with PO specifications, and that all goods are in good condition.
  8. Ensure receipts are received when payment is conducted in cash; and request authorization from the Head of Unit regarding bank transfer payments.
  9. Implement effective systems for asset management including regular monitoring of inventory, and updated records on assets disposal and timely coordination, including approvals from Central Accounting Support (CAS) Manila on donations and disposal. Verify that the insurances are in place for the mission and its sub-offices.
  10. Monitor maintenance and repair of office facilities, including preventive maintenance, and establish maintenance agreements with competent service providers when it is feasible and determined to be cost-effective.
  11. Undertake frequent field travel to programme sites to perform procurement and logistics evaluations and supervise and train field staff, upon the request of the Head of Sub-Office, SRMO, and/or Chief of Mission.
  12. Participate in inter-agency fora, including the procurement working group and the logistics cluster.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Sciences, International Relations, Humanitarian Affairs, Development Studies or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in managing diverse procurement and logistics operations;

• Experience in training and managing large teams of co-workers, vendors and suppliers;

• Extensive knowledge of IOM internal procurement and financial rules, as well as IOM’s PRISM

elements as they apply to procurement and logistics;

• Excellent level of computer literacy and good knowledge of SAP/PRISM required.

Languages

Fluency in English is required. Working knowledge of Arabic is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
