TITLE: Supply Chain Officer – World Bank REAL project
TEAM/PROGRAMME: Yemen- but based in Regional Office

LOCATION: Amman, Jordan
GRADE: TBC

CONTRACT LENGTH: 12 months, fixed term

ROLE PURPOSE:
The Restoring Education and Learning (REAL) project is funded by World Bank and run in partnership with WFP and UNICEF. The project objective is to maintain access to basic education, improve conditions for learning and strengthen education sector capacity in selected districts in six governorates in Yemen. The project involves large scale procurement of printed learning materials, initiated from Jordan.
The Supply Chain Officer will support the Yemen Country Office and collaborate with Regional Supply Chain team to carry out World Bank Project procurement following Donor and SCI Procurement Guidelines and Processes, using standard tools and templates, and selecting suppliers according to pre-set criteria. All procurements must be carried in line with the procurement principles and following market assessments. The post-holder will liaise and coordinate with Freight Forwarders agents/ Suppliers/ 3PL and Yemen Country Office Supply Chain Team in order to determine the most efficient mode of forwarding commodities/goods to Yemen, identify and arrange the shipping documents to facilitate Customs Clearance process.

KEY AREAS OF ACCOUNTABILITY:

Realise the delivery of an optimised supply chain through:

  • Support the Supply Chain Manager to develop a Project Procurement Plan for the goods to procure from the International Markets (i.e. identification key potential markets, preferred list of suppliers, mapping of import and export regulation for Jordan and Yemen.
  • Carry out demand analyses and market assessments for the Project Procurement.
  • To ensure Request for Quotation (RFQ)/ Invitation to Tender (ITT’s) are prepared with accurate information that can lead to accountable and fair competition among suppliers.
  • Keep track all deadlines or closing date of quotation/tenders submissions and facilitate Comparative Bid Analysis (CBA) or tender meetings with prior notification delivered to committee members.
  • Ensure CBAs and meeting minutes are written accurately and contain important information on how analysis of quotations was carried out and what reasons for selection of supplier.
  • Draft the contract of purchase by paying attention to key clauses of the contract, context of contract, and value calculation to ensure its readiness for review and signing.
  • Coordinate with suppliers, requester, warehouse staff, and logistics partnership to ensure receipt of supplies are arranged in advance and that necessary preparation is carry out for quantity and quality verifications.
  • Keep track on deadline of delivery stipulated in each Contract/Purchase Order and that necessary reminder send out to suppliers if the deadline is approaching.
  • Keep track on payment process and communicate as necessary with suppliers regarding payment progress.
  • Support Supply Chain Manager to monitor the progress on procurement orders and act proactively to inform Supply Chain Manager any possible delays.
  • Review newly submitted PRs to ensure information provided are correct and expected date of delivery can be met considering all workloads. Provide feedback to requesters on how to prepare PRs in correct ways or what changes need to be made.
  • Communicate with requesters in case there are challenges in the execution of their PRs to ensure potential delay is communicated in advance and that the requesters are aware of the risks.
  • Participate in the development of price list, supplier database, prequalified vendor list, and market survey activities.
  • To update Procurement Tracker on monthly basis and share with the key findings/feedback with key program/ Country Office Supply Chain staff
  • To follow Save the Children’s standard procurement practices and keeping records to fulfill audit trail standards.

Shipping/Logistics:

  • Liaising with appropriate staff in the Country Office and Regional Procurement Unit for the shipment delivery by Land/Air/Sea, taking into consideration the type of commodity, quantity, port conditions, weather conditions, freight market conditions. Types of shipping documents and general programme needs.
  • Monitor and track shipments from the point of dispatch until delivery to the desired port as per agreed upon freight order terms.
  • Interpret and clarify commercial, and other donor rules, standards, and regulations related to international transport and shipping.
  • Responsible for managing day-to-day operations related to prepare, load, dispatch, Customs, track Shipments in partnership with freight forwarder
  • Follow up with Country Office logistics staff to ensure Goods Received Notes are signed against verified incoming supplies.

QUALIFICATIONS AND EXPERIENCE:
Essential
* Bachelor Degree in Logistics, Supply Chain Management or similar level qualification or experience
* 1-2 years of experience in Procurement and international shipping
* Strong knowledge of general shipping practices and regulations, international import/export legislation, 2010 intercoms and customs regulations
* Strong understanding of logistics, commodity and supply chain management
* Computer literate (including working knowledge of MS Word, Excel) and competency in development of spreadsheets and databases
* Field level experience in managing complex supply chains for INGOs in international development and emergency programmes.
* Deep understanding and interpretation of Incoterms as well as their application
* Experience working with large institutional donors and knowledge of their rules and regulations in regards to logistics and procurement.
* Ability to synthesize and analyze information, and make clear, informed decisions
* Ability to build relationships quickly with a wide range of people, both internally and externally
* Excellent written and spoken communication and interpersonal skills
* Cross-cultural experience, understanding and sensitivity
* Fluency in written and spoken English (required), Arab is a distinct advantage
