Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the direct supervision of the Chief of Mission (CoM), and in close coordination with relevant units in IOM Headquarters (HQs), Geneva and Regional Office for Middle East and North Africa (MENA) in Cairo, the successful candidate will be responsible for managing and supervising all projects implemented under the Migration Management Unit in Jordan, including the development of strategies and projects related to strengthening immigration and border management in the country.

Core Functions / Responsibilities:

  1. Responsible for overseeing, supervising, planning and managing the operational and administrative day to day operations of the migration management unit and its programmes to ensure high quality of deliverables.
  2. Ensure maximum synergy and, where feasible, coordinate activities with other IOM programs implemented in the Country Office, complementing actions in order to support the delivery of an

integrated response.

  1. Oversee the selection and recruitment of staff to work under the various migration management projects, providing training, oversight, guidance and supervision.
  2. Exercise financial, administrative and operational management responsibility of all projects under the Unit.
  3. Ensure that the activities of various projects under the unit are implemented in a timely manner, provide oversight to the teams, and maintain oversight over programme deadlines, financial and narrative reporting requirements in line with IOM’s policies, regulations, rules and standards, as well as donor requirements.
  4. Prepare, manage and analyse budget utilization and discuss with the SRMO and COM, advising on any deviations to the approved donors’ agreements and action accordingly.
  5. Ensure bilateral and through calls-for-proposals fundraising for all migration-related activities, including counter trafficking, humanitarian and integrated border management, assisted voluntary return from Jordan, as well as migration-related researches and data collection.
  6. Ensure the unit acts in line with IOM MiGOF, the GCM and mainstreams the SDGs as well as adheres to the objectives of the UNSDF, with a focus on SDG10.7 on well managed migration.
  7. Ensure the achievement of maximum efficiency in program delivery through regular monitoring of project results, including briefing of senior staff and relevant counterparts on project achievement and challenges.
  8. Keep the Chief of Mission and Country Office senior staff abreast on the overall performance of relevant projects and programs to ensure effectiveness, coherence and integrity, including the establishment of strategic programmatic linkages on cross-cutting issues.
  9. Represent IOM in various fora and organize regular meetings with project stakeholders to ensure their buy-in for the IOM migration management projects and activities, based on the participatory and inclusive working methodology.
  10. Liaise with Governmental counterparts, UN agencies, and other relevant stakeholders to promote IOM visions, strategies and policies to discuss possible collaborations.
  11. Ensure proper documentation, and external representation of the Migration Management programme components implemented, including that all supportive documents for the programme are recorded; and ensure that Migration Management programme information management systems are in place.
  12. Prepare reports, briefings, background information, narratives and statistical analysis as required.
  13. Monitor and analyse local priorities, policies and agreements that might affect the migration governance and relevant laws and regulations.
  14. Undertake any duty travel and lead field visits for project/program assessment and implementation.
  15. Perform any other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Law, Political or Social Sciences, Humanities, International Relations or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Experience in providing support to national efforts in the area of security sector reform, law enforcement, project development, donor relations, operations and/or management;

• Work experience in strategic / technical advisory and coordination in the field of migration management and in emergencies;

• Good knowledge of the UN common systems and previous experience in project management, writing reports and training plans is an advantage;

• Ability to prepare and provide briefings in English.

Languages

Fluency in English is required. Working knowledge of Arabic, French and/or Spanish is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
