Regional Program Officer

JOB TITLE: Regional Program Officer, Middle East

Location: Amman, Jordan with 30% travel across the region.

Reports To: Regional Program Director (RPD), Middle East

SUMMARY

The Middle East Regional Program Officer (RPO) will support Program Management in the region and be responsible for grants management backstopping for the Middle East portfolio. As member of the Middle East Regional Support Office (RSO), the Regional Program Officer works with the Regional Program Director to provide ongoing support to country program teams and ensure coordination with the Awards Management Unit (AMU) and other departments at the Global Support Office (GSO). The RPO will also liaise with regional and global team members to ensure that RI is accurately and promptly complying with donor requests related to reporting management.

This position will undertake key tasks and deliverables for the Middle East program portfolio, currently consisting of humanitarian and development programs in Jordan, Lebanon, Turkey, Syria, Iraq and Yemen, as required and assigned to, by the Middle East Regional Program Director. Periodic field travel will be expected, to provide direct support, gap filling, monitoring and in response to humanitarian crisis.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The RPO will execute this common set of duties and practices related to portfolio management, contributing to excellent writing, analysis and communication skills and exhibiting initiative, flexibility, creative thinking and problem-solving skills.

Program Management Support (30%)

  • Under the supervision of the Regional Program Director, provide in-person and remote guidance and support on implementation of sound project cycle management:
    • Design:
    • Use lessons learned and program approaches documented throughout reporting review, grant review meeting and field visits to input at project design phase
    • Mobilization: Together with the Regional Awards Manager (RAM) ensure the timely project mobilization for all new projects in the region, involving country program, regional and GSO relevant departments.
    • Implementation:
    • Support and ensure that the program teams follow RI Program Management Framework and use project management tools, such as action plan, budget projections, procurement plans, M&E plan as set out in the mobilization plans.
    • Ensure appropriate Monitoring and Evaluation activities are carried out regularly (including data collection & analysis, monitoring of project progress against established work plans, monitoring of established indicators and utilization of results to inform program design).
    • Ensure Mid-Term review of projects are systematically undertaken and used to correct project if needed and to inform next program design
    • Coordinate with field teams the monitoring, review and analysis of the monthly budget vs. actual expenditure reports, and make recommendations on the basis of these and ensure that appropriate action is taken in a timely fashion.
    • In coordination with Regional Awards Manager, assist/guide country offices in drafting and finalizing agreements, such as sub-agreements and MOUs, as well as the drafting and approval process of any modifications to agreements.
    • Travel to country offices to provide support, monitoring, capacity building as per program needs, including gap filling of key program positions and/or surge capacity as needed.
    • Promote sharing/learning across the regional portfolio.
    • Close out: Ensure the timely project close-out for all closing projects in the region, involving country Program, regional and GSO relevant departments.
    • Post Closeout: Ensure the program records are maintained, serve as focal point during historical audits and/or negotiations with donors on outstanding compliance issues.
  • Actively support the constant improvement of program quality and management efficiency through contributions to country, regional and global initiatives, such as SOP/tool/template development/refinement.

Grants management (40%)

  • Regularly update regional grants and reporting trackers to ensure country programs are aware of pending submissions.
  • Ensure on-time submission of all donors’ reports. Ensure high quality content. Provide final copy edit and/or support in writing assigned sections, upon request. Ensure submission under certain donors’ dedicated platforms. When needed, deploy to country programs to assist in writing reports.
  • Together with Regional Awards Manager conduct regular grant management check-ins with country grant and compliance focal points.
  • Together with Regional Awards Manager support the mobilization of new grants, reviewing grant agreements and modification, and flagging relevant reporting and donor program information to country teams.
  • Maintain updated Middle East grant and program folders on Box, coordinating with Regional Awards Manager as necessary.
  • Support overall coordination of grant modifications, sharing resources/guidance with country teams, facilitating reviews/input from regional and global departments as needed
  • Provide other grant management and compliance tasks as needed and in coordination with Regional Awards Manager

Communication and coordination (15%)

  • Work with the Regional Program Intern to ensure RI Intranet content and posting for Middle-East page.
  • Support Country Office Emergency Focal Points in editing Emergency Alerts
  • Support the development and implementation of Regional Program Strategy and other strategic efforts.
  • Actively coordinate with other members of the Middle East Regional Management Team as well as relevant global units/departments (i.e. Technical Assistance, Grants and Contracts Unit, Finance, HR, Program Development, Operations, Security, etc.) to ensure the best support to the country offices and strategic alignment.
  • Participate actively in thematic regional and global working groups and task teams (both internal and external) as requested.

Management and Capacity building (15%)

  • Recruit, supervise and mentor Regional Program Intern.
  • Participate in key recruitment processes under Regional program Director Request.
  • Train Program Teams on RI Program Management Framework, RI WAY, RI Program Strategy and RI System Approach

QUALIFICATIONS & REQUIREMENTS:

This position demands a highly dynamic, pro-active and flexible individual with a good foundation of project cycle and/ or grant management skills who is ready to provide substantive contributions and explore advancing their leadership capacity for achieving results in a demanding and fast paced environment. An excellent communicator and team player with fluency in English, at ease working in a highly diverse team, capable adapting communication to different audiences.

  • Masters degree in International Development, Humanitarian Studies, Management Studies, or related field in alignment with the relief and development sectors
  • At least three years of professional experience in supporting humanitarian/development programming, ideally in grants/project management. Familiarity with US Government grants regulations preferred
  • Excellent independent and collaborative narrative writing and analysis skills
  • Proven level of computer literacy and high facility for using the Microsoft Office Suite (with emphasis on Word, Excel, PowerPoint)
  • Ability to travel internationally to support country programs
  • Demonstrated ability to coordinate complex activities, meet deadlines, and exercise sound judgment
  • Logical and critical thinking skills, and a comfort working with complex budgets and spreadsheets
  • Superior oral and written communication skills, including consensus building and triangulation of information from multiple stakeholders.
  • Demonstrated ability to work effectively as part of a team with a high degree of drive and initiative
