PRESENTATION OF HUMANITY & INCLUSION

Humanity & Inclusion (HI) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.

MISSION CONTEXT

The actual intervention context is characterized by remote management modalities of intervention, through Partners. Bring constant support and guidance to the teams and maintain technical quality in the frame of HI integrated approach is the main challenge to take up.

OBJECTIVES

Under the responsibility of the Inclusion Technical specialist (ITS) and in close collaboration with Technical Unit Manger and in direct support of field team, the Inclusion Technical Officer (ITO) will be responsible of overseeing and ensuring a quality implementation of Inclusive projects, with guidance of the ITS.

The Inclusion Technical Officer must keep all the data confidential, and share it only with the designated HI staff.

ACCOUNTABILITIES

Line manager: InclusionTechnical Specialist

Line manager+1: Technical Unit Manager

In direct coordination with: Inclusion project managers at hub level.

RESPONSIBILITIES

  1. Ensure Technical Quality of the Inclusive Livelihood, Risk education and Health Projects
    • Support the development and implementation of necessary trainings and support inclusion teams to ensure timely project implementation to meet inclusion objectives and targets;
    • Work together with HI staff and with partner organisation staff to support and implement trainings related specifically to gender age and disability GAD;
    • For the inclusive activities, review case management methods and tools with the field teams; work and communicate with the inclusive technical specialists to identify training and support needs in this area;
    • Support Health/ Risk education /Livelihoods’ teams to ensure quality project implementation (action plans, technical tools etc.);
    • Conduct assessments of barriers and facilitators, for access to services, for the most vulnerable persons at risk of exclusion and prepare and coordinate respective report;
    • Support planning and implementation of surveys to identify persons with disabilities;
    • Based on skills: ITO would support inclusion team in day to day activities, and support operationalisation of tools, guidelines and trainings (e.g. communication with persons with disabilities) via remote support and missions to the field
    • Continuously provide guidance, summary and follow up of the field activities to field team or\and other relevant personnel. Putting forward ideas and recommendations for improvements and support ITS putting in practice priority recommendations;
    • Support Inclusion teams by answering questions/addressing training needs.
    • Advocate for GAD inclusion amongst partners/ clusters and remain open and available to provide solutions to technical problems in the field with support of Inclusion Technical Specialists;
    • Liaise with MEAL team in filling any relevant monitoring and evaluation tools when applicable; and constantly share feedback.
    • Participate in project launch plan, midterm and final evaluations when relevant;
    • Support PMs as needed on inclusion mainstreaming in activities within the hub.
    • Work with other technical officers on follow up of action plan and objectives linked to skills development.
  2. Reporting and Representation
    • Contribute to the donors reports as needed;
    • Communicate with partners as requested;
    • Ensure that confidentially of data as per guidelines is respected.
    • Participate into clusters and coordination structure for whole of Syria, when relevant.
    • Report actions and follow up of meetings with clusters when needed.
  3. Team Management
    • Support the induction process for new staff, participate on identifying the trainings that can be offered in the frame of the capacity building plan and ensure appropriate training/support is provided;
    • Participate in staff evaluation when relevant
  4. Sustainable learning
    • Archive and share all necessary tools and documents adapted the hubs
    • Ensure regular collection of stories/data / good practices on lessons learned on inclusion projects and sharing with relevant team.
  5. Security
    • Observe at all times strict commitment to HI Security & Safety regulations as per procedures in place at mission level;
    • Support information internal dissemination to relevant focal persons at mission level aiming at reinforcing security and safety of HI staff and assets.

Skills – Knowledge:

•Capacity building of people from different levels and background on inclusion

•good understanding of disability right based approach

  • Good knowledge of disabilities types to support case management for persons with disabilities in livelihood.

• International human rights frameworks and humanitarian action.

• Strategies for fighting exclusion and discrimination

• The technical issues concerning his/her service sector, and the stakeholders and professionals in his/her service sector

• Full knowledge of at least one profession in his/her sector

Know-how (practice):

• Using capacity-building techniques with adults (training of adults)

• Using different pedagogical models

• Producing written and oral institutional communication in English

• Producing clear, concise and responsible communication suited to the interlocutor (adult or child); adapting communication and messages to an intercultural environment, and remotely

• Negotiating and managing problems and conflicts in a challenging environment.

• Supporting and motivating the teams, partners and community members.

• Planning the activities by setting clear, specific and measurable objectives

• Assessing the impact/effects of the activities implemented in his/her service sector

• Promoting participation and cooperation in the activities in his/her service sector and in multi-disciplinary/sector-based work

  • Good understanding of the Syrian culture.

ADDITIONAL ELEMENTS OF PROFILE SOUGHT

Essential

Qualification(s):

One of the below fields

  • Health Professional (OT, SLT, PT), social worker. And \or
  • Education field, special education. And\ or
  • Disability studies and \ or
  • social science and\or similar profession of field of study and\ or
  • Minimum 2 years’ experience within disability field, community-based rehabilitation volunteer, case manager, member of organization for persons with disabilities.

Preferable but not essential

  • Working with refugees
  • Experience working with organization of persons with disabilities OPDs

Experience :

  • At least 3 years’ experience in the field of disability
  • Experience implementing inclusion Protection Mainstreaming in different sectors.
  • Demonstrated experience in empowerment of vulnerable group
  • Experience in designing and delivering training based on assessed needs
  • Experience in capacity building.
  • Experience in organizational change and/or behaviour change an asset
  • Professional experience in the humanitarian sector
  • Experience working in protracted crisis, post conflict environment is a strong asset
  • Demonstrated experience in defining qualitative MEAL tools and supporting their implementation
  • Experience in the Syrian crisis and/or in the Middle East
  • Experience in remote management setup is a strong asset
  • Experience with HI is an asset
