PURPOSE OF POSITION:

ARK’s Design, Monitoring, Evaluation and Learning (MEAL) team are part of the Operations team and are responsible for delivering MEAL activities on projects. The department’s staff are empowered to work collaboratively and across project delivery, research, comms, and MEAL strands to cross-pollinate skills, approaches and findings.

The role will support a prospective 5-year USAID-funded strengthening community resilience to armed recruitment program in Yemen. The programme will prioritize building community awareness, prevention-mechanisms, and reconciliation, positively engage children and youth, advance economic empowerment opportunities to limit the drivers of recruitment, and care for individuals’ psychological and emotional needs through psychosocial and mental health support, including specialized assistance and referral services for women and girls who experience high rates of Sexual and Gender-Based Violence (SGBV) in Yemen.

This role serves two key purposes: 1) to act as Project Support Officer responsible for supporting/coordinating the fieldwork of the MEAL activities for the project; and 2) to work closely with the Head of MEAL, the Chief of Party and other project staff to identify and keep up-to-date with best practices/‘what works’ in the field of development programming and other relevant developments in the sector.

KEY RESPONSIBILITIES:

  • Support development of methodologically sound MEAL frameworks and plans that meet ARK and donor requirements and MEAL best practice. This will include a comprehensive Theory of Change, Results Framework, Logical Framework, Data collection, analysis and quality assurance plan, reporting schedule and any other MEAL-related donor requirements. Maintain and update as required.
  • Support design and administration of MEAL tools, databases, dashboards and other data visualisation tools, and data flows.
  • Plan and lead all project MEAL activities in line with the agreed MEAL plan to ensure ARK and the donor can track the effectiveness and efficiency of delivery, identify lessons, implement project changes and meet all reporting requirements.
  • Quality-assure all collected data on performance indicators (timeliness, accuracy, validity, reliability, integrity, completeness) including by conducting field visits to delivery locations.
  • Support the project team to articulate how project activities contribute to the Theory of Change.
  • Actively contribute to project delivery in meetings and identify opportunities to improve project delivery. Take on overall responsibility for MEAL contributions to project reporting including Weekly, Monthly, Quarterly, Annual, Final, and ad-hoc reports.
  • Identify and capture impact stories and case studies that can be shared with clients and utilised for business development activities.
  • Manage enumerators, and MEAL contractors and consultants and quality assure data collection. Develop data collection protocols and SOPs and provide training to project team members and partners on their MEAL responsibilities.
  • Support conflict-sensitive project implementation and gender mainstreaming throughout the project’s activities and MEAL processes by tracking gender and conflict sensitive indicators, collaborating with ARK’s Gender and Inclusion Advisor and recommending improvements to delivery.
  • Manage complaints and feedback from the community and beneficiaries and keep up-to-date files of these.
  • Actively read the relevant literature in the project’s thematic area and professional MEAL publications and fora to increase knowledge across the MEAL department and the company more broadly, build professional competence and contribute to improving project delivery.

SKILLS, KNOWLEDGE AND EXPERIENCE:

Essential

  • Bachelor’s degree in a relevant field of social sciences e.g. International Development, International Relations, Political Science, Sociology, Anthropology or Area Studies. A Masters degree preferred.
  • A minimum of 3 years relevant work experience in a MEAL role.
  • Experience delivering projects for international development donors, especially USAID.
  • Experience working with logframes and M&E tools.
  • Full professional fluency in English and Arabic.
  • Excellent computer skills (MS Word, Excel, Powerpoint)
  • Excellent organisational and communication skills. Demonstrated ability to prioritise tasks and produce quality results in a timely manner.
  • Self-motivated and able to develop good working relationships with a variety of stakeholders.
  • Legal right to work in ROYG controlled areas of Yemen.
  • Willingness to travel within ROYG controlled areas (subject to security assessments).

Desirable

  • Understanding of gender mainstreaming and conflict-sensitivity in the international development context.
  • Experience in qualitative and quantitative research research/data collection methodologies.
  • Knowledge of M&E software and tools such as: CommCare, KoboToolbox, PowerBi, NVIVO, HIS systems, SPSS, Ona, MS Word, Excel, PowerPoint
