The United Nations Children’s Fund (UNICEF) in Amman, Jordan seeks a dedicated, experienced, highly motivated and proactive Education Officer at NOB level. Under the supervision of the Field Support Manager and is matrix managed by the Chief of Education, the incumbent of this post is expected to provide strategic direction , planning and management of UNICEF support to education in camps.

Major Duties and Responsibilities

Planning

  • Contributes towards the preparation of situation analysis and assessments by compiling data, analyzing and evaluating information, and writing chapters of the Analysis relating to refugee populations.
  • With the MOE and Directorate develop an annual work plan and use to support recruitment of teachers, textbooks, teacher training and provision of support to the schools in the camp. Provides technical advice and assistance to government officials and other partners in education planning and management.
  • Supports DoE and school leadership teams to collect and analyse school level data to support education decision making, including timely support to class formation, infrastructure needs and teacher allocation, in partnership with Directorate.
  • Assists government authorities to plan and organize capacity building programmes for education staff at school and Directorate level.
  • Advises Ministries and Directorates responsible for programme review, monitors programmes and follows up on implementation of recommendations and agreements.

Communication, Coordination and Advocacy

  • Co-chairs the camp-based education in Emergency Sector Working Group coordinating with NGOs, UN and bilateral agencies on support to education. Informs the national ESWG and JRP planning. Also coordinates with other Sector Working Groups on education services in camps to ensure complementarity and cross-sectoral analysis of information.
  • Remain updated on opportunities and challenges in the teaching learning process in camps, through consultation with partners, schools principals, teachers and community members.
  • Participates in intersectoral collaboration with other programme colleagues.
  • Assists in development of appropriate communication and information strategies to support and/or advocate programme development and visibility.
  • Develops relationships with DoE and school leadership staff that are based on providing technical input into discussions and meetings that will support improved teaching and learning.

Technical Expertise and Management

  • Writes programme/project status reports required for, but not limited to management board, donors, budget review, programme analysis, and annual reports. Shares responsibility for financial oversight and donor reporting with Section Chief.
  • Supervises up to five staff and/or consultants at camp level, developing workplans, monitoring delivery and providing A guidance and support in line with UNICEF systems.
  • Oversee the implementation of activities of signed agreements pertaining the camp, including providing bi-weekly and quarterly progress reports to Section Chief and Field Support Specialist. This includes managing a high value School Operations contract in line with UNICEF’s contract management standards.
  • Liaise with logistics and procurement division at UNICEF to procure and deliver needed furniture and other logistic related actions. To include follow- up on education supplies and its distribution in coordination with relevant team and/or NGO and its reporting and monitoring
  • Evaluates with implementing partners the quality of provision and interventions in the camps schools related to improving learning outcomes within the formal school system.
  • Analyses situations that arise for the best educational solutions to solve technical problems to benefit the learning of pupil.

To qualify as an advocate for every child you will have…

  • Education: A university degree in one of the following fields is required: Education or a Social Sciences fields relevant to international development assistance or another relevant technical field.
  • Experience:A minimum of two years of professional experience in an education related field includingteaching, programme planning, Implementation and monitoring. Experience working in a humanitarian context is preferred. Relevant experience in a UN system agency or organization is considered as an asset.
  • Language: Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
