Senior Programme Officer

The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) is an independent academic institution established in 1984. RWI has since 1990 carried out a wide range of research, academic education, and institutional capacity development programmes internationally in the human rights field, mainly with the support of Swedish Development Cooperation. The work of the Institute focuses on four thematic areas: Fair and Efficient Justice; Inclusive Societies; People on the Move; and Economic Globalisation and Human Rights (see further http://rwi.lu.se/).

RWI’s cooperation in the Middle East and North Africa (MENA) started in 1999. The cooperation has included both bilateral and regional programmes, primarily focusing on developing human rights capacity with justice sector and academic institutions. The current programme (2018-2021) is regional and aims at increasing the application of international human rights standards in the national judicial systems in Algeria, Iraq, Jordan, Lebanon, Morrocco, Palestine and Tunisia. The programme is managed by RWI’s Office in Amman, Jordan.

Summary

The Raoul Wallenberg Institute is currently seeking candidates for the position as Senior Programme Officer in Amman, Jordan. The position is full-time, with start date as soon as possible. The contract is fixed term until 31 May 2021, with possible extension. Applicants must have a valid residence and work permit for Jordan.

The Senior Programme Officer’s primary responsibilities are to ensure that porgrammes in MENA are planned, implemented and followed up on so as to achieve expected results enhancing the overall impact, quality and strategic added value of the programmes. The Senior Programme Officer will also have an important role in pursuing new initiatives for strengthening RWI’s cooperation more broadly in MENA. The Senior Programme Officer will moreover act as the official representative of RWI in Jordan with the powers and authority that follow from this.

Main Tasks and Responsibilities

• Undertake day-to-day programme management planning and implementing programme activities, including: developing terms of reference, materials and agreements; securing resource persons and other necessary inputs for activities; making necessary logistical arrangements (travel, accommodation, etc.); and coordinating completion of activity deliverables;

• Develop and monitor programme budgets overseeing financial reporting from the Office, ensuring that budgetary resources are efficiently utilised to achieve expected results;

• Develop programme work plans;

• Develop working methodologies and tools for the improvement of programmes;

• Regularly assess, monitor and report on programme developments and results of RWI’s work in the Middle East and North Africa region relating to activities/programmes carried out;

• Stay informed of relevant geographic/thematic/political developments for the successful carrying out of duties and responsibilities of the position;

• Assess new opportunities for RWI to pursue in Middle East and North Africa region for resource mobilisation purposes, seeking to develop the RWI operations, across thematic areas, in the region , ensuring a strategic and relevant role for RWI also vis-à-vis global Institute priorities;

• Initiate and maintain regular contact with partners, relevant authorities, organisations, donors, etc.;

• Lead the RWI programme team at the RWI Office in Amman, Jordan, including on substantive, administrative and operational issues;

• Provide support and guidance, as relevant, to other programme staff at the RWI Amman Office for the carrying out of their tasks and responsibilities; and

• Periodic travel to programme activity sites to successfully implement the duties above.

Qualifications

Key requirements

• At least 7 years of documented experience and a proven, successful and progressive track record of independently handling all aspects of programme management in the areas of human rights and development cooperation;

• Strong knowledge of international human rights standards and mechanisms, including relevant university degree with preferably specialisation in human rights or related field;

• Significant experience from the MENA region including work related to the themes of fair and efficient justice, refugee and migrant rights, human rights and the environment, and inclusive societies or related fields;

• Experience leading programme teams and operations;

• Considerable knowledge of means and methods of international development cooperation work;

• Fluency – orally and in writing –in English and Arabic; and

• Ability to plan, coordinate and organise work independently with in-depth understanding of its strategic direction

In addition, it is expected that the Senior Programme Officer possesses the following:

• Strong analytical skills

• Effective communication and interpersonal skills

• Supportive of a learning organisation with a strong ability to share knowledge and convey experiences

• Ability to work under pressure and complete tasks within given timeframes

• Cultural sensitivity

Working knowledge of French is considered an asset.
