Background Information – Job-specific

Since 2012, UNICEF Jordan Country Office has been playing an integral part in the humanitarian response for Syrian refugees in Jordan. As WASH sector lead, UNICEF is leading the Water, Sanitation and Hygiene promotion assistance to the refugees in camps as well as in host communities, including schools and other institutions. Zaatari Refugee Camp is among the main locations where UNICEF is providing humanitarian WASH assistance which hosts more than 80,000 refugees.

In Zaatari refugee Camp, UNICEF is providing water at a daily average of 4,000,000 litres. This is provided through three boreholes operated within the camp covering the base daily supply, and supplemented by a number of privately owned external boreholes,to meet peak summer demand. Currently, water is pumped from the boreholes to the distribution points through main pipelines and pump stations. The water supply from the network does not cover the needs of the NGOs and institutions inside the camp which are provided for by water trucks. In addition to water supply, UNICEF is also managing wastewater networks which collect a daily amount of 2000 to 2500 m3 through a sewer system and two pump stations. Collected wastewater is pumped a on 24 hour basis to the camp treatment plant.

To monitor and manage the operation of the water and wastewater networks, UNICEF has team of officers and engineers in Za’atari who follow up with the contractor and relevant partners on the operation on a daily basis. The team’s role include monitoring the water supply schedule, addressing the community complaints, and coordinating with all stakeholders on the operation of water and wastewater networks. The WASH Operation Engineer which will be recruited for this post will work with this team to maintain the networks, monitoring the water supply, and wastewater operations, and following up on all daily O&M issues.

Functional Responsibilities

– Under the Supervision of the Networks O&M Manager.

The WASH Operation Engineer is expected to fullfil the following tasks and responsibiltes :

• Track and monitor the water supply schedule by making sure that water amounts are available and supply is according to the camp’s stanards and agreed shares.
• Work closely with the WASH team in the camp to address all daily complaints on water supply and wastewater networks.
• Act as focal point for all boreholes in the camp and coordinating with the contractor to ensure that water supply from the wells do not have any issues and as per the standards.
• Responsible for tracking the maintenaince and inventory of all parts and fittings in all three boreholes inside the camp including keeping records, data sheets, maintaintenance reports, and log reports.
• Prepare weekly and monthly reports on the water share, supply cycles, and maintaining records to trackoperations.
• Work with the contractor on monitoring leaks, water losses and blockges in the networks by having daily and weekly records and log sheets.
• Follow up and monitor the daily water balance sheet which indicates the daily demand, daily supply, and daily defect.
• Manage and follow up with UNHCR and the contractor on all relocation and new connections cases and ensuring delivery of service to refugees.
• Attend all operational and WASH meetings and contribute to the monitoring of water supply and wastewater management inside the camp.
• Follow up on the weekly and monthly O&M reports which the contractor submits and ensuring accurancy of reporting.
• Follow up with MOH on quality testing for the supplied water to the community and develop tracking sheets for all quality monitoring records.
• Work with the contractor and partners on solving all hotline complaints and making sure that all issues on ground are addressed effectively.
• Conduct weekly inspect visits to the boreholes and pump station to follow up on the conditions of parts and elements. Report any O&M issues directly to the contractor.- Contribute to improvement of assets management of the network and providing all needed data, information, specifications, drawings, to the asset management officer.

Education/Experience/Language requirements

• At least two of years of experience in managing and operating water and wastewater networks.
• Bachelor degree in Civil/Mechanical/ Water/ Environmental Engineering is required.
• Experience with UN or INGOs in Jordan is considred as an asset.
• Computer skills ( Word, Excel, PowerPoint …etc)
• Knowledge of water quality testing and sampling methods and techniques.
• Any training course in O&M of water and wastewater networks is an asset
• Good knowledge of both English and Arabic is required.
