NRC in Jordan

Norwegian Refugee Council (NRC) established its presence in Jordan in November 2012 in response to the conflict in Syria and the resulting refugee influx. NRC Jordan currently employs over 500 staff in Jordan and is one of the largest INGOs in the country. Since 2012, NRC has worked to build the resilience of Syrian refugees in Jordan, and invest in the Jordanian communities that host them. NRC supports Syrian refugees in Zaatari and Azraq refugee camps, as well as vulnerable refugees and Jordanians in north and central Jordan (Irbid, Jerash, Ajloun, Mafraq and Amman governorates). In Jordan, NRC provides services in five of NRC’s global core competencies: Shelter, Education, Youth, Livelihoods and Information Counselling and Legal Assistance. NRC strives to combine its programmatic activities with evidenced-based advocacy work focused on policy change and strong external communications and media engagement. The Country Office also works to ensure safe and integrated programming through ensuring protection is effectively mainstreamed across all core competencies

Duties and responsibilities

The purpose of the ICLA Coordinator position is to implement delegated ICLA project portfolio. The following is a brief description of the role.

Generic responsibilities:

  • Adherence to NRC policies, guidance and procedures;
  • Contribute with ICLA specific technical competence to the development of ICLA strategy, Macro Log Frame, and Plan of Action;
  • Conduct ICLA specific technical assessment and present recommendations;
  • Conduct ICLA specific technical research and document findings and recommendations;
  • Provide ICLA specific technical input to coordination mechanism (e.g. cluster coordination) and working groups;
  • Develop ICLA specific technical guidance, tools and mechanism;
  • Contribute to organisational learning through the provision specific technical analysis, lessons learned and reports;
  • Develop training modules and provide specific technical learning or/and training for project staff Provide training to relevant stakeholders.

Specific responsibilities:

  • Oversight of the content and quality of legal information, counselling and assistance services provided by NRC ICLA and its implementing partners;
  • Carry out periodic quantitative and qualitative analysis of the programme para-legal and legal caseload based on the ICLA strategy;
  • Draft and update national guidance documents (SOPs, legal factsheets, policy briefs, tools) on all thematic areas of intervention and in line with ICLA strategy priorities;
  • Ensure regular coordination and dialogue on legal issues with a range of external stakeholders, with a priority on lawyers;
  • Provide mentoring and capacity building to NRC Legal Officers and partners’ lawyers;
  • Lead “Legal coordination meetings” among ICLA internal and external lawyers and with partners’ lawyers to discuss legal updates, map court practices, understand trends, ensure quality of legal advice on main thematic areas and identify opportunities of strategic litigation;
  • In close coordination with the Partnership Specialist, follow up the legal-technical aspects related to partnership agreements with national legal aid partners and conduct mappings of new legal implementing partners and legal aid actors in Jordan; liaise with NRC implementing partners on legal issues;
  • Support the Partnership Specialist to implement capacity development plans and initiatives to strengthen the organisational capacity of legal aid partners and, when relevant, CBOs;
  • Undertake legal research, production of policy briefs and reports, and carry out analysis of legal updates, trends and developments (new laws, regulations…) relevant to ICLA work on legal matters affecting refugees in Jordan;
  • Act as focal point for areas of new legal thematic engagement;
  • Supervise at least one legal officer identified under the new office structure.

Knowledge, skills & experience that will help you succeed in this role

Generic professional competencies for this position:

  • Bachelor degree in Law at a minimum; experience as a lawyer in a civil law country is a distinct advantage;
  • Fluency in English and excellent drafting skills in English; Knowledge of Arabic is highly desirable;
  • Minimum 3 years of experience on projects implementing legal aid services in the humanitarian/development sector;
  • Knowledge of the displacement context in Syria and the Middle East;
  • Previous experience building and leading partnerships with civil society organizations is an asset.

Context related skills, knowledge and experience (shall be adapted to the specific position):

  • Extensive knowledge of human rights international framework;
  • Good knowledge of Jordanian legal framework;
  • Experience in legal research;
  • Experience in legal case management;
  • Excellent report writing skills;
  • Ability to provide high quality briefs, both written and verbal, to a range of stakeholders
  • Background in refugees’ international law and civil documentation law and procedures is an asset.

  • Ability to prioritize large workloads and meet tight deadlines;
  • Excellent analytical skills;
  • Excellent interpersonal and communication skills;

Additional Information

  • Contract period: 12 months (renewable).
  • Duty Station: Amman, with 30% travel within Jordan.
  • Salary/benefits: According to NRC’s salary scale and terms and conditions. Family duty station.
  • Approved health certificate will be requested before contract start.
