Inclusive Livelihood Technical Coordinator

MISSION CONTEXT

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe.

HI is managing a large humanitarian program from four different hubs (South, Centre, North and North-East), along four main pillars:

  1. Support to health partners (hospitals, care houses, psychosocial support centers, local NGOs) for the provision of comprehensive psychosocial support services ( psychosocial support, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of assistive devices and/or equipment;
  2. Emergency response to the basic needs of vulnerable people affected by sudden crisis, through one-shot distributions of food baskets, household essential items and hygiene kits, and through the management of an adapted humanitarian coordination mechanism for emergency responses.
  3. Prevention and Reduction of the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons);
  4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods);

The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.

JOB DESCRIPTION

HI’s Technical Unit functions within the 4 technical domains to:

  • Promote continuous improvement of the quality of programs and activities;
  • Build the capacity of HI staff, HI partners, and other relevant stakeholders in technical matters (knowledge, attitudes, competencies);
  • Provide regular input, based on subject-matter expertise and program experience, to contribute to technically sound and locally relevant program strategies and implementation;
  • Develop, adapt, and disseminate HI technical resources to benefit as many Syrian individuals and organizations as possible within HI’s scope of intervention.

Syria Resilience Consortium:

  • Six major INGOs and their local partners already responding to the Syria crisis, including HI, have come together to form a Syria Resilience Consortium (SRC), to collectively improve both the quantity and quality of the response by addressing livelihood needs.
  • The IL technical coordinator will principally support activities funded and implemented by the SRC.

Based in Amman, with frequent travels to other operational hubs of the Syria mission, within the Technical Unit and with the support of HQ Technical Advisors, the Inclusive Livelihood Technical Coordinator is the technical referent on the mission for inclusive livelihood activities, and is also a technical advisor to the Syria Resilience Consortium.

S/he will responsible for:

  • Contributing to the interim planning for HI’s on inclusive livelihood within the frame of the Syria Resilience Consortium’s work and existing grants.
  • Recruiting and training a national inclusive livelihood technical coordinator (IL-TC) to become the successor in this position. During the last 6 months of work contract to jointly tackle the tasks below.
    The candidate recruited will be expected to take on a capacity-building role to support and monitor the national counterpart’s ability as a technical coordinator.

Her/his main tasks include:

  • Capacity building of national counterpart
  • Program level technical support
  • Coordination and representation
  • Reporting and providing relevant information and data to the Technical Unit Coordinator

PARTICULARITIES

This is a mobile position. Employee should expect to spend at least 30% of the working time outside of Jordan, with trips to Beirut (Lebanon), Erbil and northern Iraq.

PROFILE SOUGHT

Qualifications:

  • Bachelor degree in occupational therapy, physical therapy, disability studies or related studies

Experience:

  • At least 1 years of professional experience in humanitarian work
  • Previous experience with HI is a strong asset

Skills:

  • Fluency in oral and written English is compulsory
  • Strong computer skills (use of MS Word, Excel, Outlook and other relevant software)
  • Experience in basic Ergonomics Adaptations and Return to Work programming
  • Arabic and/or Kurdish skills are a strong asset
  • Experience working in a consortium or advising other mainstream NGOs on inclusive work

  • Ability to work under high pressure
  • High level of motivation and proactivity

CONDITIONS

  • Length of the contract: 9 months
  • Salary from 2750 € (gross) / month depending on the experience of the candidate
  • Per-diem: 588€/month net
  • Insurances: medical health coverage, retirement planning, repatriation
  • Paid holiday: 25 days per year
  • R&R: 1 day per month
  • Accommodation: collective housing fully covered by HI
