The Opportunity

The Program Coordinator – for the Child Protection in Emergencies (CPiE) and Education in Emergencies (EiE) Professional Development Programme (PDP) will work to coordinate and support and the initiation, organisation, delivery, financial administration, and monitoring of the Middle East & Eastern Europe and North Africa (MEEENA) CPiE and EiE PDPs in the region.

Building on the successful capacity-building model developed over recent years by Save the Children CPiE and EiE Capacity Building teams, the MEEENA CPiE and EiE PDPs aim to develop a regionally-based sustainably model for raising national & regional CPiE and EiE response capacity. Using the results of regional CPiE and EiE Capacity Gap Analyse, a comprehensive CPiE and EiE capacity-building initiative will be designed to meet the priority needs of organisations and individuals responding on the ground. The MEEENA CPiE and EiE PDPs constitute a strategic investment in building the capacity necessary to deliver on Save the Children’s Protecting Children in Conflict Centenary Commitment in the Middle East Region.

Although similar in their aim and structure and their inter-agency mandate, the EiE PDP differs in that it is now a 9-month programme accredited by the University of Geneva (UNIGE) as a Certificate in Advanced Studies in Education (CAS in EiE), which is an accredited by the University of Geneva and run by Save the Children. However, as this is not accessible to all, other shorter EiE capacity building courses are also offered and will be made available in the region although similar in their aim and structure and their inter-agency mandate, the EiE PDP differs in that it is now a 9-month programme accredited by the University of Geneva (UNIGE) as a Certificate in Advanced Studies in Education (CAS in EiE), which is an accredited by University of Geneva and run by Save the Children. However, as this is not accessible to all, other shorter EiE capacity-building courses are also offered and will be made available in the region.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

  • Regional CPiE PDP Manager ( direct line and task manager)
  • Regional EiE PDP Manager (task manager)

    Role Dimensions:

The CPiE and EiE PDP Project coordinator will be required to contribute to the MEEENA initiation, organisation, delivery, financial administration and monitoring of the Middle East & Eastern Europe and North Africa (MEEENA) CPiE and EiE Professional Development Programmes (PDPs).

The coordinator will work in closely and be line managed by with the Regional CPiE and EiE PDP Manager as well as the respective Global Capacity Building Teams, and support to broader humanitarian capacity building programs, along with regional office priorities

KEY AREAS OF ACCOUNTABILITY

Strategy & Leadership:

  • Lead and collaborate with others to develop and support operationalisation of regional technical steer on education, with explicit linkages to other thematic and cross-thematic steers, and with a focus on gender and disability-inclusive education
  • Support Country Offices in the design of their thematic strategies (program and advocacy), ensuring alignment to Save the Children’s global thematic priorities and breakthroughs
  • Thematically guide and negotiate Education inputs into strategic documentation, policies and guidance (including integration and mainstreaming into other sectors)
  • Provide coordination support at the regional level for SC’s global initiatives in Education, including the current Safe Back to School initiative.
  • Technical Capacity Building & Mentoring
  • Provide contextualised, hands-on, demand-driven technical support for MEEE Country Offices.
  • Capacity build, mentor and build networks across CO Education experts in the region; identify top talents, capacity gaps and facilitate opportunities for learning.
  • Be a focal point in MEEE RO for systematic capacity building for evidence-based Education Common Approaches through training, mentoring, and coaching SCI staff and partners across the region.
  • Facilitate cross-country learning between Education experts in the region, and participate in cross-country learning with other regions; identify creative ways to share learning, best practices and collectively address challenges, feeding back to global technical teams
  • Support other regional technical experts to understand and contextualise global education guidance for their thematic area, learning, and evidence and ensure that learning from the region informs our global evidence, technical standards, and strategic direction in education for child outcomes.
  • Identify sources of technical support for COs and facilitate access where needed through Save the Children’s flexible Technical Expertise systems (e.g. Global Humanitarian Surge Platform; TE Request platform), and others for key regional technical needs.
  • Provide technical inputs on CO and regional education-focused advocacy initiatives

    Programme Quality in Design & Implementation:

  • In collaboration with regional New Business Development, contribute to regional strategic partnerships; identify partners and donors to strengthen our education portfolio in the region
  • Identify funding possibilities for (integrated) education programs and
  • Contribute to the quality of CO and RO project and programme proposals, through leading/supporting project design and review processes
  • Proactively liaise and coordinate with member’s country engagement managers to support funding opportunities
  • Support CO in their implementation and monitoring of key strategic programmes, to ensure high-quality delivery, monitoring and evaluation. Ensure that a child rights programming approach, gender, disability and resilience considerations are reflected in programme design and implementation.
  • Explore innovative opportunities and trends which could be applied in Education programming in the region and support country offices to pilot, and document, new or updated tools and guidance, especially with a focus on gender, disability, and resilience.
  • Support Emergency preparedness, recovery, and where appropriate response, including country office capability building for humanitarian response, emergency preparedness planning.

    MEAL, Innovation & organisational learning

  • Provide support for quality benchmark development and monitoring and supporting high-quality evaluations and research at CO level
  • Contribute to regional and multi-country research agendas; drawing together evidence of impact and facilitating cross-CO learning

    Representation and networking

  • Build collaborative regional partnerships, through representation on regional clusters, working groups and technical fora, and ensure effective documentation; to showcase SC’s leadership on Education in the region
  • Ensure effective collaboration with Regional Advisors and Program Managers, to maximise outcomes

    General

  • Contribute to regional Team meetings and planning processes, internal initiatives and reporting requirements
  • Demonstrate leadership in relation to Save the Children policies and practice with respect to child safeguarding, bullying and harassment, code of conduct, equal opportunities and other relevant policies and procedures.

In order to be successful you will bring/have:

  • A minimum of a BA in management, Finance, MIS, or any related field.
  • Minimum of three years’ experience in education, child protection programs or humanitarian with the International organization.
  • Experience setting up and maintaining administrative processes e.g. filing systems
  • Experience of organizing logistics for training events or conferences, including virtual training arrangement
  • Experience in finance supporting services as process invoices and other financial information, such as expense claims and payment of suppliers
  • Excellent interpersonal skills with experience liaising with stakeholders and of working with people from a range of backgrounds and cultures.
  • Proven ability of successfully working with a remote project team
  • Excellent problem-solving skills, a ‘can-do’ attitude
  • Ability to work on own initiative, cope with a high volume of work and prioritize against tight deadlines and under pressure
  • Excellent written and oral communication skills, including fluent written and spoken English and Arabic
  • Organised and methodical with good attention to detail
  • Good computer literacy in Microsoft Word, Outlook, Excel and PowerPoint
  • Willingness and ability to operate an ‘open door’ policy with regards to colleagues seeking immediate information and support
  • A flexible approach to working, with the willingness to work outside office hours occasionally and to be away from home for up to two weeks at a time e.g. on residential training course
  • Experience in training, facilitation and online learning
  • Understanding of and commitment to humanitarian work and experience of working for a humanitarian/development focused NGO
  • Familiarity with program coordination
  • Proactibity and accountability
  • Good communication skills
  • Relevant academic qualification in the field of international development or social/political science, or other relevant subject area (e.g. adult learning and development).
  • Good budgeting skills
