Job Description

The Legal Coordinator will be part of the ICLA Specialist team; s/he will work under the supervision of the ICLA Specialist and in close coordination with the ICLA Project Manager and the implementation team.

Responsibilities

Generic responsibilities

  1. Adherence to NRC policies, guidance and procedures
  2. Contribute with ICLA specific technical competence to the development of ICLA strategy, Macro Log Frame, and Plan of Action
  3. Conduct ICLA specific technical assessment and present recommendations
  4. Conduct ICLA specific technical research and document findings and recommendations
  5. Provide ICLA specific technical input to coordination mechanism (e.g. cluster coordination) and working groups
  6. Develop ICLA specific technical guidance, tools and mechanism
  7. Contribute to organisational learning through the provision specific technical analysis, lessons learned and reports
  8. Develop training modules and provide specific technical learning or/and training for project staff
  9. Provide training to relevant stakeholders.

Specific responsibilities

  1. Oversight of the content and quality of legal information, counselling and assistance services provided by NRC ICLA and its implementing partners;
  2. In coordination with the implementation team, carry out periodic quantitative and qualitative analysis of the ICLA programme, with a focus on the legal and paralegal caseload;
  3. Draft and update internal guidance documents (SOPs, legal factsheets, policy briefs, tools) on the four thematic areas of intervention (Refugee Registration, Legal and Civil Documentation, Decent work and Housing Rights) and eventual other ICLA strategy priorities;
  4. Lead the technical legal work, in coordination with all ICLA team, under the 2022-2025 stratgey objectives and ensure high quality piloting and implementation of new startegic initiatives;
  5. Act as focal point for the regular coordination and dialogue on legal issues with lawyers and eventual other stakeholders including national authorities;
  6. Lead “Legal coordination meetings” among ICLA internal and external lawyers and with partners’ lawyers to discuss legal updates, map court practices, understand trends, ensure quality of legal advice on main thematic areas and identify opportunities of strategic litigation;
  7. Contribute to legal research, production of external policy briefs and reports, and carry out analysis of legal updates, trends and developments (new laws, regulations…) on legal matters affecting refugees in Jordan and relevant for ICLA;
  8. Provide mentoring and capacity building to NRC Legal Officers and partners’ lawyers;
  9. Coordinate and contribute to all donor reporting processes;
  10. Supervise two technical legal officers.

Qualifications

Professional competencies

These are skills, knowledge, qualifications and experience that are important for effective performance.

Generic professional competencies:

  • Bachelor degree in Law at a minimum; experience as a lawyer in a civil law country is a distinct advantage;
  • Fluency in both Arabic and English and excellent drafting skills in English and Arabic;
  • Minimum 3 years of experience on projects implementing legal aid services in the humanitarian/ development sector;
  • Previous experience working with national authorities;
  • Knowledge of the displacement context in Syria and the Middle East;
  • Previous experience building and leading partnerships with civil society organizations is an asset.

Context related skills, knowledge and experience:

  • Extensive knowledge of human rights international framework and Jordanian legal framework;
  • Good knowledge of Middle East legal framework;
  • Experience in legal research;
  • Excellent report writing skills in English;
  • Ability to provide high quality briefs, both written and verbal, to a range of stakeholders
  • Background in refugees’ international law is an asset;
